GENERAL
INFORMATION The Board of Supervisors
meets each Tuesday at The agenda is divided into three sections: CONSENT ITEMS -
These matters typically include routine financial or administrative actions,
as well as final adoption of ordinances that cannot be both introduced and
adopted at the same meeting. Any item
on the CONSENT CALENDAR will be discussed separately at the request of any
person. CONSENT CALENDAR items are
usually approved with a single motion. SET MATTERS - PUBLIC
HEARINGS - These items are noticed hearings, work sessions, and items
with a previously set time. ADMINISTRATIVE ITEMS - These items include significant policy and administrative actions
and are classified by program areas.
Immediately after approval of the CONSENT CALENDAR, if the time for
hearing SET MATTERS has not arrived, ADMINISTRATIVE ITEMS will be considered. Documents for all agenda
items are on file with the Clerk of the Board. ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS THE BOARD ON A MATTER

Human Services
A. Director of Health and Human Services
requests approval of and authorization for the Chair to sign Amendment No. 1 to
Agreement No. 4072 with Community Action of Napa Valley, Inc., revising the
tobacco control services operating budget.
B. Director of Health and Human Services requests approval
of and authorization for the Chair to sign Amendment No. 1 to Agreement No.
4660 with Don Scully, MFT, increasing the amount by $2,000 for a new maximum of
$3,500 to provide services in the Mental Health Outpatient Managed Care
Program.
C. Director of Health and Human Services
requests approval of and authorization for the Chair to sign an agreement with
ALDEA, Inc., for a maximum of $62,095 for the term
D. Director of Health and Human Services
requests approval of and authorization for the Chair to sign the following
agreements with Duerr Evaluation Resources for the term
1) An agreement for a maximum of $15,225
to provide program evaluation services for the Safe and Drug Free Schools and
Communities grant; and
2) A Business Associate Agreement setting
forth the terms and conditions of the Health Insurance Portability and
Accountability Act of 1996 (HIPAA) Privacy Rule.
Community Resources &
Infrastructure
E. Agricultural Commissioner requests approval of and authorization for the Chair to sign the renewal of Agreement No. 4759 with the California Department of Food and Agriculture reimbursing the County for costs not to exceed $7,500 over the period of October 1, 2003 through June 30, 2005 for activities related to the collection of acreage/variety information from producers of certain permanently planted agricultural crops including grapes, prunes, and walnuts.
F. Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 3 to Agreement No. 4535 with RossDrulisCusenbery Architecture, Inc. increasing the amount by $7,500 for a new maximum of $1,277,683 for additional architectural consulting services relating to furniture, fixtures and equipment coordination for the Juvenile Justice Center Project, PW 02-17.

requests authorization to draw a warrant in the amount of $39,723.72 from the
Napa County Fair Fund, payable to the Napa County Fair, for the purpose of
replenishing their operating fund.

9. ADMINISTRATIVE ITEMS
A. County Executive Officer requests
adoption of a resolution authorizing a bridge financing loan in the amount of
$409,000, to Napa Valley Community Housing, for the development of a 29-unit
affordable housing development known as Magnolia Park Townhomes, and
authorization for the Chair to sign the Loan Agreement and any related
documents.
B. Regional Coordinator requests approval of the following
actions regarding the North Bay Employment Connection workforce collaborative
between Napa, Solano, Marin and Sonoma counties:
1) Complete current grant projects;
2) Continue to solicit outside funding for Napa County
activities; and
3) Authorization for the Chair to sign an agreement with Sonoma
State University on behalf of its California Institute on Human Services for a
maximum amount of $98,000 for the term March 1, 2004 through September 30, 2004
to assist with managing Projects INCLUSION, DEVELOP, CHOICE, and COMPASS for
people with disabilities seeking employment.
