GENERAL INFORMATION
The
Board of Supervisors meets each Tuesday at 9:00 A.M. at 1195 Third Street, Room
305, Napa, California 94559. If you
require an assistive listening device, interpreter or any other special
arrangement please provide the Clerk of the Board with 24-hour notice by
calling 253-4580 (253-6088TDD).
The agenda is divided into three sections:
CONSENT CALENDAR - These matters include routine financial and
administrative actions, as well as the final adoption of ordinances and are
approved by a single majority vote.
SET MATTERS - These items are noticed hearings, work sessions and public hearings.
REGULAR CALENDAR - These items include significant policy and
administrative actions and are classified by program areas. Immediately after approval of the CONSENT
CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR CALENDAR
will be considered.

Assessor/Recorder-County Clerk requests approval of extension of Leave
Without Pay for an Appraiser II for an additional 49 weeks in accordance with
Napa County MOU 28.7(c) through October 19, 2001.
9. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign an
agreement with Solano EMS Cooperative, Piner Ambulance Company and Medic
Ambulance Service for advanced life support ambulance service in Gordon Valley.

10. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign an
agreement with Maxwell, Duchemin, Hallis and Trotter for a maximum of $22,000
for the term November 1, 2000 through June 30, 2001 to provide consultation and
compilation of the State Department of Mental Health Cost Report for Fiscal Year
1999-2000.
11. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign
Amendment No. 5 to Agreement No. 3099 with Mercy-St. Helena Ambulance Service
extending the term to October 31, 2002.

12. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign the
renewal of Agreement No. 2390 with the California Department of Mental Health
for $163,466 for the term July 1, 2000 through June 30, 2001 for the
Conditional Release Program (CONREP).
13. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign the
renewal of Agreement No. 2131 with The Regents of the University of California
for $32,045 for the term July 1, 2000 through June 30, 2001 to provide
eligibility training.
14. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign the
renewal of Agreement No. 2596 with ALDEA, Inc. for a maximum of $46,240 for the
term July 1, 2000 through June 30, 2001 to provide bilingual counseling
services.
15. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign the
renewal of Agreement No. 3960 with Solano Diversified Services, Inc. for a
maximum of $17,326 for the term July 1, 2000 through June 30, 2001 for client
mental health services.
16. Director of Health and Human
Services Agency requests approval of and authorization for Chairman to sign the
renewal of Agreement No. 2156 with Progress Foundation for a maximum of
$969,796 for the term July 1, 2000 through June 30, 2001 for the operation of
mental health residential facilities.

17. Director of Health and Human
Services Agency requests authorization to submit an application to The
California Endowment for a grant in the amount of $400,000 for three years, for
Special Opportunity in Mental Health Funding to expand services at the
Therapeutic Child Care Center.
18. Director of Health and Human
Services Agency requests the following actions, effective November 11, 2000:
A.
Amendment of the Departmental Allocation List for Social Services:
i.
Add one (1) Assistant Behavior Health Care Manager-Children's position,
two (2) Social Worker IV positions and one (1) Senior Office Assistant
position; and
ii.
Delete one (1) .5 Social Worker IV position.
B.
Amendment of the Departmental Allocation List for Health and Human
Services Administration to delete one (1) Staff Services Manager position; and
C.
Approve Budget Transfer No. 28 to appropriate $93,703 for
salary/benefits and computer equipment with offsetting revenue from State and
Federal allocations. (4/5 vote required)

19. Director of Public Works
requests approval of and authorization for Chairman to sign an agreement with
Shutt Moen Associates for a maximum of $175,000 for the term October 31, 2000
through October 31, 2002 for specialized engineering and professional services
related to the preparation of the Airport Master Plan Update.
20.
Director of Public Works requests approval of and authorization for
Chairman to sign an agreement between The Paladini Family Trust (50%) and
Joseph L. Potter, a single person (50%), collectively known as the
"Lessor" and the County of Napa to house the Napa City-County
Library's adult literacy program at 833 Franklin Street for a monthly cost of
$350 for a one year term commencing November 7, 2000 and expiring October 31,
2001.

Director of Public Works requests approval of and authorization for
Chairman to sign a sublease agreement with Napa Valley Family Medical Group,
Inc. dba Axis-MSO, Inc., to accommodate additional staff of the Family Court
Services Division of the Napa Courts at 625 Imperial Way, Suite 8-2, at a
monthly rent of $365 for the term November 1, 2000 through June 30, 2001.
22. Director of Public Works
requests approval of and authorization for Chairman to sign Amendment No. 4 to
Agreement No. 4166 with Glass Architects to develop a preliminary design for
earthquake repairs relating to the Hall of Justice, Historic Courthouse and
Records Center with a maximum amount for preliminary design of $10,000.
23. Director of Public Works
requests approval of and authorization for Chairman to sign an agreement with
Rombauer Vineyards, to lease 21,000 square feet of airport land for the term
November 1, 2000 through October 31, 2020 for the construction of an aircraft
storage hangar at an annual rent of $4,620.
24. Director of Public Works
requests acceptance of the work as complete and authorization for Chairman to
sign and file a Notice of Completion with the Clerk/Recorder for Contract No.
PW 99-17, "M.I.S. Office Remodel."
25. County Counsel requests
approval of and authorization for Chairman to sign a Professional Services
Agreement with Donna Oldford for a maximum of $15,000 annually effective July
1, 2000 to assist County Counsel and the Conservation, Development and Planning
Department in processing land use applications principally involving the
Montalcino, Doctors' Company and Mai/Chardonnay Hotel projects.
26. County Counsel requests
approval of and authorization for Chairman to sign a Professional Services
Agreement with Jayne Herman for a maximum of $15,000 for the term November 7,
2000 through June 30, 2001 for the purpose of preparing a comprehensive
revision of the County of Napa's local rules implementing the California
Environmental Quality Act (CEQA) Guidelines.

27. Personnel Director requests
approval to pay vacation accrued over 360 hours to a Road Maintenance
Supervisor.
28. Regional Training Employment
Coordinator requests approval of and authorization for Chairman to sign the
following amendments related to the North Bay Employment Connection grant:
A.
Amendment No. 3 to Agreement No. 4114 with Sonoma County Private
Industry Council increasing the amount by $17,000 for a new total of $161,606
and extending the term through December 31, 2000; and
B.
Amendment No. 3 to Agreement No. 4125 with Solano County Private
Industry Council increasing the amount by $17,000 for a new total of $234,001
and extending the term through December 31, 2000.
29. County
Administrator/Purchasing Agent requests authorization to declare certain items
as surplus and dispose of them at public auction. (Complete list on file
with the Clerk of the Board)
30. County
Administrator/Purchasing Agent requests approval for a waiver of competitive
bidding for the purchase of a high-density mobile filing system for the
Planning Department.
31. Approve minutes of Board of Supervisors’ meetings of October 3 and
October 10, 2000.

33. 9:10 A.M. Board
to consider the following actions to initiate additional hours of operation at
the Napa Branch of the Napa City-County Library system. (Supervisor Wagenknecht)
(4/5 VOTE REQUIRED)
A. Approve Budget Transfer No. 27
appropriating revenues of $25,000 from the Library Fund 1150 Reserves, $60,000
from Contingencies, and $60,000 from the City of Napa with an offsetting total
appropriation of $145,000;
B. Declare the Board’s intent to increase
the hours of operation, effective upon finalization of items C and D and other
necessary organizational preparations, at the Napa branch of the Napa
City-County Library system (Napa Main Library) by adding open hours of service:
Monday, 5:30 – 9:00 p.m.; Tuesday, 5:30 – 9:00 p.m.; Sunday, 2:00 – 9:00 p.m.
(additional hours);
C. Authorize the County Administrator and
Library Director to negotiate a Joint Powers Agreement (JPA) with the City of
Napa to provide joint funding of additional hours by the City of Napa and the
County commencing January 1, 2001 (or as soon as feasible thereafter) and
continuing for a minimum of three (3) subsequent fiscal years beginning July 1,
2001; and
D. Schedule implementing actions for a
future Board meeting including approval of the recommended JPA agreement,
Department Allocation List changes, and amendment to the Library policies to
increase hours of operation as in item B.
34. 9:30 A.M. Housing Director to discuss and request direction for possible
initiation of a mobilehome park rent stabilization ordinance applicable in the
unincorporated areas of Napa County.

35. 10:00 A.M. Agricultural Commissioner to discuss and request acceptance of the Glassy-winged Sharpshooter and Pierce’s Disease Workplan for Napa County. (Copies of the Workplan are available at the Agricultural Commissioner’s Office and with the Clerk of the Board)
36. 10:30 A.M. Housing Director to discuss and request
possible adoption of a resolution authorizing a $296,000 loan to Catholic
Charities for acquisition of an eight bedroom home to house very low income
women and children and authorization for Chairman to sign the loan agreement
and any related documents, including subordination agreements.

37. 10:30 A.M. Housing Director to discuss and request
possible adoption of a resolution authorizing $500,000 Affordable Housing Trust
Funds to USA Properties Fund and the Napa Valley Community Housing for site
acquisition and construction cost associated with the development of a 117-unit
affordable senior housing project-The Reserve at Napa, located in the City of Napa
(Trancas Street).

requests adoption of a resolution extending the sunset date of Resolution No.
00-118 authorizing the forgiveness of the first $200 of permit fees relating to
