CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION

April 6, 2005

 

 

1.         Call to Order.

THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, APRIL 6, 2005

AT 9:00 A.M.  THE MEETING WAS CALLED TO ORDER BY CHAIR SCOTT AT

9:07 A.M.

 

 

2.         Roll Call.

THE FOLLOWING MEMBERS WERE PRESENT: CHAIR TERRY SCOTT, COMMISSIONERS BOB FIDDAMAN, DAVID GRAVES AND JIM KING.  COMMISSIONER RICH JAGER WAS EXCUSED.

 

 

3.         Pledge of Allegiance.

            COMMISSIONER BOB FIDDAMAN LED THE SALUTE TO THE FLAG.

 

 

4.         Citizen Comments and Recommendations.

            NONE

 

 

5.         Approval of Minutes.

            NONE

 

 

6.         Director’s Report.

HILLARY GITELMAN, DIRECTOR, CONSERVATION, DEVELOPMENT AND PLANNING, REPORTED THE GENERAL PLAN WORKSHOP HELD IN THE CITY OF NAPA WAS WELL ATTENDED AND VERY SUCCESSFUL.  SHE STATED THE FINAL GENERAL PLAN WORKSHOP WILL BE HELD TONIGHT IN SPANISH FLATS.  

MS. GITELMAN SAID THE BOARD OF SUPERVISORS’ (BOARD) RETREAT SCHEDULED FOR APRIL 11, 2005 WILL BE USED FOR THE BOARD TO CREATE A PROCESS FOR THE NEXT STEPS OF THE GENERAL PLAN AND DISCUSS THE SCOPE AND FORMAT OF THE GENERAL PLAN.  SHE STATED THE COMMISSION HAS BEEN INVITED TO ATTEND AND PARTICIPATE.

 

MS. GITELMAN SUGGESTED THE COMMISSION AGENDIZE A GENERAL PLAN UPDATE FOR A FUTURE COMMISSION MEETING.

 

MS. GITELMAN REPORTED THE DEPARTMENT IS STILL RECRUITING FOR PLANNERS.

 

MS. GITELMAN REPORTED THE DEPARTMENT’S FISCAL YEAR 2005-2006 PROPOSED BUDGET WAS SUBMITTED TO THE COUNTY EXECUTIVE OFFICE AND IS BEING PREPARED FOR PRESENTATION TO THE BOARD.

9.         Metro PCS-Use Permit Request #P04-0488-UP     
California Environmental Quality Act (CEQA) Status: Categorically Exempt pursuant to Section 15303 (d) of the State CEQA     Guidelines (Class 3 – New Construction or Conversion of Small Structures).

Request: Approval of a Use Permit to construct an unmanned wireless telecommunication facility to include attachment to a new tower facility with a height of approximately 15 feet; new ground-mounted telecommunication equipment with a height of 15 feet surrounded by a security fence; a relocated access road for use by Metro PCS; relocate an existing unimproved road by more than three hundred feet on the project site; and complete remedial grading on the site to relocate and reconstruct existing berms with a height of greater than four feet. The project site is off a private access road on the south side of Monticello Road approximately one mile east of its intersection with Vichy Avenue within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel: #049-010-040) 2297 Monticello Road, Napa.

# P05-0087-ORD amending the Zoning Ordinance by making technical non-substantive corrections to Title 18 of the Napa County Code as follows:  Sections 18.40.020 (Allowed Uses), 18.40.010 (Hazardous, Toxic, Highly Flammable and/or Explosive Materials), 18.44.180 (Hazardous, Toxic, Highly Flammable and/or Explosive Materials), 18.50.120 (Performance Standards-Hazardous, Toxic, Highly         Flammable and/or Explosive Materials), and 18.80.020 (Designation)

of stormwater management plan finding in requests for exceptions), 18.108.055 (Exempting erosion control plans for structural projects when a stormwater plan exists), 18.108.070 (Requirements in erosion hazard areas), 18.108.075 (Changing the   requirements for structural erosion control measures), 18.108.080 (Correcting outdated citations and deleting the requirement for structural erosion control plans), 18.108.100 (Adopting current agricultural planting protocol in the County) as they relate to Chapter 18.108 of the Conservation Regulations.

15.       Commissioner Comments.

COMMISSIONER KING INQUIRED AS TO WHY COUNTY OWNED BUILDING PROJECTS AND PROJECTS IN WHICH THE COUNTY IS INVOLVED DO NOT REQUIRE PLANNING COMMISSION APPROVAL.

 

MR. LEDERER RESPONDED UNDER STATE LAW, THE COUNTY IS NOT REQUIRED TO OBTAIN A USE PERMIT, THEREFORE THE ONLY ACTIONS REQUIRED ARE AT THE BOARD LEVEL.  HE ADDED THAT ALL BOARD ACTIONS RELATING TO THESE TYPES OF PROJECTS ARE CONDUCTED AS NOTICED PUBLIC HEARINGS.

 

CHAIR SCOTT REVIEWED HIS TENURE AS COMMISSION CHAIR AND COMMENTED HIS GOALS WERE TO INCREASE MEETING EFFICIENCY, URGE ENCOURAGE COMMISSIONERS TO CONDUCT MORE APPLICATION SITE VISITS, AND IMPROVE COMMUNICATION WITHIN THE COMMISSION AND BETWEEN THE COMMISSION AND THE BOARD AND STAFF.  HE STATED HE FELT THESE GOALS WERE ALL ACCOMPLISHED.  CHAIR SCOTT STATED ANOTHER GOAL WAS TO IMPLEMENT A DESIGN REVIEW COMMITTEE, WHICH WAS NOT ACCOMPLISHED.  HE THANKED STAFF FOR THEIR ASSISTANCE THROUGHOUT HIS TENURE.
