THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, MAY 15, 2002 AT 9:00 A.M.

THE FOLLOWING MEMBERS WERE PRESENT: CHAIRMAN DAVID GRAVES, COMMISSIONERS TONY HOLZHAUER, LARRY SCHOENKE AND JIM KING.  COMMISSIONER TERRY SCOTT WAS EXCUSED.

Request:  Approval to modify Use Permit #98072-UP to:  (1) crush, press and conduct fermentation of red grapes within the previously allocated production capacity of 36,000 gallons; and, (2) conduct bottling of all wine produced at the winery in a permanent bottling facility of 546 square feet within the approved cave, located on a 40.07 acre parcel between Bella Oaks Lane and Manley Lane approximately 5,000 feet southwest of State Highway 29 within an AP (Agricultural Preserve) zoning district.  (Assessor's Parcels #27-250-057) 1570 Bella Oaks Lane, Napa. CEQA Status:  Negative Declaration Prepared 
Request:  Approval to establish a new 20,000-gallon per year winery totalling 1,366 square feet with:  (1) 5,500 square feet of covered pad/work area located in two areas separated by a knoll; (2) 4,160 square feet of caves; (3) custom crushing activities (crushing, fermentation, barrel aging and bottling) for up to two custom producers utilizing 33% (6,500 gallons) of the winery production capacity; (4) one full-time and one part-time employee; (5) four parking spaces; (6) no visitors or tours and tastings, (7) a marketing plan with 12 annual private promotional tours, tastings and meals with an average of one to four people; and (8) one annual “release” event with a maximum 100 people, located on a 41.64 acre parcel approximately 3 miles beyond the Cold Springs intersection on Las Posadas Road southeast of Angwin within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel # 025-060-001)  1181 Las Posadas Road, Angwin.

10.              Cuvaison Inc. – Use Permit Request #01254-UP    
CEQA Status:  Mitigated Negative Declaration Prepared         
Request:  Approval to construct a new 340,000 gallons per year production-only winery that includes the removal of the existing residence and barn and the construction of replacement buildings in two phases for a total 34,350 square foot winery (Phase I consists of a 23,300 square foot fermentation, barrel storage and bottling facility with a separate 1,700 square foot office and Phase II consists of a 9,350 square foot barrel storage building) with:  (1) 7,800 square feet of covered work area; (2) eight full-time employees (additional employees at harvest); (3) ten parking spaces; (4) conversion of an existing reservoir into a wastewater treatment pond per Napa County permit requirements.  No caves, custom crush, visitors, tours and tasting or marketing plans are proposed.  The project is located on two parcels totalling  392.0 acres on the south side of Duhig Road approximately 800 feet west of State Highway 12, within an AW (Agricultural Watershed) zoning district. (Assessor’s Parcel # 047-120-005 & 006)  5019 Sonoma Highway, Napa.

Request:  Approval to:  (1) construct one additional boat and recreational vehicle storage building of 7,800 square feet; (2) add a 4,800 square foot canopy; and, (3) expand a previously approved but not constructed boat and recreational vehicle storage building from 4,800 square feet to 7,800 square feet for a total additional square footage of 15,600 square feet, located on a 17.38 acre parcel on the southwest side of State Highway 128 approximately 800 feet southeast of Monticello Road within a CN (Commercial Neighborhood) zoning district. ROBERT NELSON, SUPERVISING PLANNER, ADVISED THE COMMISSION OF THE NEW FORMAT FOR THE PLANNING DEPARTMENT STAFF REPORT.

 

COMMISSIONER SCHOENKE REQUESTED THAT THE NAMES OF THE PLANNERS BE REFERENCED IN THE SUMMARY OF THE STAFF REPORT, AND HE ALSO REQUESTED A LIST OF PLANNER’S NAMES AND TELEPHONE EXTENSIONS, SO HE CAN CONTACT THEM DIRECTLY WITH ANY QUESTIONS REGARDING A PARTICULAR PROJECT.

 

 

14.              Commissioner Comments.

COMMISSIONER KING COMMENTED THAT HE RECENTLY ATTENDED THE SOUTHERN REGIONAL SPRING CONFERENCE FOR THE CALIFORNIA COUNTY PLANNING COMMISSIONERS’ ASSOCIATION, AND THE MAIN FOCUS WAS ON WATER ISSUES.  THE SOUTHERN AREA RECEIVES THEIR WATER THROUGH CANALS AND PIPELINES BECAUSE IT DOES NOT HAVE ITS OWN SUPPLY.

 

 

15.              Director's Report on Board of Supervisors' Actions.

STEVE LEDERER, DEPUTY PLANNING DIRECTOR, REPORTED THE BOARD OF SUPERVISORS TOOK THE FOLLOWING ACTIONS:

 

ADOPTED ORDINANCE ADDING A NEW CHAPTER 18.117 TO THE NAPA COUNTY CODE ENTITLED, SMALL WIND ENERGY SYSTEMS, WHICH IS INTENDED TO PROVIDE FOR THE ALLOWABLE LOCAL LEVEL OF REVIEW, RESTRICTION AND APPROVAL OF SMALL WIND ENERGY SYSTEMS UNDER RECENTLY ENACTED STATE LAW.

 

ADOPTED ORDINANCE AMENDMENT NO. 00232-ORD ADDING CHAPTER 18.104.245 TO THE NAPA COUNTY CODE FOR THE PURPOSE OF MODIFYING MINIMUM PARCEL SIZE AND SETBACK REQUIREMENTS FOR ESTABLISHING PRE-PROHIBITION WINERIES (GHOST WINERIES).
