SPECIAL MEETING OF THE BOARD OF SUPERVISORS

COUNTY OF NAPA

 

October 16, 2003

 

 

1.         Call to Order; Roll Call.

THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN SPECIAL JOINT SESSION WITH CITY OF AMERICAN CANYON CITY COUNCIL ON THURSDAY, OCTOBER 16, 2003 AT 7:30 P.M. AT 2185 ELLIOTT DRIVE, AMERICAN CANYON, WITH THE FOLLOWING MEMBERS PRESENT:  CHAIRPERSON BRAD WAGENKNECHT, SUPERVISORS BILL DODD, MIKE RIPPEY, AND DIANE DILLON.  SUPERVISOR LUCE WAS EXCUSED.  THE MEETING WAS CALLED TO ORDER BY CHAIR WAGENKNECHT AT 7:32 P.M.

 

 

2.         Pledge of Allegiance.

            SUPERVISOR WAGENKNECHT LED THE SALUTE TO THE FLAG.

 

 

3.         Public Comment.

CHARLES SLUTZKIN COMMENDED THE CITY COUNCIL AND BOARD OF SUPERVISORS FOR THEIR WORK ON THE MEMORANDUM OF UNDERSTANDING (MOU).

 

JOE CLERICI SPOKE REGARDING THE SPHERE OF INFLUENCE REFERENCED IN THE MOU AND COMMENTED HE DID NOT WANT TO HAVE HIS LAND ANNEXED.

 

CHARLES BAKER SPOKE REGARDING THE SPHERE OF INFLUENCE REFERENCED IN THE MOU AND INQUIRED AS TO THE NEED FOR ANNEXATION.

 

 

Administrative Items

 

 

4A.      Discussion and possible action regarding a proposed Memorandum of Understanding between the County and the City of American Canyon related to the coordination of regional housing needs and other areas of cooperation.

THE BOARD APPROVED THE MEMORANDUM OF UNDERSTANDING WITH THE FOLLOWING AMENDMENTS:

1.         Paragraphs 1c and 1d WERE revised to reflect that the City was NOT the applicant for the Napa County Local Agency Formation Commission (LAFCO) SPHERE OF INFLUENCE proposal.

2.         Paragraph 10b was revised to clarify the RELATIONSHIP OF THE Hess Property to the future proposed RURAL URBAN LIMIT (RUL) Line.

3.                  ITEM 14 (PHASE II) WAS RELOCATED VERBATIM TO ITEM 11 (PHASE I).

 

 

 

4A.      Continued

                       

4.         A brief introductory phrase was inserted just under the Phase II heading to clarify the timing of these actions. Additionally, another brief phrase was inserted in THE NEWLY NUMBERED paragraph 15 to reflect the connection between this COMMITMENT and additional housing units being accepted by the city. 

5.         A brief introductory phrase was inserted just under the Phase III heading to clarify the timing of these actions.
