California Environmental Quality Act (CEQA) Status:  Negative Declaration Prepared.  According to the Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: none.                                      
REQUEST:  Approval to establish a 25,000 gallon/year winery within a proposed 19,237 square foot winery structure and 15,000 square feet of caves with a marketing plan with 12 events per year, tours and tasting by appointment only, and retail wine sales on a 40 acre located on the west side of Dry Creek Road approximately 1,500 feet south of its intersection with Linda Vista Avenue within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #35-150-035)   2253 Dry Creek Road.  [WILL BE CONTINUED TO OCTOBER 3, 2001]

CEQA Status:  Negative Declaration Prepared.  According to the Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: none.                                                                                                
REQUEST:  Approval to establish a 20,000 gallon/year winery within a new 22,936 square foot structure, the construction of a covered 2,280 square foot outdoor crush pad, two full-time employees and one part-time employee, retail wine sales, tasting by prior appointment only with an average of 40 visitors per week expected, and a marketing plan that includes two promotional events per month and five wine auction related and other major events per year located on a 19.57 acre parcel on the northwest corner of the intersection of State Lane and Yountville Cross Road within an AP (Agricultural Preserve) zoning district.  (Assessor’s Parcel #31-180-047)   1001 State Lane, Yountville.

13.     Beringer Wine Estates - Use Permit Request #98597-UP

          CEQA Status:  Final Environmental Impact Report Prepared.

A Draft EIR has been prepared and has undergone the 45-day public comment and review period.  A public hearing was held on the Draft EIR during the 45-day public comment and review period.  Responses to comments received during the public review period have been incorporated into the Final EIR prepared for the project.  Because the public review and comment period on the Draft EIR is now closed; public comments before the Planning Commission on September 19, 2001, will be limited to the adequacy of the Responses to comments incorporated into the Final EIR.  The Planning Commission must certify the Final EIR prior to approving the use permit for the project.                                   
REQUEST:  Approval of a use permit to authorize a 1,424,400 square foot winery facility (maximum height of 35 feet, 43 feet with parapet) consisting of 1,167,590 square feet of wine warehouse and storage space; 60,000 square feet of ancillary offices, administrative and laboratory space; 196,810 square feet of related use (wine crushing, blending, bottling, and employee areas, etc.); and with an annual production capacity of 36 million gallons per year.  The project also proposes treatment and storage ponds (12 acres); a total of 350 parking spaces; and 51 loading docks.  The project includes a concurrent establishment of approximately 115 acres of vineyards to be irrigated with reclaimed treated winery wastewater; preservation of a riparian and wildlife corridor along "No Name" Creek, and provide wetlands mitigation.  The site is a 218 acre parcel located at the southwest intersection of South Kelly Road and Devlin Road, immediately south of the Napa County Airport within an IP:AC (Industrial Park: Airport Compatibility Combination) zoning district.  (Assessor's Parcel #57-090-069)

CHAIRMAN KING REPORTED THAT A REPRESENTATIVE FROM THE ASSOCIATION OF BAY AREA GOVERNMENTS GAVE A PRESENTATION TO THE BOARD OF SUPERVISORS REGARDING THE SMART-GROWTH WORKSHOP OCTOBER 6, 2001 AND INVITED THE BOARD TO BE A CO-SPONSOR.  THE BOARD ACCEPTED.

 

COMMISSIONERS SCOTT AND HOLZHAUER WILL NOT BE PRESENT FOR THE OCTOBER 17, 2001 MEETING.
