      THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE

COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, AUGUST 6, 2003

THE MINUTES FOR MAY 21, 2003 AND MARCH 20, 2002 WERE CONTINUED TO THE AUGUST 20, 2003 MEETING.

 

 

6.         Agenda Review.

BOB NELSON, SUPERVISING PLANNER, STATED THAT ITEMS 10 AND 11 ARE CONSIDERED ONE ITEM UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).   THE COMMISSION SHOULD OPEN THE ITEMS, TAKE ACTION ON THE ENVIRONMENTAL, USE PERMIT AND PARCEL MAP IN THAT ORDER.   ITEM 11 SHOULD BE HEARD FIRST.

8.         Napa Cultured Stone Plant Expansion / Syar Industries, Inc. – Use Permit Major Modification Request #03073-MOD

California Environmental Quality Act (CEQA) Status: Categorically Exempt.  Class 1, Existing Facilities and Class 2, Replacement and Reconstruction.         
Request:  Approval of a Major Modification to the Napa Cultured Stone Plant Use Permit

(#U-717778) to expand the facility (now located on Assessor’s Parcel #057-110-070) onto two adjoining lots and to convert the existing truck terminal facility (Use Permit #97426) located on the two adjoining lots into a paved pallet storage area including: 1) a truck loading area; 2) plant vehicle and forklift maintenance within the existing 4,000 square foot shop building; 3) a distribution center office within the existing 2,680 square foot office building; 4) establish a 150 foot development setback from Fagan Creek, located on two parcels totaling 11.91-acres on the north side of Tower Road approximately 425 feet west of Napa Vallejo Highway 29 within an GI:AC (General Industrial: Airport Compatibility Combination) zoning district.  (Assessor’s Parcel #057-110-018 & #057-110-019)  200 and 260 Tower Road, Napa.  (Continued from July 16, 2003)

9.                  Bouchaine Vineyards, Inc. / CIT Communications Finance Corporation - Use Permit Modification Request #03092-MOD
CEQA Status: Categorically Exempt.  Class 1, Existing Facilities.  Class 3, New Construction or Conversion of small Structures.  Class 4, Minor Alteration to the Land.           
Request:  Approval to modify an existing 225,000-gallon per year winery (originally approved under Use Permit #U-367374) to include:  (1) increasing custom crushing activities (crushing, fermentation, barrel aging and bottling) from four to ten custom producers utilizing 44.4% (100,000 gallons per year) of the total approved winery capacity; (2) removing the prohibition that prevents the winery from advertising public tours and tasting; (3) adding one private, catered lunch/dinner marketing event per month for a maximum of 80 people per event and allowing “Holiday in Carneros” (currently a licensed Temporary Event) to be added as a public marketing event with a maximum total attendance of 300 people for the two day event; (4) adding two off-site directional signs near the intersections of Duhig Road/Las Amigas Road and Milton Road/Las Amigas Road; (5) adding a 300 linear-foot septic leach line expansion, approximately 100 feet X 100 feet, with an approximate land area of 10,000 square feet.  No increase in the winery production capacity limit of 225,000 gallon per year and no new building construction is proposed.  The parcel is located on a 103.21 acre parcel on the west side of Buchli Station Road approximately one-quarter mile south of its intersection with Las Amigas Road within an AW:AC

CEQA Status:  Mitigated Negative Declaration prepared and previously noticed on June 26, 2003.  According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas:  traffic, housing, light and glare.

12.       Proposed Ordinance Amendment of the Board of Supervisors of the County of Napa amending chapters 13.15, 15.08, 18.124 and 18.128 of the  Napa County code establishing permit requirements for the extraction and use of pumped groundwater as a water source on affected properties and exemption from said permit requirements.

CEQA Status:  Categorically Exempt, Class 8 (California Environmental Quality Act (CEQA) Guidelines Section 15308).

13.       Proposed Ordinance #03109-ORD making technical corrections to Sections 18.12.010, 18.104.230, 18.104.305 and 18.140.050 and amending Sections 18.104.270, 18.116.020 and 18.124.120 of the Napa County Code relating to standards and permits for fences, signs for agricultural parcels, setbacks for wineries located in open space areas, and revocation of use permits due to abandonment of use.

CEQA STATUS:  Categorical exemption pursuant to Class 5 (CEQA Guidelines Section 15303), Minor alterations to land use limitations.

16.       Commissioner Comments.

STEVE LEDERER, DEPUTY PLANNING DIRECTOR, STATED THE LISTING OF COMPLIANCE REVIEWS WILL BE REFERENCED BY NUMBER, NOT NAMES.

           

 

17.       Zoning Administrator action for July 2003.

            STEVE LEDERER, DEPUTY PLANNING DIRECTOR, STATED THE PACIFIC UNION COLLEGE PRESIDENT’S HOUSE WAS APPROVED.

 

           

18.              Director’s report on Board of Supervisors’ actions.

STEVE LEDERER, DEPUTY PLANNING DIRECTOR, STATED THE BOARD OF SUPERVISORS APPROVED THE JOHN AND LINDA MILLER WINERY USE PERMIT #02082-UP (CASA LAS TRANCAS) ON TRANCAS STREET.

 

SILVA DARBINIAN, DEPUTY COUNTY COUNSEL, ADVISED A LAWSUIT WAS SERVED ON THE COUNTY REGARDING THE COUNTY’S  HOUSING ELEMENT.  SHE STATED IF THERE ARE ANY QUESTIONS FROM THE PUBLIC ON THIS MATTER TO PLEASE REFER THEM TO COUNTY COUNSEL, ROBERT WESTMEYER.


 

19.       Future Agenda Items.

            PREPARE FOR NEXT MEETING WITH BOARD OF SUPERVISORS, WHICH MAY BE HELD IN DECEMBER, 2003.
