Sheriff requests approval of and authorization for the Chair to sign Amendment No. 2 to Cooperative Joint Powers Dispatching Agreement No. 7998 with the City of Napa increasing the amount by $53,759 (3%) for a new maximum of $1,845,748 for Fiscal Year 2016-2017, extending the term through June 30, 2017 for the provision of emergency dispatch services.

Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 3 to Agreement No. 8200 with Mead & Hunt, increasing the amount by $187,625 for a new maximum of $593,370, and amending the scope to include additional design, pre-bid, and construction services that were not included in the original and amended scope of the Milliken Creek Flood Reduction Project.

Director of Public Works requests approval of and authorization for the Chair to sign an agreement with AAA Business Interiors for a maximum of $6,060 for the term March 7, 2017 through June 30, 2017, with an automatic extension provision for one year, to provide installation and reconfiguration services for existing systems furniture for the Crisis Stabilization Services Center project (CSS) at the County South Campus.

Director of Public Works requests approval of and authorization for the Chair to sign a Joint Powers Agreement with the City of Napa for a maximum of $5,047 for the term March 7, 2017 through one year after the City files the Notice of Completion, for the Design and Construction to replace joint seals, perform deck surface treatment, and restripe the traffic lanes for the Trancas Street Bridge over the Napa River (Bridge No. 21C-0003).

Director of Public Works requests acceptance of a donation in the amount of $1,500 from Mrs. Jayme Greenwell Grossi c/o HCA Family Fund to the Napa County Animal Shelter and approval for the Chair to sign a letter of appreciation.

Auditor-Controller requests the Board accept and instruct the Clerk of the Board to file the quarterly report of gifts, bequests and donations received for the quarter ended December 31, 2016, including acceptance of donations totaling $6,175.73 received by the Auditor-Controller on behalf of the Animal Shelter and Health and Human Services - Public Health Division.

Director of Human Resources and Chief Information Officer request adoption of a resolution, as follows, effective March 11, 2017:

  1. Amend the Table and Index of Classes by:
    1. Adding Deputy Chief Information Officer- Applications and Development (NCO);
    2. Adding Deputy Chief Information Officer- Infrastructure and Operations (NCO); and
    3. Deleting Assistant Chief Information Officer (MC)*.
  2. Amend the Departmental Allocation List for the Information Technology Services Division of the County Executive Office by:
    1. Adding one 1.0 FTE Deputy Chief Information Officer- Applications and Development;
    2. Adding one 1.0 FTE Deputy Chief Information Officer- Infrastructure and Operations; and
    3. Deleting one 1.0 FTE Assistant Chief Information Officer.
  3. Amend appropriate Personnel Policies as outlined in "Exhibit A" of the resolution.

*Classification to be deleted upon vacancy or at Fiscal Year 2016-2017, year end, whichever comes sooner.

County Executive Officer/Director of Emergency Services requests the following actions regarding Homeland Security 2016 grant funding:

  1. Adoption of a resolution approving participation in the federally funded Fiscal Year 2016 Homeland Security Grant Program for the period of September 1, 2016 through May 31, 2019; and
  2. Delegation of signing authority to the County Executive Officer and the Risk/Emergency Services Manager to submit reimbursement requests as necessary and related to the grant program.

County Executive Officer requests the following actions regarding a loan for the construction of single family low income home:

  1. Adoption of a resolution approving a loan to Solano-Napa Habitat for Humanity, Inc. in the amount of $40,000; and

First reading and intention to adopt an ordinance amending Chapter 10.24 (Special Events on Public Roadways) of the Napa County Code, incorporating minor changes that were identified since the major update that was adopted in 2016.
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

Director of Planning, Building and Environmental Services requests the following actions regarding the 2017 Standard Conditions of Approval:

  1. Adoption of the 2017 Standard Conditions of Approval as recommended by the Planning Commission on December 21, 2016 and as subsequently revised to incorporate public comments, regarding the following types of applications: winery related projects, other residential and non-residential development, and all non-winery related projects located in the Specific Plan Area (Napa Valley Business Park);
  2. Consideration of expanding standard conditions to include: (a) variance related requests; (b) conservation regulation exceptions; (c) viewshed projects; (d) road modifications in conjunction with use permits or building permits; and (e) tentative parcel map applications;
  3. Approval of a review process not to exceed every five (5) years through a public process to ensure that the standard conditions continue to reflect current policy, regulations, and requirements;
  4. Direction to staff to begin implementation on March 22, 2017 for those projects that are authorized by the PBES Director and/or the Zoning Administrator, and on April 19, 2017 for projects going to the Planning Commission; and
  5. Discussion of a future agenda consideration of whether or not to amend Resolution No. 2010-48, to allow the issuance of Temporary Certificates of Occupancy (TCOs) for hospitality areas within a winery, as requested by the Napa Valley Vintners and Winegrowers of Napa County.
