MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF NAPA
October 7, 2003
1. Call to Order; Roll Call.
THE BOARD OF SUPERVISORS OF THE COUNTY OF
NAPA MET IN A SPECIAL JOINT SESSION WITH THE CITY OF NAPA CITY COUNCIL ON
TUESDAY, OCTOBER 7, 2003 AT 3:30 P.M. WITH THE FOLLOWING MEMBERS PRESENT: CHAIRPERSON BRAD WAGENKNECHT, SUPERVISORS
BILL DODD, MIKE RIPPEY, MARK LUCE AND DIANE DILLON. THE MEETING WAS CALLED TO ORDER BY CHAIR WAGENKNECHT AT 3:32 P.M.
2. Pledge of Allegiance.
THE
SALUTE TO THE FLAG WAS HELD.
3. Public Comment.
FLOYD
STONE SPOKE REGARDING THE FIRST STREET BRIDGE.
PAT ROGERS SPOKE REGARDING
HOUSING ISSUES AND THE MEMORANDUM OF UNDERSTANDING WITH THE COUNTY, STATING THE
CONCERNS RAISED AT LAST WEEK’S CITY COUNCIL MEETING HAD NOT YET BEEN ADDRESSED.
MURIEL FAGIANI INQUIRED AS TO WHETHER OR NOT REDEVELOPMENT AGENCY IS
MENTIONED IN THE HOUSING AGREEMENT. MS.
FAGIANI ALSO ASKED HOW FAR THE FLOOD CONTROL DISTRICT’S EMPOWERMENT
EXTENDS. SHE SUGGESTED THE NEW PARKS
AND OPEN SPACE DISTRICT COMMITTEE CONSIDER A NAPA CREEK PARK.
JACK FICHTENBERG COMMENTED THAT NAPA DOES NOT HAVE A BIG CONFERENCE CENTER TO BRING IN MID-WEEK TOURISM, AND SPOKE ABOUT FINANCING FOR THE SILVERADO HOTEL.
KATHY HAYES, NORTH BAY ASSOCIATION OF REALTORS,
ACKNOWLEDGED THE WORK OF THE NAPA CITY COUNCIL AND BOARD OF SUPERVISORS ON THE
HOUSING MEMORANDUM OF UNDERSTANDING (MOU).
CHUCK SHINNAMON ALSO ACKNOWLEDGED THE WORK OF THE
NAPA CITY COUNCIL AND BOARD OF SUPERVISORS ON THE HOUSING MEMORANDUM OF
UNDERSTANDING.
Volker Eisele, NAPA VALLEY GRAPE
GROWERS’ ASSOCIATION, COMMENTED ON THE MOU, STATING IT CONTAINED A LOT OF
LANGUAGE UNCERTANTIES. MR. EISELE
PRESENTED THE BOARD AND CITY COUNCIL WITH A PROPOSED AMENDMENT TO THE MOU
LANGUAGE FOR CONSIDERATION.
4A. Discussion and possible adoption of a resolution supporting the proposed Memorandum of Understanding between the City and the County for the sharing of regional housing needs and other areas of cooperation.
THE
BOARD ADOPTED THE RESOLUTION AND APPROVED THE MEMORANDUM OF UNDERSTANDING WITH
THE FOLLOWING AMENDMENTS:
1. SECTION 7b TO STATE THAT ONGOING MAINTENANCE COSTS WILL BE
SHARED EQUALLY BY THE COUNTY AND THE CITY; AND
2. CHANGE TO SECTION
4e SO THAT JULY 1, 2006 REPLACES JUNE 30, 2006, AND ADDING VERBIAGE THAT
CLARIFIES THE ACTION THAT WILL OCCUR ON THAT DATE.
