1.                  Call to Order.

THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, JULY 18, 2001 AT 9:00 A.M.

 

2.                  Roll Call.

THE FOLLOWING MEMBERS WERE PRESENT: VICE-CHAIRMAN LARRY SCHOENKE,  COMMISSIONERS TONY HOLZHAUER, TERRY SCOTT AND DAVID GRAVES.  CHAIRMAN JIM KING WAS EXCUSED.

8.                  Kathryn Hall Winery – Use Permit Request #00166-UP

CEQA Status:  Negative Declaration Prepared.    
Request:  Approval to establish a winery with an annual production of 18,000 gallons per year within a proposed 4,600 square feet winery building and for the following:  (a) 6,400+/- square feet of proposed caves attached to the winery; (b) private marketing activities; and (c) to utilize an existing off-site wastewater pond.  The winery site is 40.03 acres, located on Auberge Road, a private road off of Rutherford Hill Road, 7,000+/- feet north of Silverado Trail within an AW (Agricultural Watershed) zoning district (Assessor’s Parcel # 30-300-033); the wastewater pond is located on Assessor’s Parcel # 30-300-026 sfap, owned by Rutherford Hill Winery; and crosses Assessor’s Parcel # 30-300-034 sfap.

Request:  Approval of a variance to allow the location of a winery 85 feet from the centerline of a private road, within the 300 foot setback established by Section 18.104.230 (B) of the County Code located on a 10.01 acre parcel south of Monticello Road, second access drive east of “Man with Pipe” within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #33-370-024) 2840

Request:  Approval to establish a 4,800 gallon/year winery within an existing attached 540 square foot residential garage and the construction of a 3,500 square foot outdoor tank and crush pad, a production facility only, with no retail sales or marketing activities and one full-time employee, located on a 10.01 acre parcel south of Monticello Road, second access drive east of “Man with Pipe” within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #33-370-024)  2840 Monticello Road.

11.              Domaine Carneros – Use Permit Request #00170-MOD    
CEQA Status:  Negative Declaration Prepared.  According to the Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas:  none.    
Request:  Approval to expand the existing winery with the construction of a 22,366 square foot barrel storage and fermentation building, to increase the number of employees from 15 to 30 full-time and from 5 to 15 part-time employees, and to construct 12 additional parking spaces located on a 138.46 acre parcel, at the intersection of State Highway 12/121 and Duhig Road, within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #47-070-007)  1240 Duhig Road.

12.              Edge Hill Estate Winery/Leslie Rudd – Use Permit Request #00259-UP

CEQA Status:  Negative Declaration Prepared.  According to the Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas:  cultural resource, noise and new nighttime light.    
Request:  Approval to establish a 24,000 gallon/year winery within an existing 12,200 square foot historic winery structure and to establish an agricultural processing facility for the production 24,000 gallons/year of distilled spirits within an existing 2,225 square foot historic distillery, including a marketing plan, prior appointment tours & tastings, and no retail sales, located on a 223.3 acre parcel on the south side of Sulphur Springs Road, west of its intersection with Crane Road within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #27-020-016)   2585 Sulphur Springs Road.

13.              Carneros Partners, Inc. – Use Permit Request #98511-UP

CEQA Status:  Environmental Impact Report Prepared.    
Request:  Approval to establish a 100-unit resort, including the construction of lodge structures and guest cottages, a 100-seat restaurant with indoor and outdoor seating, banquet and meeting rooms, a maximum 10,000 square foot retail facility including food and post office, administrative offices, recreational improvements, water treatment and sewage treatment facilities, a 10,000 square foot public square and parking for 191 vehicles, located on three parcels totaling 10.48 acres adjacent to and northeast of the intersection of State Highway 12/121 (Carneros Highway) and Old Sonoma Highway within a CL (Commercial Limited) zoning district (Assessor’s Parcels #47-110-025 and 47-110-026), and "access parcel" (Assessor’s Parcel #47-110-019) within an AW (Agricultural Watershed) zoning district. The proposed project is adjacent to, and integrated with, the Carneros Inn Recreational Vehicle Park/Mobile Home Park Facility under construction (pursuant to Use Permit #98290-MOD), and is more fully described and evaluated in the Draft Environmental Impact Report for Carneros Lodge, the written public comment period for which was advertised and held between April 19 and June 4, 2001.

14.              Draft Update of Napa County General Plan Housing Element - Proposed General Plan Amendment #GPA 01-02         

CEQA Status:  Initial Study pending.    
Request:  To initiate public review and receive comments on the draft Napa County Housing Element Update and scope of any necessary CEQA actions, and take possible action to forward the draft Housing Element as modified by the Commission to the State Department of Housing and Community Development (HCD) for their comments within the statutory 60-day review period.    
Future Actions: Following receipt of comments by HCD, the Commission will conduct additional public hearings to receive comments on the Draft Housing Element Update including possible revisions in response to comments submitted by HCD and to consider and take required actions pursuant to CEQA anticipated in October, 2001.  After the public hearing, the Planning Commission will make a recommendation to the Board of Supervisors regarding action on the proposed environmental determination and General Plan Housing Element Update.  The Board will schedule separate public hearings.
