BOARD OF SUPERVISORS

 

NAPA COUNTY

 

September  7, 2000

 

 

1.         Call to Order; Roll Call.

THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN SREGULAR SESSION, TUESDAY, SEPTEMBER 7, 2000 AT 9:00 A.M. WITH THE FOLLOWING MEMBERS PRESENT: CHAIRMAN MEL VARRELMAN, SUPERVISORS MIKE RIPPEY, MARK LUCE AND KATHRYN WINTER.  SUPERVISOR BRAD WAGENKNECHT WAS EXCUSED AT ROLL CALL, BUT ARRIVED DURING ITEM NUMBER 4.

 

2.         Pledge of Allegiance.

SUPERVISING CLERK OF THE BOARD TERI SISSON LED THE SALUTE TO THE FLAG

 

3.         Public Comment.

            NONE

 

4.                  Director of Emergency Services and Emergency Services Manager to provide update on current earthquake response and recovery issues.

COUNTY ADMINISTRATOR JAY HULL REPORTED ON THE EARTHQUAKE AND THE OPENING OF THE EMERGENCY OPERATIONS CENTER.

 

EMERGENCY SERVICES MANAGER NEIL O’HAIRE PROVIDED UPDATE ON WHAT HE INDICATED HAS COME TO BE KNOWN BY FEMA (FEDERAL EMERGENCY MANAGEMENT ACT) AS THE “CHIMNEY EARTHQUAKE”.  MR. O’HAIRE ADVISED THAT ON SEPTEMBER 6, 2000 THE COUNTY RECEIVED A GUBNATORIAL DECLARATION PROCLAIMING A STATE OF EMERGENCY IN NAPA COUNTY AND SUPPORT FOR A PRESIDENTIAL DECLARATION.

 

5.                  Adoption of the following two resolutions confirming the following relating to the Countywide emergency due to the earthquake:

 

A.                 Proclamation of local emergency by the County Administrative Officer at 5:01 A.M. on September 3, 2000; and

B.                 Determination by the County Administrative Officer that locally available resources are inadequate to cope with the emergency and confirming a letter directed to the Governor requesting the Governor proclaim a state of emergency in Napa County and further requesting that the Governor request the President to declare that a major disaster and/or emergency exists in Napa County.

6.         Board of Supervisors’ Future Agenda Items.

            9/12/00 – WAIVER OF BUILDING INSPECTION FEES ASSOCIATED WITH HOMES DAMAGED BY THE EARTHQUAKE.  (CHAIRMAN VARRELMAN)
