Chief Probation Officer requests acceptance of the FY 2013-2014 Progress Report regarding the Juvenile Justice Crime Prevention Act which supports Functional Family Therapy, Success through Acting Responsibly (STAR), and the Napa County Substance Abuse Outpatient Treatment Program for minors at the Juvenile Justice Center mandated by Government Code Section 30061.

Sheriff requests the following actions related to the State of California, Department of Parks and Recreation, Division of Boating and Waterways, Surrendered and Abandoned Vessel Exchange (SAVE) program:

  1. Approval of and authorization to sign a grant agreement with the State of California, Department of Parks and Recreation, Division of Boating and Waterways, in the amount of $90,100 for the term October 1, 2014 through October 1, 2016; and
  2. Approval of Budget Transfer No. SHE003 appropriating $45,050 in the Sheriff's budget with offsetting revenues from the State of California for Fiscal Year 2014-2015 for abandoned watercraft and navigational hazards within Napa County (4/5 vote required).

Director of Health and Human Services requests approval of and authorization for the Chairman to sign Amendment No. 8 to Agreement No. 3260 with Crestwood Behavioral Health, Inc., incorporating an addendum to the Compensation section to incorporate the revised rates of the contractor for Fiscal Year 2014-2015, with no change to the contract maximum amount.

Director of Health and Human Services requests approval of and authorization for the Chairman to sign Amendment No. 12 to Agreement No. 6361 with Willow Glen Care Center, Inc., increasing the contractor's daily rates for the provision of residential mental health services.


6E

Director of Health and Human Services requests approval of and authorization for the Chairman to sign an agreement with James Featherstone for a maximum of $15,000 for the term October 7, 2014 through June 30, 2015, with a provision for annual renewal, to provide consultation in connection with programs operated or administered by the Health and Human Services Agency.

Director of Health and Human Services requests approval of and authorization for the Chairman to sign the Acceptance of an Award from the California Department of Public Health in the amount of $11,324 for the term July 1, 2014 through June 30, 2015, to fund tuberculosis control activities.


6G

Agricultural Commissioner/Sealer of Weights & Measures requests approval of and authorization for the Chairman to sign the renewal of Revenue Agreement No. 4760 with the California Department of Food and Agriculture (CDFA) for a maximum of $3,585 for the term of July 1, 2014 through June 30, 2015 for activities related to the performance of Sudden Oak Death inspections on nursery shipments.


6H

Agricultural Commissioner/Sealer of Weights and Measures requests authorization for out of country travel for Chairman Luce, Supervisor Wagenknecht and Agricultural Commissioner/Sealer of Weights and Measures Clark to attend the Great Wine Capitals General Assembly Conference in Mendoza, Argentina from November 2-7, 2014 at a cost not to exceed $17,500.

Director of Public Works requests the following actions related to the Wildlife Hazard Assessment Project:

  1. Approval of and authorization for the Chairman to sign an agreement with Mead & Hunt, Inc. for a maximum of $100,000 for the term October 7, 2014 through June 30, 2015 with an automatic extension provision, for specialized engineering services for preparing a Wildlife Hazard Assessment for the Napa County Airport; and
  2. Approval of Budget Transfer No. AIR001 appropriating $100,000 in the Airport Capital Improvement Division, Program 15012, budget with offsetting revenues from the Federal Aviation Administration (FAA), State and Airport Enterprise Funds. (4/5 vote required)

Director of Public Works and the County Roads Commissioner request retroactive approval of establishment of a sole sourced fixed asset in the amount of $63,732 for the 40' Bailey Bridge purchased on September 11, 2014 for use as a temporary fix to the bridge on Partrick Road due to the damage caused by the recent South Napa Earthquake (4/5 vote required).

Assessor-Recorder-County Clerk requests approval of and authorization for the Chairman to sign Addendum No. 9 to Memorandum of Understanding Agreement No. 6527 with the California Department of Justice, increasing the amount by $713 for a new maximum of $19,564 extending the term through June 30, 2015 for the ninth year of participation and cost-sharing in a statewide Electronic Recording Delivery System (ERDS).

Auditor-Controller requests the following:

  1. Adoption of a resolution establishing the fiscal year 2014-2015 appropriation limit and estimated revenue subject to the limit for the County of Napa as required by Article XIIIB of the California Constitution; and
  2. Acceptance of the agreed-upon procedures report issued by Gallina LLP verifying the accuracy of the County's 2013-2014 appropriation limit calculation.

Director of Human Resources and County Agricultural Commissioner/Sealer of Weights and Measures request adoption of a resolution amending the Departmental Allocation List for the Agricultural Commissioner/Sealer of Weights and Measures Department, the Table and Index of Classes, and appropriate personnel policies as follows, effective October 7, 2014 with no increase to the General Fund:

  1. Amend the Agricultural Commissioner/Sealer of Weights and Measures Departmental Allocation List by:
    1. Deleting one (1.0 FTE) Administrative Office Assistant; and
    2. Adding one (1.0 FTE) Staff Services Analyst I;
  2. Amend the Table and Index of Classes to delete the Administrative Office Assistant;
  3. Amend Part I: Section 37A of the Napa County Policy Manual, Employer-Employee Relations Policy, by deleting Administrative Office Assistant from the list of Supervisory Classes.

Director of Human Resources and Director of Health and Human Services request adoption of a resolution amending the Departmental Allocation Lists for the Alcohol and Drug Services, Organizational Resources and Development and Comprehensive Services for Older Adults Divisions of the Health and Human Services Agency, as follows, effective October 7, 2014, with no net increase to the General Fund: 

  1. Amend the Alcohol and Drug Services Departmental Allocation List by: 
    1. Adding one (1.0 FTE) Alcohol and Drug Counselor III;
    2. Deleted one (1.0 FTE) (S) Supervising Mental Health Counselor II; and
    3. Adding one (1.0 FTE) (S) Supervising Mental Health Counselor I - Licensed.
  2. Amend the Organizational Resources and Development Departmental Allocation List by;
    1. Deleting one (1.0 FTE) (S) Supervising Staff Services Analyst.
  3. Amend the Comprehensive Services for Older Adults Departmental Allocation List by:
    1. Adding one (1.0 FTE) (S) Supervising Staff Services Analyst; and
    2. Adding one (1.0 FTE) Staff Services Analyst I/II.

Director of Housing and Intergovernmental Affairs requests adoption of a resolution designating the Arts Council of Napa Valley (ACNV) as the County's local art agency partner and authorizes ACNV to prepare an application for grant funds for art-related programs from the California Arts Council's State-Local Partnership Program, should funds become available in Fiscal Year 2014-15.

Adoption of an urgency ordinance amending Napa County Code section 2.04.010 to provide that "regular" meetings of the Board of Supervisors now be held at the South Napa Campus, 2741 Napa Valley Corporate Drive, Building 2, Napa, California. (4/5 vote required)

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

10A

Director of Public Works requests the following actions regarding the South Napa County Earthquake which may be ordered by the County Executive Officer or Director of Public Works:

  1. Receive and review report of emergency public work actions in response to the event without competitive bidding as authorized by Public Contract Code Section 22050(b) and Board of Supervisors Resolution No. 2014-103 2014-107; and
  2. Determine the need to continue, or alternatively terminate, each emergency public work action so ordered. (4/5 Vote Required)

10B

County Executive Officer/Director of Emergency Services requests affirmation of the following resolutions:

  1. Resolution No. 2014-106 extending the Proclamation of Local Emergency and a Declaration of Local Emergency at Berryessa Estates ratified by the Board of Supervisors on August 12, 2014; and
  2. Resolution No. 2014-107 extending the Proclamation of Local Emergency due to the South Napa County Earthquake ratified by the Board of Supervisors by Resolution No. 2014-100 on August 24, 2014.
