GENERAL INFORMATION

The Napa County Flood Control and Water Conservation District meets the first and third Tuesday of every month at 1:30 P.M. at 1195 Third Street, Room 305, Napa, California 94559. If you require an assistive listening device, interpreter or any other special arrangement please provide the Clerk of the Napa County Board of Supervisors with 24-hour notice by calling 253-4580 (253-6088TDD).

The agenda is divided into three sections:

CONSENT CALENDAR - These matters include routine financial and administrative actions, as well as the final adoption of ordinances and are approved by a single vote.

SET MATTERS - These items are noticed hearings, work sessions and public hearings.

REGULAR CALENDAR - These items include significant policy and administrative actions and are classified by program areas. Immediately after approval of the CONSENT CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR CALENDAR will be considered.

ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS THE BOARD ON A MATTER ON THE AGENDA please proceed to the rostrum and, after receiving recognition from the Chair, give your name, address, and your comments or questions. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. Time limitations shall be at the discretion of the Chair or Board.

3. 1:30 P.M. PUBLIC COMMENT

At this time, anyone may address the Napa County Flood Control Water Conservation District regarding any subject not on today’s agenda over which the Board has jurisdiction. Individuals will be limited to a three-minute presentation. No action will be taken by the Napa County Flood Control Water Conservation District as a result of any item presented at this time.

 

CONSENT CALENDAR

 

4. District Engineer requests approval of and authorization for Chairman to sign an agreement with Montgomery Watson Americas, Inc. for a maximum of $30,000 for the term August 1, 2000 through June 30, 2001 for services related to the evaluation of contaminated properties and cost estimates for the cleanup of said contamination.

 

  1. District Engineer requests approval of and authorization for Chairman to sign an agreement with Bell Products for lease of an office (formerly Clarks Plumbing) at 901 Eighth Street, Napa, at a cost of $6,750 for the term December 1, 1999 through August 31, 2000.

 

6. District Engineer requests approval of and authorization for District Engineer to sign the following:

    1. Letter of agreement with Napa Sanitation District to share equally in the cost of appraisal of lands of Napa Sanitation District located at 950 Imola Avenue for Napa River/Napa Creek Flood Protection Project purposes; and
    2. Subsequent retainer agreement with neutral appraiser.

 

7. District Engineer requests approval of and authorization for Chairman to sign Amendment No. 4 to Agreement No. 58 (FC) with West Yost and Associates, Inc. extending the term to September 30, 2000 for engineering services related to the Napa River/Napa Creek Flood Protection Project.

 

 

CONSENT CALENDAR – Continued

 

  1. District Engineer requests approval of and authorization for Chairman to sign Amendment No. 3 to Agreement No. 62 (FC) with Sam LaMonica, Nancy LaMonica, Job J. DeBruin and M. Elaine DeBruin for the lease of various office units located at 901 Eighth Street in the City of Napa through August 31, 2000.

 

9. Approve minutes of Napa County Flood Control and Water Conservation District meeting of July 18, 2000.

 

10. DISCUSSION OF ITEMS REMOVED FROM THE CONSENT CALENDAR.

 

REGULAR CALENDAR

 

11. PUBLIC HEARING District Engineer requests the following actions for Joint Zone Project No. 96-1:

    1. Conduct a Protest Hearing on the proposed Fiscal Year 2000/2001 Assessments;
    2. Tally any Protest filed by registered voters and property owners residing within the Project; and
    3. i. If protests are less than 25%, then:

      1. Adopt a resolution finding that the submission of proposed assessment to a vote by qualified electors is not required;
      2. Approve and levy the annual assessments for Fiscal Year 2000/2001; and
      3. Authorize and direct the filing of the Fiscal Year 2000/2001 assessment roll with the Napa County Auditor for posting to the Fiscal Year 2000/2001 Napa County Property Tax Roll (Maintenance and Watershed Management Programs-Project No. 96-1)

      1. If protests are 25% or greater, then:

      1. Abandon the assessment; or
      2. Place the issue of the proposed assessments before the voters.

12. PUBLIC HEARING District Engineer requests the following actions relating to the Napa County Flood Control and Water Conservation District’s Fiscal Year 2000/2001 Final Budgets:

    1. Open Fiscal Year 2000/2001 Final Budget Hearings.
    2. Receive staff’s presentation and accept public testimony on the following budgets, including related policy items:
