Director of Conservation, Development & Planning and Director of Community & Intergovernmental Affairs request adoption of a resolution acknowledging the General Plan Steering Committee's diligent efforts on behalf of the County, thanking the Committee members for their work in crafting the proposed General Plan Update, and dissolving the Committee.

Sheriff requests approval of and authorization to sign a revenue agreement with the State of California, Governor's Office of Emergency Services for a maximum of $200,000 for the term July 1, 2007 through June 30, 2008 for the California Multi-jurisdictional Methamphetamine Enforcement Team (Cal-MMET) Program.

Director of Health and Human Services and Human Resources Director request adoption of a resolution amending the Departmental Allocation List of the Mental Health Division of the Health and Human Services Agency, deleting a 0.75 FTE Mental Health Counselor and adding a 1.0 FTE Mental Health Counselor effective January 26, 2008.

Director of Health and Human Services and Chief Probation Officer request adoption of a resolution amending the Department Allocation List for Health and Human Services - Mental Health, deleting a 0.5 FTE Forensic Mental Health Counselor position and adding a 1.0 FTE Forensic Mental Health Counselor position effective January 26, 2008, at no net additional cost.

Director of Conservation, Development and Planning requests approval of and authorization for the Chair to sign a 20 year land tenure agreement with the Napa County Regional Park and Open Space District, at no cost to the County, as required by the Proposition 12 Per Capita grant program and as related to the purchase by the District of 224 acres of open space at Berryessa Vista.


6E

Director of Conservation, Development and Planning requests approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 6656 with Seifel Consulting Inc. increasing the amount by $25,000 for a new maximum of $69,290 for consulting services related to preparation of reports pursuant to Section 9111 of the Elections Code as requested by the Board of Supervisors.

Director of Public Works requests approval of and authorization for the Chair to sign a Meeting Room Use Agreement with Napa County Office of Education under the Civic Center Act at no cost for a term ending June 30, 2008, with provision for an annual automatic renewal for use the Imola Avenue conference room on an as needed basis.

Auditor-Controller requests the Board accept, and instruct the Clerk of the Board to file, the Audit Report for the County of Napa University of California Cooperative Extension Service Department for the Fiscal Year ended June 30, 2006.

Human Resources Director requests approval of and authorization for the Chair to sign an agreement with ABD Insurance and Financial Services for a maximum of $48,500 for the term January 15, 2008 through June 30, 2008 to provide employee insurance and benefit services.

Joint Meeting of the Board of Supervisors and the Planning Commission to consider adoption of a General Plan amendment known as the 2008 General Plan Update.   The Board and the Commission will hear a presentation about the proposed 2008 General Plan Update, take several hours of public testimony, and continue their hearings to January 16, 2008  (for the Planning Commission) and February 26, 2008 (for the Board of Supervisors) to permit additional testimony. When the Planning Commission concludes its public hearing, the Commission will make a recommendation to the Board of Supervisors on the General Plan Update and the Final EIR.  When the Board of Supervisors concludes its public hearing, the Board will consider adoption of a resolution rescinding and replacing all of the County's existing General Plan except for the Housing Element, which will be updated separately in 2008-2009.  The 2008 General Plan Update is the product of several years work by the General Plan Update Steering Committee, staff and consultants, and incorporates substantial input from the Planning Commission, the Board of Supervisors, County residents and other stakeholders gathered between January 2005 and the present.   If adopted, the 2008 General Plan Update would result in a General Plan containing the following sections:  Introduction, Summary and Vision, Agricultural Preservation & Land Use Element, Circulation Element, Community Character Element, Conservation Element, Economic Development Element, Housing Element, Recreation & Open Space Element, Safety Element, Implementation Plan, and Glossary.  Copies of the 2008 General Plan Update are available at the Napa County Department of Conservation, Development and Planning, 1195 Third Street in Napa, or on line at napacountygeneralplan.com.
