Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 4 to Agreement No. 4648 with Beverage Consulting Network, Inc., increasing the annual maximum by $5,000 for a new maximum of $20,000, incorporating  Section 1.8- Contract Administration and Specific Terms and Conditions 3.1 (j) - Compliance With County’s Obligations Under Contracts With Other Entities, and incorporating Addenda to the Scope of Work and Compensation sections to include the revised operating budget for the provision of Responsible Beverage Service training.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 5 to Agreement No. 7052 with Kathleen Boyd, MFT, increasing the amount by $4,500 for a new annual amount of $47,000 for the provision of additional mandated services in the Mental Health Outpatient Managed Care Program.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 7754 with James Richard Geisler, Ph.D., increasing the maximum by $10,000 for a new maximum of $20,000 to provide psychological evaluations and court-ordered assessments for Child Welfare Services clients.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 8144 with Crestwood Behavioral Health, Inc., modifying Section 1.7-Contract Administration, incorporating Specific Terms and Conditions 3.1(a) Contract with Vulnerable Population such as Children, Elderly, Mentally Ill or Disabled Persons; incorporating Specific Terms and Conditions 3.1(d) Services Covered by a Federal Health Care Program; incorporating Specific Terms and Conditions 3.1(e) Services Covered by a State Specialty Mental Health Program; incorporating Addenda to the Scope of Work and Compensation sections to include a revised billing structure for the provision of acute psychiatric inpatient services.

Director of Health and Human Services requests approval of and authorization for the Chair to sign an agreement with Bayfront Youth and Family Services, Inc., for a maximum of $50,000, for the term July 1, 2015 through June 30, 2016, with a provision for annual renewal, to provide specialty mental health services to clients in the County's Mental Health Program.

Director of Health and Human Services requests approval of and authorization for the Chair to sign an agreement with Conservation Corps of North Bay, Inc., for a maximum of $130,550 for the term May 1, 2015 through October 15, 2015 to provide field work, career exploration and work readiness training to local Workforce Investment Act (WIA) eligible and other non-WIA at-risk youth.

Director of Health and Human Services requests approval of and authorization for the Chair to sign an agreement with Tsunami Enterprises, Inc., for a maximum of $20,000 for the term July 1, 2015 through June 30, 2016, with a provision for annual renewal, to provide Representative Payee services to those clients under Lanterman-Petris-Short (LPS) Conservatorship and for clients that are placed in Institutes for Mental Disease or other institutional settings.


6H

Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 1 to an Agreement (formerly AUD No. 7023) with Associated Right of Way Services, Inc., of Pleasant Hill, CA, increasing the maximum compensation by $50,000 to $100,000 and extending the term through June 30, 2016 for right of way services for the County on an as-needed basis.

Director of Public Works requests approval of and authorization for the Chair to sign a Temporary Maintenance and Roadway Easement with Stephanie Sheridan and Scott Jenkins (APN 017-210-010) in order to provide temporary vehicular access for residents of Greenwood Avenue until the portion of Greenwood Avenue over the Napa River can be re-opened through the completion of the Greenwood Avenue Culvert Replacement Project, RDS 14-21.

Director of Public Works requests adoption of a resolution temporarily closing a portion of Duhig Road from 6:00 A.M. to 8:00 A.M. on Sunday, July 19, 2015, for the Napa to Sonoma Wine Country Half Marathon.

Acting Director of Human Resources and Director of Housing and Intergovernmental Affairs request adoption of a resolution amending appropriate Personnel Policies and the Table and Index of Classes designating the Staff Assistant-Board of Supervisors position as "at will" and reflecting a change to the salary range, as outlined in Exhibits "A" and "B," effective June 20, 2015.

Director of Housing and Intergovernmental Affairs requests approval of and authorization for the Chair to sign a grant agreement with the Arts Council Napa Valley (ACNV) for a maximum of $33,820 for the term July 1, 2015 through June 30, 2016, to continue the implementation of the Napa County Community Cultural Plan and other art-related initiatives of the ACNV including industry convening, marketing and education and policy development.

Director of Housing and Intergovernmental Affairs requests approval of and authorization for the Chair to sign the following agreements for the term of July 1, 2015 through June 30, 2016:

  1. Special Projects Fund Visitor Management Grant Agreements with 5 non-profit organizations for a total of $80,000:
    1. Cinema Napa Valley - for a maximum of $30,000;
    2. Napa Valley Museum - for a maximum of $10,000;
    3. Napa Valley Museum (fiscal agent for Yountville Arts) - for a maximum of $5,000;
    4. Napa County Historical Society - for a maximum of $15,000; and
    5. Napa Valley Performing Arts Center at Lincoln Theater - for a maximum of $20,000
  2. Special Projects Fund Arts & Culture Arts Capacity-Building Grant Funding Awards with 5 non-profit organizations for a total of $107,790:
    1. Napa County Historical Society - $20,000;
    2. Napa Valley Performing Arts Center at Lincoln Theater - $29,469;
    3. di Rosa - $13,821;
    4. Robert Louis Stevenson Museum - $20,000; and
    5. Napa Valley Museum - $24,500.

County Counsel and County Executive Officer/Director of Emergency Services request the affirmation of Resolution No. 2015-36 extending the Proclamation of Local Emergency due to the South Napa County Earthquake ratified by the Board of Supervisors by Resolution No. 2014-100 on August 24, 2014.

County Executive Officer requests appointment of Neha Sidhu to the Napa County Advisory Board on Alcohol and Drug Programs representing the category of Student Member (Shared) with the term of office to commence immediately and expire January 1, 2018.

Director of Public Works requests the following actions relating to County Service Area No. 3 (CSA No. 3) - Fire Protection and Street Maintenance Assessment District:

  1. Open Public Hearing to consider any objections or protests with respect to the assessments for adoption;
  2. Close Public Hearing and adopt a resolution authorizing and levying assessments for Fiscal Year 2015-2016;
  3. Open Public Hearing to accept testimony on the Fiscal Year 2015-2016 budget for a total appropriation of $492,519 and total designations in the amount of $368,623; and
  4. Continue for consideration to June 23, 2015 at 9:00 a.m. for adoption of the recommended budget.

Director of Housing and Intergovernmental Affairs and Auditor-Controller requests the following on behalf of County Service Area No. 4 (CSA No. 4) - Farmworker Housing Assessment District:

  1. Open Public Hearing to consider any objections or protests with respect to the proposed levy of assessments for County Service Area No. 4;
  2. Close Public Hearing and adopt a resolution authorizing and levying assessments for Fiscal Year 2015-2016;
  3. Open Public Hearing to accept testimony on the proposed Fiscal Year 2015-2016 budget for a total appropriation of $560,783 in Budget Division 28100; and 
  4. Continue for consideration to June 23, 2015 at 9:00 a.m. for adoption of the recommended budget.

  1. Open the Public Hearing to accept testimony on the Fiscal Year 2015-2016 budget for a total appropriation of $217,550 in Budget Division 28750; and
  2. Continue for consideration to June 23, 2015 at 9:00 a.m. for adoption of the recommended budget.

Agricultural Commissioner/Sealer of Weights and Measures requests the following actions related to the Napa County Winegrape Pest and Disease Control District (District): 

  1. Open Public Hearing to consider any objections or protests with respect to the assessments proposed for the District for Fiscal Year 2015-2016; and  
  2. Close Public Hearing and adopt a resolution authorizing and levying assessments for Fiscal Year 2015-2016 on qualifying properties in the District.
