a new 20,000-gallon per year winery totalling 1,366 square feet with: (1) 5,500 square feet of covered pad/work
area located in two areas separated by a knoll; (2) 4,160 square feet of caves;
(3) custom crushing activities (crushing, fermentation, barrel aging and
bottling) for up to two custom producers utilizing 33% (6,500 gallons) of the
winery production capacity; (4) one full-time and one part-time employee; (5)
four parking spaces; (6) no visitors or tours and tastings, (7) a marketing
plan with 12 annual private promotional tours, tastings and meals with an
average of one to four people; and (8) one annual “release” event with a maximum
100 people, located on a 41.64 acre parcel approximately 3 miles beyond the
Cold Springs intersection on Las Posadas Road southeast of Angwin within an AW
(Agricultural Watershed) zoning district.

Request: Approval to construct
a new 340,000 gallons per year production-only winery that includes the removal
of the existing residence and barn and the construction of replacement
buildings in two phases for a total 34,350 square foot winery (Phase I consists
of a 23,300 square foot fermentation, barrel storage and bottling facility with
a separate 1,700 square foot office and Phase II consists of a 9,350 square
foot barrel storage building) with: (1)
7,800 square feet of covered work area; (2) eight full-time employees
(additional employees at harvest); (3) ten parking spaces; (4) conversion of an
existing reservoir into a wastewater treatment pond per Napa County permit
requirements. No caves, custom crush,
visitors, tours and tasting or marketing plans are proposed. The project is located on two parcels
totalling 392.0 acres on the south side
of Duhig Road approximately 800 feet west of State Highway 12, within an AW

COMMISSIONER KING COMMENTED THAT HE RECENTLY ATTENDED THE SOUTHERN
REGIONAL SPRING CONFERENCE FOR THE CALIFORNIA COUNTY PLANNING COMMISSIONERS’
ASSOCIATION, AND THE MAIN FOCUS WAS ON WATER ISSUES. THE SOUTHERN AREA RECEIVES THEIR WATER THROUGH CANALS AND
PIPELINES BECAUSE IT DOES NOT HAVE ITS OWN SUPPLY.
