County Fire Chief requests approval of and authorization for the Chair to sign an agreement with the California Department of Forestry and Fire Protection for a maximum of $5,960,429 for the term July 1, 2005 through June 30, 2006 for fire protection.

Director of Conservation, Development and Planning requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 4520 with Jerry Haag, increasing the consultant's hourly rate from $75 to $85 per hour for processing telecommunication applications.

Director of Conservation, Development and Planning requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 4524 with Philip Crundall, increasing the hourly rate from $30 to $45 per hour for maintaining, updating and expanding the Planning Department's winery database and other related activities.

Director of Conservation, Development and Planning, on behalf of the Watershed Information Center and Conservancy Board, requests approval of and authorization for the Chair to sign a letter in support of the Selby Creek Watershed Partnership's grant application to the CalFed Bay-Delta Authority for the implementation of stream-bank and channel restoration to enhance the riparian habitat along Selby Creek.

Director of Public Works requests approval of and authorization for the Chair to sign an agreement with Mead & Hunt, Inc. for a maximum of $333,800 for the term December 20, 2005 through June 30, 2006 for airport engineering design services.

Director of Public Works requests approval of plans and specifications for the “Napa County Airport Hangar Re-roof Project,” PW 05-16, authorization to advertise for sealed bids and opening of the bids at a time, date and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.

Directors of Public Works and Conservation, Development and Planning request the Board of Supervisors review and accept as complete the Airport Area Bicycle Route Study.

Assessor-Recorder-County Clerk requests approval of Budget Transfer No. 33 appropriating $50,871 in the Assessor, Recorder and Tax Collector Departments with offsetting revenues from the Recorder Vitals Trust Fund, Recorder Modernization Trust Fund, and Assessors Property Tax Administration Trust Funds for customer service enhancements, staff training and needed equipment and supplies.  (4/5 vote required)

Assessor-Recorder-County Clerk requests approval of and authorization for the Chair to sign an agreement with Tehama and Inyo Counties to provide upgrades to each county's voter registration databases to link with the official, uniform statewide voter registration database as mandated by the Federal Help America Vote Act (HAVA).

County Counsel and the Deferred Compensation Board of Control request adoption of a resolution amending the County of Napa 401(a) Retirement Savings Plan to revise when eligible employees may make an irrevocable election and to eliminate the annual irrevocation election period, effective January 1, 2006.

Human Resources Director requests adoption of a resolution regarding the following in connection with Public Works-Engineering, effective December 20, 2005:

  1. Amend the Departmental Allocation List to delete one (1) (M) Principal Public Works Engineer and add one (1) (M) Principal Water Resources Engineer;
  2. Amend the Table and Index to add Principal Water Resources Engineer; and
  3. Amend appropriate policies to add Principal Water Resources Engineer.

Auditor-Controller and Human Resources Director request the following regarding Other Postemployment Benefits (OPEB):

  1. Discussion regarding the requirements under Governmental Accounting Standards Board No. 45; and
  2. Approval of and authorization for the Chair to sign an agreement with Bartel Associates, LLC for a maximum of $19,000 for the term December 20, 2005 through June 30, 2006 to provide the required actuarial valuation of other postemployment benefits.

County Counsel requests the Board consider and adopt a resolution of Findings of Fact and Decision on Appeal denying the appeal filed by Lylah and Richard Schieck, Jurgen and Marie Schutz and Lynn and Susan Hill of a decision by the Conservation, Development and Planning Department on September 26, 2005 approving a Site Plan Approval application request (No. P05-0215-SPA) to store materials used in conjunction with the construction business owned by George Nielson located at 147 Camino Oruga with no employee parking or permanent facilities. This project is within an GI:AC (General Industrial: Airport Compatibility) zoning district. (Assessor's Parcel No. 057-151-020) Camino Oruga, Napa.
ENVIRONMENTAL DETERMINATION: This project is Statutorily Exempt from the provisions of CEQA, under Section 15268, "Ministerial Projects".  As specified under Section 18.140.010 (A) of the Napa County Code, site plan approvals are considered ministerial projects.
