GENERAL INFORMATION

The Board of Supervisors meets each Tuesday at 9:00 A.M. at 1195 Third Street, Room 305, Napa, California 94559. If you require an assistive listening device, interpreter or any other special arrangement please provide the Clerk of the Board with 24-hour notice by calling 253-4580 (253-6088TDD).

The agenda is divided into three sections:

CONSENT CALENDAR - These matters include routine financial and administrative actions, as well as the final adoption of ordinances and are approved by a single majority vote.

SET MATTERS - These items are noticed hearings, work sessions and public hearings.

REGULAR CALENDAR - These items include significant policy and administrative actions and are classified by program areas. Immediately after approval of the CONSENT CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR CALENDAR will be considered.

ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS THE BOARD ON A MATTER ON THE AGENDA please proceed to the rostrum and, after receiving recognition from the Chair, give your name, address, and your comments or questions. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. CRIMINAL JUSTICE

 

5. Chief Probation Officer requests approval to apply for and authorization to sign an application for a grant of $500,000 (maximum award for three years) from the United States Department of Justice to expand and improve the newly created Juvenile Drug Court Program.

 

6. Napa Special Investigations Bureau (NSIB) Governing Board requests authorization to distribute to the member agencies $34,000 seized and forfeited from narcotic/drug trafficking investigations in Napa County.

 

  1. Sheriff requests authorization for out-of-state travel for Senior Deputy III Jemy Dinov to attend the Sage Less-Lethal Launched Ammunition & Ordinance System, Instructor Certification Program in Kirkland, Washington from March 6-8, 2000 for an approximate cost of $1,600.

  3. Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the renewal of Agreement No. 3991 with Progress Foundation for a maximum of $23,431 for the term October 1, 1999 through September 30, 2000 to provide outreach and case management services to the homeless.

  5. Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the renewal of Agreement No. 2976 with Napa Emergency Women’s Services, (NEWS) Inc. for the term July 1, 1999 through June 30, 2000 to operate the domestic violence women’s shelter and provide training.

  7. Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the renewal of Agreement No. 2131 with the University of California, Davis for $35,100 for the term July 1, 1999 through June 30, 2000 to provide training to Eligibility Division staff.

Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign Amendment No. 3 to Agreement No. 4149 with Alternatives for Better Living increasing the amount by $525 for a new maximum of $5,529 to provide counseling services to clients referred by the Children’s program.

Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign an agreement with Bayberry, Inc. for a maximum of $15,000 for the term January 1, 2000 through June 30, 2000 to provide respite care to caregivers and families of clients referred by the Children’s Behavioral Health programs.

Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign an agreement with Nice Alterman & Associates for a maximum of $40,000 for the term January 1, 2000 through March 31, 2000 to provide strategic planning for the Answers Benefiting Children (ABC) program.

  15. Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign the following agreements with Del Domezio, LCSW:

    1. Amendment No. 1 to a Mental Health Managed Care agreement (AUD No. 5087) whose aggregate contract payments will exceed $10,000 during Fiscal Year 1999/00; and
    2. Agreement for a maximum of $910 for the term January 1, 2000 through June 30, 2000 to provide counseling services to clients referred by the Children’s program.

  1. Director of Health and Human Services Agency requests authorization for Auditor to pay claims over one year old totaling $4,137.85 for medical services to children served in the California Children’s Services program. (Details on file with the Clerk of the Board)

 

PROPERTY

 

16. Director of Conservation, Development and Planning requests approval of and authorization for Chairman to sign the following agreements, each compensated based on actual services rendered and expenses incurred through June 30, 2000, for back-up Plan Review and Field Inspection services:

A. Agreement with Linhart, Peterson, Powers Associates; and

B. Agreement with The Phillips Group.

 

17. Director of Public Works requests authorization for out-of-state travel for County Board of Supervisors member Mike Rippey and Flood Control District staff Dave Dickson to travel to Washington, D.C., from March 18-22, 2000 for meetings regarding the Army Corps of Engineers’ budget.

 

  1. Director of Public Works requests adoption of a resolution authorizing the Chairman to sign an agreement with the State of California at an annual rate of $5,000 for the term March 1, 2000 through February 28, 2010 for the sublease of radio vault space and related antenna space at the County’s Atlas Peak Telecommunications Site.

Director of Public Works requests award of the construction contract for the "Management Information Services (MIS) Office Remodel Project," PW 99-17, to Russ Nobles Construction, Inc. of Santa Rosa, California for their low bid of $251,000 including Ad-Alt. No. 1 and authorization for Chairman to sign the contract.

 

20. Second reading and adoption of an ordinance amending Sections 10.04.030, 10.04.040, 10.04.050, 10.04.060, 10.04.080 and 10.04.090 of the Napa County Code setting speed zones on certain County roads.

21. Personnel Director requests the following actions effective February 8, 2000:

    1. Amend the Departmental Allocation List for District Attorney–Family Support Division (Budget Unit 22500) deleting one (1) Family Support Compliance Specialist and adding one (1) (M) Family Support Program Manager;
    2. Amend the Table and Index of Classes deleting Family Support Compliance Specialist and adding Family Support Program Manager;
    3. Approve new class specification for Family Support Program Manager; and

D. Amend appropriate policies adding Family Support Program Manager.

  1. Regional Training Employment Coordinator requests approval of and authorization for Chairman to sign the following amendments related to the North Bay Employment Connection grant:

    1. Amendment No. 2 to Agreement No. 4114 with Sonoma County Private Industry Council increasing the amount by $69,143 for a new maximum of $144,606 and extending the term through June 30, 2000 for the continued implementation of the marketing plan; and
    2. Amendment No. 2 to Agreement No. 4115 with Marin County Private Industry Council increasing the amount by $62,500 for a new maximum of $177,556 and extending the term through June 30, 2000 for the continued implementation of the electronic one-stop system.

 

23. County Administrator requests approval of and authorization for Chairman to sign Amendment No. 3 to Contract No. 2599 re-appointing Robert Westmeyer to a new four year term as the Napa County Counsel for the term February 8, 2000 through February 7, 2004.

 

  1. County Administrator requests approval of and authorization for Chairman to sign an agreement with the Bilingual Broadcasting Foundation, Inc. for $52,110 for the term January 1, 2000 to June 30, 2000 to promote Census 2000 in English and Spanish throughout Napa County.

25. County Administrator requests the following actions related to the District Attorney’s Family Support Division budget (Budget Unit 22500):

    1. Approval of a journal entry transferring $120,043 from the General Fund, Fund Balance to the District Attorney Family Support Division Excess Incentive Revenue Trust Fund;
    2. Approval of Budget Transfer No. 44 appropriating $120,043 with offsetting revenues from the District Attorney Family Support Division Excess Incentive Revenue Trust Fund; and
    3. Authorization to pay $120,043 to the State of California, Department of Social Services.

PUBLIC HEARING Board to consider appeal filed by Steve and Vicki Nethercott to a decision by the Director of Conservation, Development and Planning on November 30, 1999 to cancel building permit application No. B99-1032 for the conversion of a single family residence into a bed and breakfast lodging facility located at 129 Devlin Road within an Industrial Park (IP) Zoning District. (Assessor’s Parcel No. 057-170-007)

ENVIRONMENTAL DETERMINATION: Exempt from California Environmental

Quality Act (CEQA).

30. 9:30 A.M. PUBLIC HEARING Board to consider appeal filed by Ian and Gale Leech to a decision by the Conservation, Development and Planning Commission on November 3, 1999 to approve Frazier Winery Use Permit Request No. 98480-UP to establish a new winery of 10,000 square feet and an annual production capacity of 50,000 gallons per year (with up to 10,000 gallons per year produced by one custom production operation involving crushing, fermentation, aging and bottling), construct a 1,800 square foot tasting building, convert an existing 2,400 square foot structure to a crushing and fermenting area, and add 16,500 square feet of caves for storage, located on a 45.98 acre parcel at the end of Rapp Lane off Second Avenue within an Agricultural Watershed (AW) Zoning District. (Assessor’s Parcel No. 052-170-042)

31. 11:00 A.M. PUBLIC HEARING Board to consider appeal filed by John and Giovanna Scruby to a decision by the Director of Conservation, Development and Planning on October 29, 1999 to approve a proposed landscape plan for Cosentino Winery required as Condition of Approval No. 10 of Use Permit No. 93362-MOD, located on a 4.29 acre parcel on the west side of State Highway 29 approximately 1,100 feet south of Yount Mill Road within an Agricultural Preserve (AP) Zoning District. (Assessor’s Parcel No. 027-540-013)

    2. A maintenance agreement with ATI for the term March 27, 2000 through March 27, 2001, at no cost to the County for the first year, and establishing the option to extend this agreement on an annual basis at a cost not to exceed $7,755 per year.
