1. Call to Order; Roll Call.
THE
BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN SPECIAL SESSION AT A JOINT
MEETING WITH SOLANO AND SONOMA COUNTY BOARDS OF SUPERVISORS ON FRIDAY, MARCH
26, 2004 AT 3:30 P.M. AT 580 COOMBS STREET,
NAPA, CALIFORNIA 94559. THE
FOLLOWING MEMBERS WERE PRESENT:
CHAIRPERSON MARK LUCE, SUPERVISORS BILL DODD,
BRAD WAGENKNECHT AND DIANE DILLON. SUPERVISOR MIKE RIPPEY WAS EXCUSED AT ROLL
CALL BUT ARRIVED DURING ITEM 4A. THE
MEETING WAS CALLED TO ORDER BY CHAIR LUCE AT 3:32 P.M.
2. Pledge of Allegiance.
MURIEL FAGIANI LED THE SALUTE TO THE FLAG.
3. Public Comment.
DOUG ERNST, REPRESENTING THE WEEKLY CALISTOGAN AND THE
ST. HELENA STAR, SPOKE REGARDING TRANSPORTATION ISSUES.
4A. Presentation, discussion and possible action regarding the potential of Indian Gaming in the tri-county area.

DIRECTED STAFF TO BEGIN DISCUSSIONS WITH SOLANO, SONOMA, MARIN AND YOLO
COUNTIES TO CREATE A JOINT POWERS AGREEMENT.

4B. Discussion and possible action regarding transportation issues within the tri-county area, including but not limited to Highways 37 and 12, and the potential of a passenger rail system.

4C. Discussion and possible direction to staff regarding best practices and efficient methodologies of dealing with the State and Counties’ current financial challenges.

Announcements.
CHAIR LUCE REFERENCED THE LETTER SENT BY THE BOARD TO THE BUREAU OF RECLAMATION (BOR) REGARDING LAKE BERRYESSA AND STATED SUPPORT FROM SOLANO AND SONOMA COUNTIES MAY HELP THE BOR.

CHAIR REILLY, SONOMA COUNTY, THANKED NAPA COUNTY FOR THE MEETING INVITATION AND STATED IT WAS A RARE OPPORTUNITY TO HAVE SUCH A COLLECTIVE MEETING. CHAIR REILLY ALSO COMMENTED ON SONOMA COUNTY’S MENTAL HEALTH ALLOCATIONS AND STATED THE COUNTY WOULD BE ABLE TO MAINTAIN THE SYSTEM FOR ONLY APPROXIMATELY TWO MORE YEARS GIVEN THE CURRENT BUDGET SITUATION.
CHAIR SILVA, SOLANO COUNTY, THANKED NAPA COUNTY FOR THE MEETING INVITATION AND STATED SUCH MEETINGS STRENGTHEN ALL COUNTIES. CHAIR SILVA ALSO THANKED MIKE MCGOWAN, YOLO COUNTY SUPERVISOR, FOR ATTENDING THE MEETING AND MAKING A PRESENTATION ON INDIAN GAMING.
