Director of Child Support Services requests approval of and authorization for the Chairman to sign a new Plan of Cooperation with the Superior Court of California, County of Napa for the period of October 1, 2015  through September 30, 2017, with no dollar amount, to delineate the duties of each entity regarding the Child Support Commissioner and timely processing of child support actions.  The new plan would replace the existing Plan of Cooperation between the two entities.

Agricultural Commissioner/Sealer of Weights and Measures requests approval and authorization for the Chairman to sign the renewal of Agreement No. 8305 with the Department of Pesticide Regulation (DPR) for a maximum of $15,169 for the term July 1, 2015 through February 29, 2016 for reimbursement of expenditures for collection and submission of historical compliance and enforcement data.

Director of Library Services requests authorization to accept a donation in the amount of $5,000 from the Winiarski Family Foundation to be used to support guest speakers, projects and programs provided to the community at the Napa County Library, and for the Chairman to sign a letter of appreciation in acceptance of the donation.

Director of Public Works requests approval of and authorization for the Chairman to sign a lease agreement with Calistoga Rental Homes, LLC for the term January 6, 2016 through January 6, 2017, with an option to renew for one additional year, for a monthly charge of $425 for space located at 1705 Washington Street, Calistoga, to house Health and Human Services Agency staff.

Director of Public Works requests award of the contract for the "Napa County Hall of Justice Third Floor Cell Repairs Project," PW 15-15B, to Art's Construction Company of Fresno, California, for their low base bid of $540,750 and authorization for the Chairman to sign the construction contract.

Director of Public Works requests adoption of a resolution permitting parking of vehicles on the east side of South Kelly Road, between State Route 29 and Fagan Creek, by permit only.

Assessor-Recorder-County Clerk requests confirmation of agent authorization to sign:

  1. Electronic Recording Memorandum of Understanding with California Electronic Recording Transaction Network Authority (CERTNA) with automatic, annual renewal and $4,000 in annual charges subject to adjustment based on number of documents recorded to implement electronic recording through statewide portal; and
  2. Government to Government (G2G) Memorandum of Understanding with California Electronic Recording Transaction Network Authority (CERTNA) with automatic renewal and no cost to Napa County to implement government to government electronic recording.

Chief Information Officer and Sheriff request approval of Budget Transfer No. ITS001 increasing appropriations in the Information Technology Services budget in the amount of $41,597 with offsetting revenue from the Sheriff's budget and establishment of a fixed asset in the amount of $41,597 for the purchase of a computer server with tape drive backup and network support necessary for the storage of in car and future body camera evidence. (4/5 vote required)

Director of Housing and Intergovernmental Affairs requests approval of and authorization for the Chairman to sign an agreement with the City of Napa for a maximum of $7,500 for the term February 1, 2015 through June 30, 2016 to reimburse the County for costs associated with a contract with LeSar Development for a homeless outreach plan.

Director of Human Resources and County Executive Officer request the adoption of a resolution amending the Departmental Allocation List for the County Executive Office as follows, effective January 2, 2016, with no net increase in full-time equivalents:

  1. Delete one (1.0 FTE) Senior Office Assistant; and
  2. Add one (1.0 FTE) Administrative Support Technician.

First reading and intention to adopt an ordinance adding a new Chapter 5.70 entitled “Single-Use Carryout Bag Reduction” to Title 5 of the Napa County Code.
ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 7: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 7 (“Actions by Regulatory Agencies for Protection of Natural Resources”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15307.]

Consideration and possible adoption of a Categorical Exemption Class 8: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
