GENERAL INFORMATION
Except
when otherwise specified in its adopted annual calendar or when advertised as a
special meeting, the Napa County Flood Control and Water Conservation Board of
Directors meets the first and third Tuesday of every month at 1:30 P.M. at 1195
Third Street, Room 305, Napa, California 94559. If you require an assistive listening device, interpreter or any
other special arrangement please provide the Clerk of the Napa County Board of
Supervisors with 24-hour notice by calling 253-4580 (253-6088TDD).
The agenda is divided into three main sections:
CONSENT CALENDAR - These matters may include routine financial and
administrative actions, as well as the final adoption of two-reading ordinances
and are approved by a single vote.
SET MATTERS - These items are noticed hearings, work sessions and public hearings.
REGULAR CALENDAR - These items include significant policy and
administrative actions and are classified by program areas. Immediately after approval of the CONSENT
CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR
CALENDAR will be considered.
ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS
THE BOARD ON A MATTER ON THE AGENDA please proceed to the rostrum and, after receiving recognition
from the Chair, give your name, address, and your comments or questions. In order that all interested parties have an
opportunity to speak, please be brief and limit your comments to the specific
subject under discussion. Time
limitations shall be at the discretion of the Chair or Board.

3. 1:30 P.M. PUBLIC COMMENT
At this time, anyone may address the Board of the
Napa County Flood Control and Water Conservation District regarding any subject
not on today’s agenda over which the Board has jurisdiction. Individuals
will be limited to a three-minute presentation. No action will be taken by the Board of the Napa County Flood
Control and Water Conservation District as a result of any item presented at
this time.

District Engineer requests approval of and authorization for the
Chairperson, or in her absence the Vice-Chairperson, to sign a lease agreement
with Edward H. Harrington, Betsy Harrington, James Walter Blackmon, and Beverly
Ann Blackmon, for lease of vacant Units A and B located at 320 River Street in
the City of Napa, through September 30, 2001, for one lump sum payment of
$1,850.
5. District
Engineer requests authorization for out-of-state travel to Washington D.C. for
Board Chairperson Holt, Board Member Henderson (representing the City of Napa),
Assistant District Engineer Peterson, and Project Manager Stanton, for the
purpose of securing the federal FY 2002/2003 annual appropriation for continued
construction funding of the Napa River/Napa Creek Flood Protection Project,
from September 8 through September 12, 2001, at an estimated cost of $1,500
each.
6. District Engineer requests approval of and authorization for the
Chairperson, or in her absence the Vice-Chairperson, to sign an agreement with
Nationwide Auction Systems, to provide auction services for mobile homes, motor
homes, fixtures and equipment acquired through property acquisitions required
by the Napa River/Napa Creek Flood Protection Project, for the term August 21,
2001 through June 30, 2002, with compensation based on ten percent of the
auction proceeds.
7. Approve minutes of Napa County Flood Control and Water Conservation District meeting of June 19, 2001.
8. DISCUSSION OF ITEMS REMOVED FROM THE CONSENT CALENDAR.

9. District Engineer requests approval of donation to the City of Napa Housing Authority of two mobile homes, Units 81 (Serial No. A35C1796CA) and 85 (Serial No. 06700888HA & 06700888HB), acquired during relocation required for the Napa River/Napa Creek Flood Protection Project.

10. District Engineer requests:
a) Approval of and authorization for the Chairperson, or in her absence the Vice-Chairperson, to sign an Agreement with Winzler & Kelly Consulting Engineers for $277,980, for the term August 22, 2001 through June 30, 2002, for preparing the engineering design, specifications and estimate for the relocation of the Napa Sanitation District (NSD) sewer trunk line from Oil Company Road to south of Imola Avenue.
b) Approval
of Budget Transfer No. 10, increasing appropriations in the Measure A – Napa
Project (Fund 6020) Budget by $277,980, with offsetting revenue from Measure A
Sales Tax receipts.

11. District Engineer requests approval of and authorization for the Chairperson, or in her absence the Vice-Chairperson, to sign a Stipulated Settlement Agreement with Karl Rashash and any other documents (including execution and/or acceptance on behalf of the District of all necessary deeds and lease agreement) required to consummate the acquisition of the Chanterelle Restaurant property, located at the northeast corner of First Street and Soscol Avenue (APN# 003-177-003), at a price of $2,500,000.

rescheduling this meeting for
