Executive Director requests the following:

  1. Approval of Budget Adjustment No. NCH001 establishing fixed assets in the amount of $6,420 each for the purchase of a commercial freezer in the following subdivisions with offsetting revenue in Donations and Contributions (4/5 vote required):
    1. River Ranch Farmworker Center
    2. Calistoga Farmworker Center
    3. Mondavi Farmworker Center; and
  2. Acceptance of a donation totaling $19,260 for three fixed assets from the St. Helena Farmworker Committee.

Sheriff requests approval of and authorization for the Chair to sign an Agreement with Zonehaven Inc., at no cost to the county, for the term December 31, 2020 through December 30, 2025 for an emergency management software platform.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Revenue Agreement No. 170142B with the California Department of Health Care Services integrating the Substance Abuse Prevention Treatment Block Grant (SABG) requirements into the performance requirements the County must meet in providing mental health and substance use disorder services to the community.

Director of Health and Human Services requests approval of and authorization for the Chair to sign the renewal of Revenue Agreement No. 180182B with the Department of Health Care Services for a maximum of $24,000,000 for the term July 1, 2020 through June 30, 2023 for alcohol and drug programs approved in the Napa County Drug Medi-Cal Organized Delivery System (ODS) Waiver Pilot Implementation Plan.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 200128B with Innovative Health Solutions (formerly Healthy Cooking With Kids, Inc.) increasing the maximum payable for Federal Fiscal Year 2019-2020 (October 1, 2019 through September 30, 2020) by $10,000 for a new maximum of $143,352, revising Specific Term and Condition 3.1, amending the Compensation exhibit to provide project coordination and implementation of a California Department of Public Health grant scope of work, convene community partners to develop a Community Nutrition Action Plan, provide nutritional education to low income residents and coordinate a sugar-free beverages campaign.

Director of Health and Human Services requests approval of and authorization for the Chair to sign an Agreement with Community Health Initiative Napa County, Inc. for a maximum of $100,000 for the term January 1, 2021 through December 31, 2021 to provide Medi-Cal Outreach, Enrollment and Retention services under the Medi-Cal Navigators Project.

Director of Health and Human Services requests approval of and authorization for the Chair to sign a Revenue Memorandum of Understanding with Partnership HealthPlan of California in the amount of $153,951 for the term January 1, 2021 through December 31, 2022 to provide funding for the Behavioral Health Integration Incentive Program.

Agricultural Commissioner/Sealer of Weights and Measures requests approval and authorization for the Chair to sign a revenue agreement with the California Department of Food and Agriculture (CDFA) for a maximum of $32,000 for the term January 15, 2021 through June 30, 2022 for reimbursement of expenditures associated with protecting the biodiversity of native ecosystems and abatement of noxious weed and other invasive plant infestations within the County of Napa.

Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 2 to Lease Agreement No. 200327B with Alvah Contractors, Inc. to extend the term of the Agreement to use the covered pavilion at the Calistoga Fairgrounds for parking and materials storage to May 31, 2021, with a monthly rental amount of $3,000.

Auditor-Controller requests acceptance of the Audit Report for the Napa County Local Transportation Fund for the fiscal year ended June 30, 2020 issued by Brown Armstrong, LLP.

Director of Housing and Homeless Services requests approval of and authorization for the Chair to sign Amendment No. 4 to Agreement No. 200351B with Emergency Construction Services, increasing the contract maximum by $500,000 for a total of $1,300,000 for COVID-19 compliant custodial and sanitization services to assist with the prevention of the spread of COVID-19.

Director of Housing and Homeless Services requests approval of Budget Transfer No. CEO014 increasing appropriations in the Housing and Homeless Services division by $325,000 with an offsetting reduction in Appropriations for Contingencies to provide budget authority to operate Isolation and Quarantine facilities through March 31, 2021 (4/5 vote required).

Director of Housing and Homeless Services requests authorization for the Director of Housing and Homeless Services or the County Executive Officer to submit the following grant applications and sign subsequent documents as follows:

  1. A grant application in the amount of $160,645 on behalf of Napa County for rental assistance and housing support services;
  2. A grant application in the amount of $250,000 on behalf of the Napa City & County Continuum of Care for rental assistance and housing support services; and
  3. To sign subsequent loan documents and agreements with the State of California and the Continuum of Care regarding these two grant applications.

County Executive Officer/Purchasing Agent requests the following:

  1. Declare Asset No. 25071, a Self Contained Breathing Apparatus (SCBA) Compressor as surplus and no longer required for public use; and
  2. Authorize the Purchasing Agent to dispose of Asset No. 25071 and approximately 1,100 air cylinders.

County Executive Officer and Auditor-Controller requests approval of Budget Transfer No. CEO015 increasing appropriations by $7,090,653 million with offsetting revenue from the CARES Act to provide continued response activities required as a result of the COVID-19 pandemic. (4/5 Vote Required)

Consideration and possible direction regarding an appeal filed by Robert Barbarick on behalf of Balloons Above the Valley to a decision by the Napa County Planning Commission to deny Use Permit No. P19-00303 requesting daily launching of up to eight hot air balloons year round and related activities between the hours of 6:00 a.m. and 9:30 a.m., on a 2.03-acre parcel within the Agricultural Preserve (AP) zoning district, with a General Plan land use designation of Agricultural Resource (AR) located at 5360 Washington Street, Napa, California, APN: 036-130-029. (CONTINUED FROM DECEMBER 15, 2020)

ENVIRONMENTAL DETERMINATION: Denial of the Project is exempt from CEQA pursuant to Public Resources Code Section 21080(b)(5) and State CEQA Guidelines Section 15061(b)(4), which exempt disapproval of projects from CEQA review. Alternatively, if the Board desires to approve the Project, consideration and possible adoption of a Negative Declaration. The Negative Declaration was circulated for public review and comment but not adopted.
