6A

Director of Health and Human Services requests approval of and authorization for the Chair to sign the renewal of Revenue Agreement No. 2390 with the California Department of Mental Health for a maximum of $213,239 for the term July 1, 2006 through June 30, 2007 for the Conditional Release Program (CONREP).


6B

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 2 to Revenue Agreement No. 3110 with the California Department of Health Services decreasing the amount by $1,960 for a new maximum of $117,675 for services related to the Ryan White Comprehensive AIDS Resources Emergency (CARE) Program.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 4 to Agreement No. 6255 with Cope Family Center revising the budget for Program Year 2005-2006 in relation to the Safe and Drug Free Schools and Communities Grant, with no change to the contract maximum.


6D

Director of Conservation, Development and Planning and Director of Public Works request approval of and authorization for the Chair to sign a comment letter to the San Francisco Bay Regional Water Quality Control Board (RWQCB) regarding proposed Total Maximum Daily Load (TMDL) allocation and proposed Amendment to the San Francisco Bay Water Quality Control Plan (Basin Plan) addressing sedimentation in the Napa River watershed.

Director of Public Works requests approval of and authorization for the Chair to sign an agreement with Gordon Huether at no cost for the term September 1, 2006 through September 11, 2006  to install a stained glass skylight fixture at the Historic Courthouse.


6F

Assessor-Recorder-County Clerk requests approval of and authorization for the Chair to sign the following agreements:

  1. Agreement with Sequoia Voting Systems, Inc. for a maximum of $84,975 for the term July 25, 2006 through December 31, 2006 for enhancements to the Integrity Voter Registration Systems for Napa, Tehama and Inyo Counties to link with the official, uniform statewide voter registration database as mandated by the Federal Help America Vote Act Section 303 (HAVA 303); and 
  2. Agreement with Tehama and Inyo Counties for the term August 15, 2006 through June 30, 2007 for joint participation in the implementation of the enhancements to the Integrity Voter Registration Systems.

Auditor-Controller requests the Board accept, and instruct the Clerk of the Board to file the following Audit Reports: 

  1. County of Napa Treasurer-Tax Collector Department, Central Collections Revolving Fund Audit Report for the Fiscal Year ended June 30, 2005; and
  2. County of Napa District Attorney's Office Departmental Audit for the Fiscal Year ended June 30, 2005.

First reading and intention to adopt an ordinance adding Section 2.36.095 to the Napa County Code to implement a 5% local vendor price preference for the purchase of vehicles by the Napa County Purchasing Agent.
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

Director of Conservation, Development and Planning requests the Board of Supervisors take the following actions regarding the 41.60 acre parcel located at 6015 Steele Canyon Road, Napa, Assessor's Parcel No. 032-150-003 (Moskowite Parcel):

  1. Adopt the Subsequent Mitigated Negative Declaration;
  2. Adopt the Mitigation Monitoring and Reporting Program;
  3. First reading and intention to adopt an ordinance (File No. P06-0094-RZG) rezoning a 20.20 acre portion of a 41.60 acre parcel from a combination Agricultural Watershed:Affordable Housing (AW:AH) zoning district to a Residential Country:Affordable Housing (RC:AH) combination zoning district, and .40 acres from a Commercial Limited (CL) zoning district to a Residential Country:Affordable Housing (RC:AH) combination zoning district; and 
  4. Declare its intent to approve tentative parcel map (File No. P06-0096-PM) subdividing the 41.60 acre parcel into two new parcels of 10.10 acres each with a remaining parcel of 21.40 acres based on the findings contained in the staff report presented to the Planning Commission on July 19, 2006. The two 10.10 acre parcels will be zoned RC:AH and the 21.40 acre parcel will remain zoned CL.  The requested actions 1 through 4 are all in connection with the 41.60 acre parcel located at 6015 Steele Canyon Road, Napa, Assessor's Parcel No. 032-150-003 (Moskowite Parcel).

ENVIRONMENTAL DETERMINATION: Pursuant to Section 15162 of the State CEQA Guidelines a Subsequent Mitigated Negative Declaration has been prepared and is recommended for adoption. The Subsequent Mitigated Negative Declaration finds the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: biology, cultural resources, hazardous & hazardous materials and geology & soils.  This project site is adjacent to a listed hazardous waste site enumerated under Government Code Section 65962.5.

Director of Public Works requests authorization to proceed with the following actions:

  1. Preparation of a Memorandum of Understanding between the County and Howell Mountain Mutual Water Company for delivery of Measure A funds for the Lake Henne Intake Pipeline Replacement Project; and
  2. Preparation of a Memorandum of Understanding between the County and the Napa County Flood Protection and Watershed Improvement Authority for the reallocation of a portion of the Measure A funds previously approved for the Angwin/Deer Park Water Supply Reliability Plan to a specific small project with Howell Mountain Mutual Water Company (Lake Henne Intake Pipeline Replacement Project).

County Counsel requests adoption of a resolution amending the Rules and Contracts for Type H, Type E and Type A Agricultural (Williamson Act) Preserves.

Discussion and possible action authorizing one or more members of the Board to prepare and file an argument for or against Measure "I" which the Board has placed on the November 2006 ballot to enable the voters to decide whether a Napa County Regional Park and Open Space District should be created and established.
