CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION

COUNTY OF NAPA

 

June 23, 2004

 

 

1.                  Call to Order.

THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN SPECIAL SESSION, WEDNESDAY, JUNE 23, 2004, AT 1:30 P.M.  THE MEETING WAS CALLED TO ORDER BY CHAIR SCOTT AT 1:33 P.M.

 

 

2.                  Roll Call.

THE FOLLOWING MEMBERS WERE PRESENT:  CHAIRPERSON TERRY SCOTT, COMMISSIONERS BOB FIDDAMAN, JIM KING, DAVID GRAVES AND JOHN DICKSON.

 

 

3.                  Pledge of Allegiance.

CHARLEY WILSON, DIRECTOR, CONSERVATION, DEVELOPMENT & PLANNING DEPARTMENT, LED THE SALUTE TO THE FLAG.

 

 

4.                  Citizen Comments and Recommendations.

NONE

 

 

5.                  Agenda Review.

NO CHANGES

 

 

6.                  CLOSED SESSION:  Jorge Deharo, Hector Olvera, Latinos Unidos de Napa, an Unincorporated Association v. County of Napa et. al.  (Case No. 26-22255)  (Government Code Section 54956.9(a))

CLOSED SESSION HELD – NO REPORTABLE ACTION

 

Public Hearing

7.                  REQUEST:  To initiate public review and receive comments on the Draft Update Of The Napa County General Plan Housing Element concurrent with the initial review by the State Department of Housing and Community Development (HCD). The Planning Commission will take public comment, but no formal action will be taken at this time.

ENVIRONMENTAL DETERMINATION:     Initial Study pending completion pursuant to CEQA. Categorically Exempt pursuant to State CEQA Guidelines section 15262 - Feasibility and planning studies for possible future actions which the Board or Commission has not approved, adopted or funded.


7.         Continued

 

(FUTURE ACTIONS: During the statutory 60-day comment period by HCD, the Planning Commission will hold additional public hearings to receive comments on the Draft Update Of The Napa County General Plan Housing Element.  Community Workshops will be scheduled and noticed to provide clarification on the objectives of the draft and allow for additional public review)

8.                  Commissioner Comments.

THE COMMISSION IS CURRENTLY CONSIDERING USE PERMIT MODIFCATION REQUEST #03476-MOD FOR BALLOONS ABOVE THE VALLEY, AND CHAIRMAN SCOTT COMMENTED THAT HE AND COMMISSIONER DICKSON VISITED WITH THE RESIDENTS NEAR THE RED HEN TO OBSERVE THE LAUNCHING OF THE BALLOONS.  THE FIRST LAUNCH WAS A SIXTEEN-PASSENGER BALLOON AND THE SECOND LAUNCH WAS A FOUR-PASSENGER BALLOON EACH HAVING ONE PILOT.  CHAIR SCOTT STATED THE LAUNCH OF THE SIXTEEN-PASSENGER BALLOON WAS QUIETER THAN THE SMALLER BALLOON.
