Cancel the Regular Board meeting on August 21, 2019 due to the CASA Conference.

Adopt the accompanying resolution authorizing staff:

• To carry forward unspent FY 2018/19 Operating budget appropriations in the amount of $214,850, according to the attached detailed sheet; and
  

• To carry forward unspent FY 2018/19 Capital budget appropriations in the amount of $5,173,700, according to the attached detailed sheet.

Adopt the accompanying budget amendment resolution authorizing staff to post the FY 2018/19 depreciation expense estimated to be about $9,500,000.

Concur with CEQA determination in Local Agency Formation Commission (LAFCO) Resolution R2018-09, prepared and adopted by LAFCO, Lead Agency under CEQA for the development project; set bond amount at $33,025; and authorize Chair to sign the Improvement Agreement for 4190 Browns Valley Road.

Authorize the Purchasing Agent to execute Amendment 5 to Task Order 50 with GHD to provide design services for the Browns Valley Trunk Project (CIP 14703) in the amount of $34,960.

Approve the project and concur with staff's determination that the project is Categorically Exempt for the 2019 Sanitary Sewer Manhole Adjustment Project (CIP 13702).

Accept the Napa Park Homes Community Building sanitary sewer improvements for maintenance and operation and release performance bond in the amount of $24,900.

Adopt Resolution establishing Terms and Conditions and ordering annexation of territory - APNs 041-700-004, 041-700-005, and 041-700-007 - Borrette Lane No. 10 - NapaSan Annexation 000032.

Adopt the revised Best Management Practices (BMPs), which serve as pollutant control mechanisms per NapaSan's Code, Section 4.04.090.

Receive General Manager's Report for May 2019.

1) Conduct the Public Hearing on the Written Report Containing a Description of Each Parcel of Real Property within the District Receiving Sewer Services and the Amount of the Charge for Each Parcel for FY 2019/2020;
2) Hear and Consider any Protests;
3) Determine Whether There is a Majority Protest; and,
4) If There is no Majority Protest, Adopt the Attached Resolution.

Receive presentation on PG&E Wildfire Safety Program impact.

Adopt Resolution approving and adopting the new pay schedules for FY 2019-20, effective June 29, 2019.
