GENERAL INFORMATION
The Board of Supervisors meets each Tuesday at 9:00 A.M. at 1195 Third Street, Room 305, Napa, California 94559. If you require an assistive listening device, interpreter or any other special arrangement please provide the Clerk of the Board with 24-hour notice by calling 253-4580 (253-6088TDD).
The agenda is divided into three sections:
CONSENT CALENDAR - These matters include routine financial and administrative actions, as well as the final adoption of ordinances and are approved by a single majority vote.
SET MATTERS - These items are noticed hearings, work sessions and public hearings.
REGULAR CALENDAR - These items include significant policy and administrative actions and are classified by program areas. Immediately after approval of the CONSENT CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR CALENDAR will be considered.
ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS THE BOARD ON A MATTER ON THE AGENDA please proceed to the rostrum and, after receiving recognition from the Chair, give your name, address, and your comments or questions. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. Time limitations shall be at the discretion of the Chair or Board.

In this time period, anyone may address the Board of Supervisors regarding any subject over which the Board has jurisdiction but which is not on today's agenda. Individuals will be limited to a three-minute presentation. No action will be taken by the Board of Supervisors as a result of any item presented at this time.

CRIMINAL JUSTICE
5. Chief Probation Officer requests approval to apply for and authorization to sign an application for a grant of $500,000 (maximum award for three years) from the United States Department of Justice to expand and improve the newly created Juvenile Drug Court Program.
6. Napa Special Investigations Bureau (NSIB) Governing Board requests authorization to distribute to the member agencies $34,000 seized and forfeited from narcotic/drug trafficking investigations in Napa County.

PROPERTY
16. Director of Conservation, Development and Planning requests approval of and authorization for Chairman to sign the following agreements, each compensated based on actual services rendered and expenses incurred through June 30, 2000, for back-up Plan Review and Field Inspection services:
A. Agreement with Linhart, Peterson, Powers Associates; and
B. Agreement with The Phillips Group.
17. Director of Public Works requests authorization for out-of-state travel for County Board of Supervisors member Mike Rippey and Flood Control District staff Dave Dickson to travel to Washington, D.C., from March 18-22, 2000 for meetings regarding the Army Corps of Engineers’ budget.
20. Second reading and adoption of an ordinance amending Sections 10.04.030, 10.04.040, 10.04.050, 10.04.060, 10.04.080 and 10.04.090 of the Napa County Code setting speed zones on certain County roads.

23. County Administrator requests approval of and authorization for Chairman to sign Amendment No. 3 to Contract No. 2599 re-appointing Robert Westmeyer to a new four year term as the Napa County Counsel for the term February 8, 2000 through February 7, 2004.

PUBLIC HEARING Board to consider appeal filed by Steve and Vicki Nethercott to a decision by the Director of Conservation, Development and Planning on November 30, 1999 to cancel building permit application No. B99-1032 for the conversion of a single family residence into a bed and breakfast lodging facility located at 129 Devlin Road within an Industrial Park (IP) Zoning District. (Assessor’s Parcel No. 057-170-007)

PUBLIC HEARING Board to consider appeal filed by Ian and Gale Leech to a decision by the Conservation, Development and Planning Commission on November 3, 1999 to approve Frazier Winery Use Permit Request No. 98480-UP to establish a new winery of 10,000 square feet and an annual production capacity of 50,000 gallons per year (with up to 10,000 gallons per year produced by one custom production operation involving crushing, fermentation, aging and bottling), construct a 1,800 square foot tasting building, convert an existing 2,400 square foot structure to a crushing and fermenting area, and add 16,500 square feet of caves for storage, located on a 45.98 acre parcel at the end of Rapp Lane off Second Avenue within an Agricultural Watershed (AW) Zoning District. PUBLIC HEARING Board to consider appeal filed by John and Giovanna Scruby to a decision by the Director of Conservation, Development and Planning on October 29, 1999 to approve a proposed landscape plan for Cosentino Winery required as Condition of Approval No. 10 of Use Permit No. 93362-MOD, located on a 4.29 acre parcel on the west side of State Highway 29 approximately 1,100 feet south of Yount Mill Road within an Agricultural Preserve (AP) Zoning District. (Assessor’s Parcel No. 027-540-013)
