Director of Human Resources to introduce new County employees.


6A

Agricultural Commissioner/Sealer of Weights and Measures requests approval of and authorization for the Chair to sign Amendment No.1 to Revenue Agreement No. 4168 with the California Department of Food & Agriculture (CDFA), increasing funding by $6,705 for a new maximum of $87,580 for the term of July 1, 2014 through June 30, 2015 for reimbursement of expenditures associated with placing and inspecting of traps for the detection of exotic pests.

Director of Public Works requests approval of and authorization for the Chair to sign an agreement with the Napa County Resource Conservation District for a maximum of $10,000 for the term February 3, 2015 through June 30, 2015, with an automatic renewal provision, for development and presentation of groundwater education programs and assistance in seeking grant funding.


6C

Director of Public Works requests adoption of a resolution authorizing the filing of an application for $1,400 of funding from the Bicycle Rack Voucher Program, in order to purchase bicycle racks to be installed at the Napa County Fairgrounds in Calistoga.

Director of Public Works requests adoption of a resolution temporarily closing portions of Silverado Trail, Oak Knoll Avenue, Big Ranch Road and El Centro Avenue from 7:00 A.M. to 1:00 P.M. on Sunday, March 1, 2015 for the 37th Annual Kaiser Permanente Napa Valley Marathon.

Director of Public Works requests approval of plans and specifications for the "Administration Building Earthquake Exterior Envelope and Structural Repairs Project," PW 15-18, authorization to advertise for sealed bids and opening of the bids at a time, date and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.

Director of Housing and Intergovernmental Affairs requests the following related to Napa Pipe: 

  1. Approval of and authorization for the Chair to sign Amendment No. 5 to Agreement No. 7895 with Gibson, Dunn & Crutcher, increasing the amount by $120,000 for a new contract maximum of $525,920 to provide legal assistance with the Development Agreement, City-County agreements and other legal services as necessary; and
  2. Approval of Budget Transfer No. HIA003, increasing appropriations in the amount of $120,000 in the Housing and Intergovernmental Affairs budget with offsetting revenue from the Napa Pipe Project. (4/5 vote required)

Director of Housing and Intergovernmental Affairs requests approval of and authorization for the Chair to sign an agreement with Visit Napa Valley for a maximum of  $251,202 for the term of July 1, 2014 through June 30, 2015 for destination marketing services per the Visitor Management portion of the Special Projects Fund.


6I

County Executive Officer/Purchasing Agent, and Purchasing Manager request the following:

  1. Declare certain vehicles, which are fixed and non-fixed assets as surplus and no longer required for public use; and
  2. Authorize the sale of fixed and non-fixed asset surplus vehicles at public auction (4/5 vote required).

Second reading and adoption of an ordinance amending Napa County Code section 2.04.011 to extend the sunset provision for the Board of Supervisor's regular meeting place.
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

First reading and intention to adopt an ordinance amending various sections of Chapter 17.46 (Lot Line Adjustments), Section 17.51.020 (Voluntary Mergers - Application Requirements) and various sections of Chapter 17.52 (Certificates of Compliance).
ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].

Director of Public Works requests the following actions regarding the South Napa County Earthquake which may be ordered by the County Executive Officer or Director of Public Works:

  1. Receive and review report of emergency public work actions in response to the event without competitive bidding as authorized by Public Contract Code Section 22050(b) and Board of Supervisors Resolution No. 2014-103 2014-107; and
  2. Determine the need to continue, or alternatively terminate, each emergency public work action so ordered. (4/5 Vote Required)
  3. Receive an update on other actions related to Earthquake recovery.
