Chief Probation Officer requests adoption of a resolution approving the Fiscal Year 2007-2008 Comprehensive Multi-agency Juvenile Justice Plan in the amount of $429,405 and authorizing its submission to the Corrections Standards Authority (CSA).

District Attorney requests approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 6673 with Robert Jarecki increasing the amount by $10,000 for a new maximum of $30,000 per year.

Director of Health and Human Services requests acceptance of the Emergency Medical Care Committee's annual report.

Director of Health and Human Services requests approval of the following actions regarding the Women, Infants and Children (WIC) Supplemental Nutrition Program:

  1. Authorization for the Chair to sign Amendment No. 1 to revenue Agreement No. 3402 with the California Department of Health Services (CDHS) increasing the amount by $148,500 for a new maximum of $2,173,500 for operation of the Program through September 30, 2008; and
  2. Budget Transfer No. 56 increasing appropriations by $131,450 in the Public Health Budget, with offsetting revenue from the Department of Health Services Women, Infant and Children allocation, to fund Program contract expenditures.  (4/5 vote required)

Director of Health and Human Services requests approval of and authorization for the Chair to sign the following amendments revising the rates for Fiscal Year 2007-2008 services, with no change to the contract maximum, for the contractors to provide in-home protective services to elderly and dependent adults:

  1. Amendment No. 2 to Agreement No. 4667 with Care Network, LLC; and
  2. Amendment No. 4 to Agreement No. 4596 with Your Home Nursing Services, Inc.

Director of Health and Human Services requests the following in relation to the Napa County Office of Education:

  1. Approval of and authorization for the Chair to sign the renewal of revenue Agreement No. 6642 for the term July 1, 2006 through June 30, 2007 relating to funding and service requirements for Assembly Bill 3632 mental health services; 
  2. Approval of and authorization for the Chair to sign a new revenue agreement for a maximum of $60,000 for the term April 1, 2007 through September 30, 2007 for Napa County Health and Human Services Agency to assist with the sustainability planning required for the "Safe Schools, Healthy Students" grant; and 
  3. Approval of Budget Transfer No. 57 increasing appropriations in the Substance Abuse Services budget by $60,000 with offsetting revenue from the Napa County Office of Education to fund contract expenditures. (4/5 vote required)

Director of Health and Human Services and the Human Resources Director request adoption of a resolution amending the Departmental Allocation List for the Substance Abuse Services Division of Health and Human Services Agency as follows, effective April 24, 2007:

  1. Delete one (1) .5 FTE Mental Health Counselor; and
  2. Add one (1) Health Education Specialist

Director of Public Works requests the following related to the "Napa County Administration Building Landscape Project," PW 07-23:

  1. Approve Budget Transfer No. 58 appropriating $170,000 in the Capital Improvement budget with offsetting revenue from the Accumulated Capital Outlay Fund and canceling a designation and appropriating $170,000 in the Accumulated Capital Outlay Fund budget to allow for the transfer of funds to the Capital Improvement budget (4/5 vote required); and
  2. Award of the contract to Planned Environments, Inc. of Concord California, for its low base bid of $273,876 and authorization for the Chair to sign the construction contract.

Director of Public Works/Aviation requests authorization for the Chair to sign a Certificate of Acceptance of an Avigation and Hazard Easement Deed from Jenaro R. Robledo (Assessor’s Parcel No. 047-252-011).

County Counsel requests adoption of the following:

  1. Resolution dissolving the Farmworker Housing Oversight Committee effective immediately; and
  2. Resolution dissolving the County Service Area #4 Advisory Committee effective July 1, 2007.

Human Resources Director requests adoption of a resolution regarding the following actions relating to the Elections Division of the Assessor-Recorder-County Clerk Department, effective April 24, 2007:

  1. Amend the Departmental Allocation List to delete one (1) (S) Election Services Supervisor and add one (1) (M) Election Services Manager; and 
  2. Amend the Table and Index to delete Election Services Supervisor and add Election Services Manager; and 
  3. Amend appropriate policies to delete reference to the Election Services Supervisor and add reference to the Election Services Manager.

County Executive Officer, Auditor-Controller, Director of Public Works and County Counsel request approval of and authorization for the Auditor-Controller to sign and submit to the Administrative Office of the Courts (AOC) on behalf of the County the completed County Facilities Annual Payment form relating to transfer of Napa County court facilities to the State pursuant to SB 1732.


9B

County Counsel requests, with respect to the second and final reading of an ordinance adding Chapter 2.102 to the Napa County Code creating the Napa County Housing Commission, that the title be read, further reading be waived, and motion to approve final adoption of the ordinance.
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
