Director of Health and Human Services requests approval of and authorization for the Chair to sign the following agreements to provide counseling services in the Children's Behavioral Health/Child Welfare Services/SB 163 Wraparound Programs:

  1. Amendment No. 3 to Agreement No. 4601 with Del Domezio, LCSW, increasing the amount by $15,000 for a new maximum of $30,000;
  2. Amendment No. 3 to Agreement No. 4823 with Joni Yacoe, MFT, increasing the amount by $6,000 for a new maximum of $16,000; and 
  3. Amendment No. 3 to Agreement No. 6360 with Doug Marum, Ph. D., increasing the amount by $6,000 for a new maximum of $12,000.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 3 to Agreement No. 6273 with Community Resources for Children, Inc., increasing the amount by $25,000 for a new maximum of $50,000 to administer and make direct payments to child care service providers.

Director of Health and Human Services requests approval of and authorization for the Chair to sign an agreement with San Francisco State University for the term May 1, 2007 through April 30, 2008, reciting terms and conditions for the placement of interns for field work to be performed at the Health and Human Services Agency.

Director of Health and Human Services requests Board approval of expedited contracting and payment guidelines enabling HHSA to address situations in which client services need to be provided within a very short time frame.

Director of Health and Human Services requests the Board recommend to the State Department of Alcohol and Drug Programs that Bay Area Community Resources serve as the sole licensee providing Drinking Driver Program (DDP) services within Napa County.

Human Resources Director requests adoption of a resolution amending the Departmental Allocation List for Child Support Services, deleting one (1) Child Support Specialist I and adding one (1) Child Support Specialist I/II position, effective April 21, 2007.

County Executive Officer requests approval of and authorization for the Chair to sign the renewal of revenue Agreement No. 3295-A with the State of California for a maximum of $60,000 for the term July 1, 2007 through June 30, 2008 for the Arts in Mental Health Program.

County Executive Officer requests the reappointment of Blaine J. Cherrington to serve as the Developmental Disabled Person or Parent or Guardian Representative on the State Council on Developmental Disabilities Area Board 4 with a term to commence immediately and expire December 31, 2009.

Director of Conservation, Development and Planning recommends, and the Napa County Regional Park District Board requests, the following actions:

  1. Adoption of a resolution exercising easement rights to the Oat Hill Mine Road per Resolution No. 78-124;
  2. Authorization to utilize up to $50,000 of Proposition 12 park bond funds available to Napa County; and
  3. Approval of and authorization for the Chair to sign Addendum No. 1 to Exhibit "A" of Grant Agreement No. 6782 between the County of Napa and the Napa County Regional Park and Open Space District, adopting a management agreement through which the District may repair, restore and operate the Oat Hill Mine Road and the westernmost 0.27 miles of Aetna Springs Road as a non-motorized recreational trail.

County Counsel requests first reading and intention to adopt an ordinance adding Chapter 2.102 to the Napa County Code creating the Napa County Housing Commission.
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
