Director of Human Resources to introduce new County of Napa employees.

District Attorney requests approval of and authorization for the Chair to sign a Certification of Assurance of Compliance that authorizes the District Attorney to sign an Underserved Victim Advocacy and Outreach Program for an Elder Abuse Prevention Project grant award with the California Emergency Management Agency for a maximum of $156,250 for the term October 1, 2010 through September 30, 2011.

District Attorney requests approval of and authorization for the Chair to sign a Certification of Assurance of Compliance that authorizes the District Attorney to sign an Anti-Drug Abuse Enforcement Program grant award with the California Emergency Management Agency for a maximum of $164,481 for the term July 1, 2010 through June 30, 2011.

Sheriff requests authorization to remove $114,649 of fully depreciated fixed assets from the Sheriff's fixed asset inventory.


7D

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Revenue Agreement No. 6973 with the Department of Alcohol and Drug Programs, decreasing the maximum by $288,305 for a new maximum of $812,839 for the term October 1, 2007 through June 30, 2011 for the Safe and Drug Free Schools and Communities grant.

Director of Environmental Management requests authorization to close out the $175 imprest cash account in the General Fund, Fund 1000 and establish a new imprest cash account of $175 in the Animal Shelter Fund, Fund 4700.

Director of Environmental Management requests adoption of a resolution authorizing the following:

  1. Support of an application to the State of California Strategic Growth Council (SGC) under the Sustainable Communities Planning Grant program in the amount of $458,000 for the period of October 1, 2010 to October 31, 2012 to obtain funding to establish the Napa County Carbon Reserve program to encourage reduction of energy use and the offset of greenhouse gas emissions; and
  2. Execution of the necessary grant documents by the Director of Environmental Management.

Director of Public Works requests authorization to remove two Stertil-KONI Column Hoists, $57,915 fully depreciated fixed assets from the Public Work's fixed asset inventory.

Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 7294 with Post, Buckley, Schuh & Jernigan, Inc. (PBS&J) extending the term through June 30, 2011 with no change in maximum contract amount or scope of work to provide assistance in updating the Traffic Mitigation Fee program for the Napa County Aiport Industrial Area.

Auditor-Controller requests the Board accept, and instruct the Clerk of the Board to file, the Internal Audit Memo for the Napa County Animal Shelter.

Director of Human Resources requests the adoption of a resolution amending the Departmental Allocation List for Environmental Management Department as follows, effective September 18, 2010, with a net salary savings of approximately $18,000 to the General Fund and a decrease in the number of full time equivalents.

  1. Amend the Departmental Allocation List by :
    1. Deleting:
      1. One (1.00 FTE) Custodian
      2. One (.50 FTE) Office Assistant II and
      3. One (.75 FTE) Office Assistant II.
    2. Adding:
      1. One (1.00 FTE) Buyer I/II and
      2. One (1.00 FTE) Office Assistant II.

    Director of Human Resources requests adoption of a resolution amending the Departmental Allocation List and Table and Index for the Mental Health Divison of the Health and Human Services Agency, effective September 14, 2010 with a total projected net savings of $115,000 and no net increase in FTE.

    1. Amend the Departmental Allocation by:
      1. Deleting:
        1. One (1 FTE) Psychiatric Nurse and
        2. One (1 FTE) (MC) Staff Psychiatrist.
      2. Adding:
        1. Two (2 FTE) Mental Health Nurse Practitioners.

         2.  Amend the Table and Index by adding Mental Health Nurse Practitioner.

    Director of Human Resources requests adoption of a resolution regarding the following in the Human Resources Division of the County Executive Office, effective September 18, 2010.

    1. Amend the Departmental Allocation List:

      2. Deleting one (1) (M) Deputy Director, Labor Relations.
      3. Adding one (1) (M) "at will" Deputy Director, Employment and Compensation.

    2. Amend the appropriate policies as follows:
      1. Amend Part I: Section 37C-3, Attachment 1, Part A, Management Compensation Plan - Management Non-Classified (Other) Eligibility List to add the Deputy Director, Employment and Compensation.
      2. Amend Part I: Section 37C-3, Attachment 1, Part A, Management Compensation Plan - Management Non-Classified (Other) Eligibility List to add the Deputy Director, Labor Relations.

    1. Approval of and authorization for the Chair to sign Amendment No.5 to Agreement No. 6485 with Delta Dental of California, decreasing the self-funded Delta Dental PPO Plan administration charge from 8.3% to 7.6% and increasing the prefund amount from $80,100 to $99,000; and 
    2. Approval of and authorization for the Chair to sign Amendment No. 3 to Agreement No. 6937, with Delta Dental of California, increasing the monthly premium rate for the Delta Care Dental Health Maintenance Organization (DHMO) services from $41.32 to $43.67. 

    These plan changes are for the term January 1, 2011 through December 31, 2012.

    County Executive Officer requests the Board's appointment of Tim Streblow as Napa County Fire Chief, effective July 1, 2010 to administer the County Fire Department and the Uniform Fire Code.

    Second reading and adoption of an ordinance making technical changes to the procedures for lot line adjustments and certificates of compliance by amending Section 17.46.020 of Chapter 17.46, and Section 17.52.010 of Chapter 17.52 of the Napa County Code to clarify which lot line adjustment applications are ministerial and requiring preliminary title reports to be included in applications for certificates of compliance.
    ENVIRONMENTAL DETERMINATION:  General Rule.  It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].

    County Counsel requests consideration and adoption of a resolution of Findings of Fact and Decision on Appeal denying the appeal filed by Ms. Carol Kunze on behalf of the Napa Sierra Club, of a decision by the Director of Public Works to approve a Lot Line Adjustment filed by Lake Luciana LLC, for the property located on Barnett Road, Pope Valley, CA 94567 (Assessor's Parcel Nos. 018-260-017, 018-290-001, 018-290-002, and 018-290-013).
    ENVIRONMENTAL DETERMINATION: Approval of a lot line adjustment is a ministerial action which is exempt from CEQA (14 CCR 15268; Friends of Sierra Madre v. City of Sierra Madre (2001) 25 Cal.4th 165).
