Director of Human Resources to introduce new County employees.


7A

District Attorney requests approval of and authorization for the Chairman to sign a Certification of Assurance of Compliance that authorizes the District Attorney to sign a Victim/Witness Assistance Program grant award with the California Office of Emergency Services for a maximum of $163,929 for the term July 1, 2014 through June 30, 2015.


7B

County Fire Chief requests approval of and authorization for the Chairman to sign an agreement with Napa Communities Firewise Foundation for a maximum of $100,000 for the term July 1, 2014 through June 30, 2015 for community outreach and assistance in the creation and continuation of Fire Safe Communities and Councils to mitigate the effects of and to survive wildland fires.


7C

Agricultural Commissioner/Sealer of Weights and Measures requests approval of and authorization for the Chairman to sign the renewal of Revenue Agreement No. 4339 with the California Department of Food and Agriculture for a maximum of $425,864 for the term July 1, 2014 through June 30, 2016 for reimbursement of expenditures for activities related to detection and exclusion of the Glassy-winged Sharpshooter.

Director of Library Services and Community Outreach requests authorization to accept the check representing the cash gift from the Kulhanek Irrevocable Trust to the Napa County Library in the amount of $2,500 to be used for Library services and programs, and authorization for the Chairman to sign a letter thanking the Trust for its gift.

Director of Public Works requests approval of and authorization for the Chairman to sign Amendment No. 1 to  Agreement No. 7727 with The Regents of the University of California (UC), extending the term to December 31, 2015 to coincide with the termination of the EPA Grant Agreement No. W9-00T60801 related to the implementation of the adopted Napa River Sediment Total Maximum Daily Load (TMDL) in the Napa River watershed.

Director of Public Works requests approval of and authorization for the Chairman to sign an agreement with Commercial Power Sweep, Inc. for a maximum of $10,000 for the term July 22, 2014 through June 30, 2015 with an automatic one-year renewal at the end of each Fiscal Year.

Director of Public Works requests approval of and authorization for the Chairman to sign an agreement with Luhdorff & Scalmanini Consulting Engineers (LSCE) for the preparation of an Annual Groundwater Conditions Report and the California Statewide Groundwater Elevation Monitoring (CASGEM) Update, Water Availability Analysis (WAA) Update, and provide other on-call services.


7H

Auditor-Controller and Treasurer-Tax Collector, as members of Napa County's Deferred Compensation Board of Control, report out of state travel to attend the National Association of Government Defined Contribution Administrators, Inc. (NAGDCA) Conference, to be held in San Antonio, Texas from September 13-17, 2014.

Director of Human Resources and Director of Health and Human Services request adoption of a resolution amending the Departmental Allocation Lists, Table and Index of Classes and Appropriate Personnel Policies, as follows, effective August 2, 2014, with no increase in FTE and no net increase to the General Fund:

  1. Amend the Department Allocation List for the Fiscal Division by:
    1. Deleting two (1.0 FTE) Staff Services Analyst I/II; and
    2. Deleting one (1.0 FTE) Staff Services Analyst I.
  2. Amend the Departmental Allocation List for the Organizational Resources and Development Division by:
    1. Deleting two (1.0 FTE) Staff Services Analyst I;
    2. Deleting one (1.0 FTE) (NCO) Staff Administration Manager;
    3. Deleting one (1.0 FTE) Senior Office Assistant;
    4. Adding one (1.0 FTE) (MC) Staff Services Manager; and
    5. Adding one (1.0 FTE) Staff Services Analyst I/II.
  3. Amend the Departmental Allocation List for the Operations Division by:
    1. Deleting one (1.0 FTE) Records Coordinator;
    2. Deleting one (1.0 FTE) (NCO) Operations Manager - HHSA
    3. Adding one (1.0 FTE) Staff Services Analyst I/II;
    4. Adding one (1.0 FTE) Staff Services Analyst I;
    5. Adding one (1.0 FTE) Senior Office Assistant;
    6. Adding one (1.0 FTE) (MC) Health Records Information Manager;
    7. Adding one (1.0 FTE) (MC) Staff Services Manager; and
    8. Adding one (1.0 FTE) (NCO) Deputy Director of Health and Human Services - Operations.
  4. Amend the Departmental Allocation List for the Administration Division by:
    1. Deleting one (1.0 FTE) (MC) Program Manager II.
  5. Amend the Departmental Allocation List for the Public Health Division by:
    1. Adding one (1.0 FTE) (MC) Program Manager II; and
    2. Adding one (1.0 FTE) Staff Services Analyst I/II.
  6. Amend the Table and Index of Classes:
    1. Adding (MC) Health Records Information Manager.
  7. Amend Appropriate Personnel Policies as outlined in "Exhibit A" of the Resolution.

  1. Conduct a public hearing on the issuance by Association of Bay Area Governments Finance Authority for Nonprofit Corporations ("ABAG") of Obligations not to exceed $10,000,000 for the benefit of the Borrower St. Helena Montessori School, Inc.; and
  2. Adopt a resolution approving the issuance by ABAG of the Obligations for the benefit of the Borrower.
