MEETING OF THE BOARD OF SUPERVISORS

COUNTY OF NAPA

 

April 21, 2003

 

 

1.         Call to Order; Roll Call.

THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN SPECIAL SESSION, MONDAY, APRIL 21, 2003 AT 9:00 A.M. WITH THE FOLLOWING MEMBERS PRESENT:  CHAIRPERSON BRAD WAGENKNECHT, SUPERVISORS

BILL DODD, MIKE RIPPEY, MARK LUCE AND DIANE DILLON.  THE MEETING WAS CALLED TO ORDER BY CHAIR WAGENKNECHT AT 9:00 A.M.

 

 

2.         Pledge of Allegiance.

JAMES FEATHERSTONE, ASSISTANT DIRECTOR OF HEALTH & HUMAN SERVICES, LED THE SALUTE TO THE FLAG. 

 

 

3.         Public Comment.

NONE

 

 

4.         FISCAL YEAR 2003/2004 BUDGET STUDY SESSION

 

County Executive Officer to present an overview of the County’s financial history, budget status and request possible action related to the preparation of the Fiscal Year 2003/2004 County Budget.

WILLIAM CHIAT, COUNTY EXECUTIVE OFFICER PRESENTED OVERVIEW.

 

HEALTH & HUMAN SERVICES – MENTAL HEALTH DEPARTMENT

 

ALICE HUGHEY, MANAGEMENT ANALYST III AND BRUCE HEID, DIRECTOR, HEALTH & HUMAN SERVICES, PROVIDED AN OVERVIEW REGARDING THE STATE BUDGET CUTS TO THE HEALTH & HUMAN SERVICES’ MENTAL HEALTH BUDGET, THE CRITERIA USED TO DEVELOP SOLUTIONS TO RESOLVE BUDGET CONCERNS, THE POLICY CHOICES AVAILABLE AND FOUR BUDGET OPTIONS FOR CONSIDERATION BY THE BOARD.

 

FOLLOWING DISCUSSION, THE BOARD DIRECTED STAFF TO CONSIDER OTHER ALTERNATIVES TO THE FOUR OPTIONS PROVIDED  BY STAFF IN ORDER TO PRESERVE FUNDING FOR MENTAL HEALTH PROGRAMS FOR CHILDREN.  THE BOARD SUGGESTED LOOKING AT OTHER AREAS IN THE HEALTH & HUMAN SERVICES BUDGET THAT DO NOT IMPACT CHILDREN, AS WELL AS WORKING WITH SCHOOLS AND OTHER ENTITIES FOR ALTERNATIVE FUNDING MECHANISMS.


 

4.         Continued

 

CONSERVATION, DEVELOPMENT & PLANNING DEPARTMENT

 

MICHAEL STOLTZ, MANAGEMENT ANALYST III AND CHARLEY WILSON, DIRECTOR, CONSERVATION, DEVELOPMENT & PLANNING DEPARTMENT, PROVIDED AN OVERVIEW REGARDING THE CONSERVATION, DEVELOPMENT & PLANNING DEPARTMENT’S FOUR PROGRAMMATIC AREAS IN WHICH THE BOARD EXPRESSED INTEREST.  THE FIRST THREE AREAS ARE LINKED TO THE WATERSHED TASK FORCE RECOMMENDATIONS AND INCLUDE AN UPDATE TO THE CONSERVATION REGULATIONS, CONTINUED DEVELOPMENT OF A PROGRAMMED ENVIRONMENTAL IMPACT REPORT AND THE WATERSHED INFORMATION CENTER AND CONSERVANCY.  THE FOURTH AREA IS AN UPDATE TO THE GENERAL PLAN.

 

FOLLOWING DISCUSSION, THE BOARD DIRECTED STAFF TO WORK IN COLLABORATION WITH THE INDUSTRY AND COMMUNITY TO DEVELOP PARTNERSHIPS THAT WILL PROVIDE OFFSETTING REVENUE, AS A RESULT OF THE CURRENT BUDGET SITUATION, IN HOPES OF CONTINUING WITH THE FOUR PROGRAMMATIC AREAS PREVIOUSLY OUTLINED WITH MINIMAL TO NO IMPACT ON THE GENERAL FUND.

 

HUMAN RESOURCES DEPARTMENT

 

HELENE FRANCHI, MANAGEMENT ANALYST III, PROVIDED AN OVERVIEW REGARDING LIMITED TERM POSITIONS WHICH ARE ADDED TO DEPARTMENTAL ALLOCATION LISTS AND FUNDED THROUGH GRANTS OR LEGISLATION.  STAFF RECOMMENDED 23 POSITIONS THAT ARE FULLY FUNDED BE EXTENDED,  EXTEND 10 POSITIONS PENDING CONFIRMATION OF FUNDING AND DELETE FIVE POSITIONS, EFFECTIVE JUNE 30, 2003.

 

THE BOARD CONCURRED WITH STAFF’S RECOMMENDATION.

 

 

5.         Board of Supervisors’ Future Agenda Items.

SCHEDULE A SPECIAL MEETING ON MONDAY, JUNE 2, 2003 TO CONTINUE THE STUDY SESSION REGARDING THE FISCAL YEAR 2003/2004 BUDGET.
