Chief Probation Officer requests approval of and authorization for the Chair to sign Amendment No. 3 to Agreement No. 7154 with BI Incorporated to provide a 52-week Domestic Violence Program and a 4% increase in the Daily Client Fee and Global Positioning System pricing with no change to the maximum amount.

Sheriff requests approval of and authorization for the Chair to sign a revenue agreement with the City of Calistoga for a maximum hourly rate of $84.70 for the term June 20, 2015 through June 30, 2016 to fund a Deputy Sheriff II to assist with the City's Police Department on an as needed basis.

Agricultural Commissioner/Sealer of Weights and Measures requests approval of and authorization for the Chair to sign Amendment No.1 to Agreement No. 7370 with Mochizuki & Associates amending the scope of work to include inspection of vineyards, including assessing pest risk on abandoned or neglected properties, and providing consultation in the area of pest management with no change to the maximum contract dollar amount.

Agricultural Commissioner/Sealer of Weights and Measures requests approval and authorization for the Chair to sign an agreement with the California Department of Food and Agriculture (CDFA) for a maximum of $2,800 for the term July 1, 2015 through June 30, 2016 for the reimbursement of production site inspections and site inspections at Certified Farmer's Markets.

Director of Library Services and Community Outreach requests authorization to accept an American Library Association (ALA) grant in the amount of $3,000 for the Latino Americans:  500 Years of History project.


6F

Director of Planning, Building, and Environmental Services requests the following actions concerning the collection and processing of solid waste and recyclables pursuant to the Franchise Agreement No. 6431 between the County and Napa County Recycling & Waste Services, for the Unincorporated Area of Garbage Zone One, Southern Napa County:

  1. Approval of and authorization for the Chair to sign Amendment No. 1 of the Memorandum of Understanding between the County of Napa and City of Napa (referred to as Napa County Agreement No. 6430 and Napa City Agreement No. 8782) in which City agreed to accept curbside recyclables and yardwaste collected in County Garbage Zone 1 by County Contractor (NCRWS) and County Staff.
  2. Approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 6431 with Napa County Recycling & Waste Services extending the current base term from November 30, 2015 to December 31, 2015 and establishing four (4) one-year contract extensions.

Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 2 to Lease Agreement No. 7456 with Robert C. Jessell and Suzanne M. Jessell, Trustees of Robert C. Jessell and Suzanne M. Jessell Revocable Trust; Stephen C. Patterson, Trustee of the Stephen C. Patterson Exempt Trust, created under the Evy Patterson Revocable Trust; Robert Adam Patterson, Trustee of the Robert A. Patterson Exempt Trust, created under the Evy Patterson Revocable Trust for space located at 1814 Soscol Avenue, Napa, extending the term through June 30, 2016 with an option to automatically renew for additional periods of one month thereafter until terminated by either party giving sixty (60) days written notice and increasing the monthly rental fee by $81 per month, for a new maximum monthly amount of $2,757 to continue to house and operate the Program Integrity Unit and portions of the Workforce Investment Act Program for the Health and Human Services Agency.

Director of Public Works requests the approval of a sole source purchase from GE Energy Power Conversion USA Inc., of Pittsburgh, PA of two (2) GEM80-500 Logic Controllers pursuant to Napa County Code Section 2.36.090 in the amount of $23,126.30

Auditor-Controller requests the Board accept, and instruct the Clerk of the Board to file, the Internal Audit Executive Summary for the review completed on County-wide payroll user security roles and overtime.

County Counsel requests adoption of a resolution authorizing the Napa Valley Unified School District to borrow funds for Fiscal Year 2015-2016 and for the issuance and sale of 2015-2016 Tax and Revenue Anticipation Notes (TRANS) in a principal amount not to exceed $20,000,000.

Acting Director of Human Resources and Chief Information Officer request the adoption of a resolution amending the Departmental Allocation List as follows, effective July 21, 2015, with no net increase in full time equivalents and no net increase to the General Fund:

  1. Delete one (1.0 FTE) Staff Services Manager; and
  2. Add one (1.0 FTE) Supervising Staff Services Analyst.

Consideration and adoption of a resolution of Findings of Fact and Decision on Appeal regarding the appeal filed by Eric Titus – Lee E. Titus and Sons Vineyard (Titus Appeal), and taking no action on the appeal filed by Ginny Simms (Simms Appeal), to a decision by the Planning Commission on March 4, 2015 to approve the Melka Winery application for a use permit (P14-00208-UP) and variance (P14-00209-VAR) to establish a new 10,000 gallons per year winery with 1) daily tours and tastings for five persons maximum per weekday and seven persons maximum per weekend and a maximum of 30 persons per week by appointment only; 2) conversion of an existing 2,309 square foot barn to winery uses; 3) construction of a new 2,675 square foot building with a 500 square foot open breezeway; 4) construction of an 875 square foot covered crush pad; 5) on premise consumption in the hospitality building of wines produced on site in accordance with Business and Professions Code Sections 23358, 23390 and 23396.5 (also known as AB 2004 (Evans Bill)); 6) two 30 person marketing events annually; 7) one 100 person auction event annually; 8) connection to an existing domestic wastewater treatment and disposal system; 9) a hold and haul system for process wastewater; 10) a 20,000 gallon water storage tank and pump house; 11) an improved 20 foot driveway access in accordance with Napa County Road and Street Standards; 12) construction of seven parking spaces; and 13) five or fewer employees. A variance was also approved to allow a new structure to encroach 435 feet into the required 600 foot setback from Silverado Trail. The 10.68 acre project site is located approximately 200 feet north of Deer Park Road and within the Agricultural Watershed (AW) Zoning District at 2900 Silverado Trail, St. Helena (APN: 021-352-041).
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of Categorical Exemptions. Pursuant to the California Environmental Quality Act ("CEQA"), Section 15301 [See Class 1 (“Existing Facilities”)]; Section 15303 [See Class 3 (“New Construction or Conversion of Small Structures”)]; and Section 15304 [See Class 4 (“Minor Alterations to Land”)], which may be found in the guidelines for the implementation of the CEQA. The project site is not included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5.

Acting Director of Human Resources requests adoption of a resolution amending the Table and Index of Classes reflecting a change in the salary range of the LAFCO Executive Officer classification, as outlined in Exhibit "A", effective July 18, 2015.
