- Call to Order.
THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN REGULAR SESSION, TUESDAY, JANUARY 19, 1999 AT 9:00 A.M. WITH THE FOLLOWING MEMBERS PRESENT: CHAIRMAN MARK LUCE, SUPERVISORS MIKE RIPPEY, MEL VARRELMAN, KATHRYN WINTER AND BRAD WAGENKNECHT.
- Pledge of Allegiance.
HERB SCHMIDT WITH ROBERT MONDAVI WINERY LED THE SALUTE TO THE FLAG.
- Presentation of proclamation recognizing Robert Mondavi Winery as the recipient of the Integrated Pest Management Innovator award from the California Protection Agency, Department of Pesticide Regulation.
THE CHAIRMAN PRESENTED PROCLAMATION.

THE BOARD CONGRATULATED THE TEAM ON THEIR ACCOMPLISHMENTS.
- Public Comment
DISTRICT ATTORNEY GARY LIEBERSTEIN INTRODUCED THE NEWLY HIRED GANG PROSECUTOR DOUG PHARR.
MR. PHARR THANKED THE BOARD FOR WORKING WITH LAW ENFORCEMENT AGENCIES ON YOUTH AND GANG VIOLENCE PREVENTION.
SUPERVISOR RIPPEY COMMENTED ON A NEWS REPORT ON ESCALATING GANG ACTIVITIES IN SONOMA COUNTY AND SUPERVISOR VARRELMAN COMMENTED ON A TWO-PAGE ARTICLE IN THE SAN FRANCISCO CHRONICLE REGARDING THE SAME SUBJECT MATTER.

- Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the renewal of Agreement No. 3353 with Napa Valley College for a maximum of $66,270 for the term October 1, 1998 through September 30, 1999 to conduct components of the Independent Living Skills Program.

- Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign an agreement with Family Service of the North Bay, Inc. for a maximum of $780 for the term December 1, 1998 through June 30, 1999 to provide psychotherapeutic counseling for specific clients of the Children’s Programs.

- Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the renewal of Agreement No. 2976 with Napa Emergency Women’s Services, Inc. for a maximum of $15,000 for the term July 1, 1998 through June 30, 1999 to operate the domestic violence women’s shelter and provide training to department staff.

- Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign two agreements with the California Department of Rehabilitation for a maximum of $290,733 for the term July 1, 1998 through June 30, 1999 for rehabilitation services to mental health clients.

- Director of Conservation, Development and Planning requests approval of and authorization for Chairman to sign a Memorandum of Understanding with the Napa County Resource Conservation District for a maximum of $60,000 to be paid with State Coastal Conservancy funds for the term January 19, 1999 through June 30, 1999 for assembly of hydrologic data and development of model for the lower Napa River.

- Director of Conservation, Development and Planning requests authorization for Chairman to sign a letter in support of Upper Valley Recycling’s pending grant application to conduct a green-waste (including grape pomace) compost and mulch research project.

- Director of Environmental Management requests approval of and authorization for Chairman to sign four agreements, one each with St. Helena City, Napa Valley Marina, Rancho Monticello Resort and Moskowite Corners (The Corners Station), to provide for the operation of used oil collection programs with all expenses for establishing and operating the sites paid with grant funds from the California Integrated Waste Management Board.

- Director of Public Works requests approval of Budget Transfer No. 29 transferring funds from Property Management (Budget Unit 15200, $5,000) and within Public Works (Budget Unit 17500, $3,620) to establish fixed asset appropriation for purchase of a copy machine for Public Works.

- Acting Job Training Director and Regional Training Coordinator request approval of and authorization for Chairman to sign the following agreements for the term October 1, 1998 through June 30, 1999:
- Agreement with Sonoma County Private Industry Council for a maximum
of $27,625 for the implementation of a regional marketing plan;

CONTINUED TO NEXT QUARTERLY MEETING APRIL 20, 1999 AT 2:00 P.M.
MAYOR MARY LOU HOLT, TOWN OF YOUNTVILLE REPORTED ON ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG) HOUSING ALLOCATION PROJECT. MAYOR HOLT ADVISED THAT SHE WILL BE ON THE TASK FORCE OF ELECTED OFFICIALS WHOSE CHARGE IS TO DEVELOP A METHOD FOR DISTRIBUTING THE HOUSING UNITS AND SUPERVISOR KATHRYN WINTER WILL SERVE ON THE PEER REVIEW GROUP. MAYOR HOLT INDICATED THAT THEY ARE RECRUITING FOR A PLANNER TO PROVIDE ASSISTANCE WITH THE PROJECT AND WOULD LIKE TO RECOMMEND NAPA COUNTY CONSERVATION, DEVELOPMENT & PLANNING DIRECTOR JEFF REDDING.
VICE-MAYOR JILL TECHEL SUGGESTED THAT THE PLANNING DIRECTORS FROM EACH LOCAL JURISIDICTION SCHEDULE A MEETING TO AGREE ON SELECTION OF THE PLANNING DIRECTOR FOR THE ABAG HOUSING ALLOCATION PROJECT.
VICE-MAYOR TECHEL ADVISED THAT A TENTATIVE MEETING HAS BEEN SCHEDULED BETWEEN THE CITY OF NAPA AND THE COUNTY REGARDING HOUSING. MS. TECHEL INDICATED THERE HAS BEEN INTEREST COUNTY-WIDE ON THE SUBJECT AND EVERYONE SHOULD ENCOURAGE ATTENDANCE AT THIS FORUM.
MR. REDDING INDICATED THAT THE MEETING WILL FOCUS ON THE IMPACTS OF THE AIRPORT INDUSTRIAL AREA SPECIFIC PLAN AND WOULD BE HELD IN THE NEXT FEW WEEKS BETWEEN THE CITY OF NAPA AND THE COUNTY. IT WAS SUGGESTED THAT THE MEETINGS BE HELD IN TWO-PARTS, WITH THE SECOND MEETING FOR THE UP-VALLEY JURISDICTIONS TO BE HELD AT THE NEXT JOINT MEETING WITH THE MAYORS AND VICE-MAYORS ON APRIL 20, 1999.

- THE METROPOLITAN TRANSPORTATION COMMISSION
APPROVED A GRANT FOR A JOINT PROPOSAL WITH THE CITY OF NAPA FOR THE LIVEABLE COMMUNITES PROJECTS FOR $30,000 IN MATCHING FUNDS.
- TRANSPORTATION DEVELOPMENT MONIES WILL BE REVIEWED THIS YEAR AND THE COUNTY WILL BE LOOKING AT INCREASED FUNDING DUE TO THE SALES TAX INCREASES AND THAT IT IS NOT A WELL KNOWN FACT THAT THERE WAS AN IMPACT ON TRANSPORTATION MONIES DUE TO THE WINE BARREL TAX.
SUPERVISOR WAGENKNECHT REPORTED ON THE FOLLOWING:
- NAPA COUNTY LEAGUE OF MUNICIPALITIES (NCLOM) MEETING HE, CHAIRMAN LUCE AND SUPERVISOR WINTER ATTENDED WHERE COUNTY-WIDE TOURISM STUDY WAS DISCUSSED.
- NAPA COUNTY YOUTH AND GANG VIOLENCE PREVENTION TASK FORCE MEETING THAT HE AND SUPERVISOR RIPPEY ATTENDED.
CHAIRMAN LUCE REPORTED ON THE FOLLOWING:
- NAPA SANITATION DISTRICT (NSD) DIGESTER PROJECT IS CURRENTLY ON SCHEDULE AND BUDGET; FLOOD CONTROL IMPACTS; ACCESS PROBLEMS WITH THE MAXWELL BRIDGE REPLACEMENT PROJECT; RAILROAD ISSUES; THE FIRST ASSET MANAGEMENT SYSTEM IS IN PLACE; AND THE NEW DIRECTOR.
