THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN REGULAR SESSION, TUESDAY, FEBRUARY 8, 2000 AT 9:00 A.M. WITH THE FOLLOWING MEMBERS PRESENT: CHAIRMAN MEL VARRELMAN, SUPERVISORS MIKE RIPPEY, MARK LUCE, KATHRYN WINTER AND BRAD WAGENKNECHT.

5. Chief Probation Officer requests approval to apply for and authorization to sign an application for a grant of $500,000 (maximum award for three years) from the United States Department of Justice to expand and improve the newly created Juvenile Drug Court Program.
6. Napa Special Investigations Bureau (NSIB) Governing Board requests authorization to distribute to the member agencies $34,000 seized and forfeited from narcotic/drug trafficking investigations in Napa County.

30. 9:30 a.m. - Public Hearing - Board to consider appeal filed by Ian and Gale Leech to a decision by the Conservation, Development and Planning Commission on November 3, 1999 to approve Frazier Winery Use Permit Request No. 98480-UP to establish a new winery of 10,000 square feet and an annual production capacity of 50,000 gallons per year (with up to 10,000 gallons per year produced by one custom production operation involving crushing, fermentation, aging and bottling), construct a 1,800 square foot tasting building, convert an existing 2,400 square foot structure to a crushing and fermenting area, and add 16,500 square feet of caves for storage, located on a 45.98 acre parcel at the end of Rapp Lane off Second Avenue within an Agricultural Watershed (AW) Zoning District. 31. 11:00 a.m. - Public Hearing - Board to consider appeal filed by John and Giovanna Scruby to a decision by the Director of Conservation, Development and Planning on October 29, 1999 to approve a proposed landscape plan for Cosentino Winery required as Condition of Approval No. 10 of Use Permit No. 93362-MOD, located on a 4.29 acre parcel on the west side of State Highway 29 approximately 1,100 feet south of Yount Mill Road within an Agricultural Preserve (AP) Zoning District. PUBLIC HEARING HELD
THE BOARD UPHELD THE APPEAL AND DIRECTED THAT A 35 LINEAL FOOT AREA ALONG THE SOUTH SIDE OF THE EXISTING WOODEN FENCE, WITHIN AN EXISTING UNIMPROVED AREA, NORTH OF THE WINERY RECEIVING AREA BE LANDSCAPING WITH ITALIAN CYPRESS TREES, USING THE LARGEST SIZE OF PLANT MATERIALS THAT IS COMMERCIALLY AVAILABLE. THESE TREES ARE TO BE INSTALLED AT A SPACING THAT IS CONSISTENT WITH STANDARD HORTICULTURAL PRACTICES FOR VEGETATION OF THIS TYPE TO ENSURE LONG-TERM VIABILITY. THE THREE (3) EXISTING ITALIAN CYPRESS TREES PLANTED ON THE NORTH SIDE OF THE EXISTING WOODEN FENCE ARE TO BE REMOVED. ALL REQUIRED MATERIALS ARE TO BE INSTALLED WITHIN 60 DAYS. BW-L-W-R-V

CHAIRMAN VARRELMAN ADVISED THE BOARD ABOUT
DANIELLE BOYETT , WHO IS 14 YEARS OLD AND WAS DIAGNOSED WITH A BRAIN TUMOR. CHAIRMAN VARRELMAN INDICATED THAT NAPA VALLEY PHYSICIANS AND PACIFICARE (THE BOYETT’S INSURANCE COMPANY), HAVE DECIDED NOT TO COVER THE COSTS FOR DANIELLE’S CONTINUING TREATMENT.
THE CHAIRMAN WAS AUTHORIZED TO FORWARD A LETTER TO LEGISLATORS TO BRING THIS MATTER TO THEIR ATTENTION AND REQUEST LEGISLATION TO PREVENT HMO’S FROM MAKING THESE KIND OF LIFE THREATENING DECISIONS.

SUPERVISOR RIPPEY REPORTED ON UPCOMING MEETING REGARDING PROPOSED GROUNDWATER ORDINANCE AND THE NEXT MEETING OF THE YOUTH & GANG VIOLENCE PREVENTION TASK FORCE TO BE HELD IN AMERICAN CANYON.
SUPERVISOR WINTER REPORTED ON NAPA VALLEY HOUSING AUTHORITY MEETING WITH THE CITY OF NAPA HOUSING AUTHORITY AND DISCUSSION REGARDING THE MERGER OF THE TWO ENTITIES. SUPERVISOR WINTER INDICATED THAT STAFF WILL PRESENT REPORT ON THIS SUBJECT AT A FUTURE DATE.
