Director of Health and Human Services requests approval of and authorization for the Chairman to sign the renewal of Agreement No. 7490 with Project Ninety, Inc., for a maximum of $11,850 for the term May 3, 2011 through September 30, 2011 to provide short-term alcohol and drug residential treatment services.


7B

Director of Conservation, Development and Planning and County Executive Officer request the following related to the Health and Human Services Agency (HHSA) campus redevelopment project:

  1. Approval of and authorization for the Chairman to sign an agreement with LSA Associates for a maximum of $283,540 for the term May 3, 2011 through June 30, 2011 with a provision for automatic renewal for one additional year for the preparation of an Environmental Impact Report; and
  2. Approval of Budget Transfer No. CEO018 increasing appropriations by $400,000 in the HHSA Construction budget with an offsetting increase in appropriations and cancelation of a designation in the amount of $400,000 in the Accumulated Capital Outlay Fund. (4/5 vote required) 

7C

Director of Environmental Management requests adoption of a resolution authorizing the following:

  1. Support of an application to the State of California Department of Resource Recovery and Recycling (CalRecycle) in the amount of $134,060 for the period of July 1, 2011 to December 31, 2012 to obtain funding to conduct five Household Hazardous Waste collection events in various up-valley/east county communities in 2011 and 2012; and
  2. Authorization for the Director of Environmental Management to execute the necessary grant documents.

Auditor-Controller requests the Board accept and instruct the Clerk of the Board to file the quarterly report of gifts, bequests and donations accepted on behalf of Napa County by the Napa County Auditor-Controller in the aggregate amount of $1,755.75 for the quarter ended March 31, 2011.

Director of Human Resources and Director of Health and Human Services recommend adoption of a resolution amending the Departmental Allocation List for the Public Health Division as follows, effective May 3, 2011, with no net increase to Net County Costs and no net increase in the number of full time equivalents:

    1.  Deleting one (1.0 FTE) vacant (S) Health Services Nursing Supervisor; and
    2.  Adding one (1.0 FTE) (S) Supervising Staff Nurse.

Director of Human Resources and the Auditor-Controller request adoption of a resolution amending the Departmental Allocation List for the Auditor-Controller Department as follows, effective April 30, 2011, with no net increase to County Cost and a net increase of 0.22 in the number of full-time equivalent positions (FTE):

  1. Deleting one (0.78 FTE ) Account Clerk II; and
  2. Adding one (1.0 FTE) Account Clerk II.

Director of Housing and Intergovernmental Affairs requests approval of Budget Transfer CEO017 increasing appropriations by $300,000 in the Napa Valley Tourism Improvement District-Unincorporated budget with offsetting revenue from Tourism Improvement District assessments for tourism promotions activities in the unincorporated areas of the County.  (4/5 vote required)

First and final reading and adoption of an urgency ordinance amending Agreement No. 1464 with the Board of Administration of the California Public Employees' Retirement System (CalPERS) to provide 3% of final compensation at age 55 for County safety employees pursuant to Government Code Section 21354.4.

Director of Housing and Intergovernmental Affairs requests adoption of two (2) resolutions urging the Citizens Redistricting Commission to keep Napa County together and to recognize the various community interests amongst the counties of the Napa Valley region during the redistricting process of the California State Assembly and Senate Districts.
