GENERAL INFORMATION

 

The Board of Supervisors meets each Tuesday at 9:00 A.M. at 1195 Third Street, Room 305, Napa, California 94559.  If you require an assistive listening device, interpreter or any other special arrangement please provide the Clerk of the Board with 24-hour notice by calling 253-4580 (253-6088TDD).

 

The agenda is divided into three sections:

 

CONSENT CALENDAR - These matters typically include routine financial or administrative actions, as well as final adoption of ordinances that cannot be both introduced and adopted at the same meeting.  Any item on the CONSENT CALENDAR will be discussed separately at the request of any person.  CONSENT CALENDAR items are usually approved with a single motion.

 

SET MATTERS - These items are noticed hearings, work sessions and public hearings.

 

REGULAR CALENDAR - These items include significant policy and administrative actions and are classified by program areas.  Immediately after approval of the CONSENT CALENDAR, if the time for hearing SET MATTERS has not arrived, the REGULAR CALENDAR will be considered.

 

ANY MEMBER OF THE AUDIENCE DESIRING TO ADDRESS THE BOARD ON A MATTER ON THE AGENDA please proceed to the rostrum and, after receiving recognition from the Chair, give your name, address, and your comments or questions.  In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion.  Time limitations shall be at the discretion of the Chair or Board.

5.        Auditor-Controller requests the Board accept and instruct the Clerk of the Board to file the following Audit Reports for the fiscal year ended June 30, 2001 for the Department of the District Attorney:

 

          A.       Child Recovery Fund; and

          B.       Special Investigation Fund.

6.        Auditor-Controller requests the Board accept and instruct the Clerk of the Board to file the Audit Report for the fiscal year ended June 30, 2000 for the Department of Public Works.  (Report on file with the Clerk of the Board)

 

 

HUMAN SERVICES

 

 

7.        Director of Health and Human Services Agency requests amendment of the Departmental Allocation List adding one (1) Limited Term Alcohol & Drug Counselor III to Substance Abuse Services, effective October 13, 2001.

8.        Director of Health and Human Services Agency requests approval of and authorization for Chairman to sign an agreement with Your Home Nursing Services, Inc. for a maximum of $8,000 for the term July 1, 2001 through June 30, 2002 to provide in-home protective services to dependent adults.

 

 

PROPERTY

 

 

9.        Agricultural Commissioner requests approval of and authorization for Chairman to sign renewals of the following agreements with the California Environmental Protection Agency, Department of Pesticide Regulation, for the term July 1, 2001 through June 30, 2002:

 

          A.       Agreement No. 1733 for reimbursement of costs associated with the enforcement of Restricted Pesticide Permit Regulations with revenue not to exceed $19,590; and

          B.       Agreement No. 3307 for reimbursement of costs associated with the submission of Pesticide Use Data to the Department of Pesticide Regulation with revenue not to exceed $16,880.

 

 

10.      Agricultural Commissioner requests approval of and authorization for Chairman to sign renewals of the following agreements with the California Department of Food and Agriculture and the United States Department of Agriculture for the term July 1, 2001 through June 30, 2002:

 

          A.       Agreement No. 1812 for reimbursement of costs associated with insect detection trapping with revenue not to exceed $33,314;

          B.       Agreement No. 4103 for reimbursement of costs associated with high-risk pest exclusion inspection services with revenue not to exceed $26,278; and

          C.       Agreement No. 2036 and Workplan for a maximum of $48,150 for the provision of animal damage control services.

 

 

11.      Director of Public Works requests approval of and authorization for Chairman to sign Amendment No. 2 to Agreement No. 4202 (Flood Authority Agreement No. 13) with the Napa County Flood Protection and Watershed Improvement Authority extending the term through June 30, 2002 for engineering services relating to flood control work in the unincorporated area surrounding the City of St. Helena.

12.      Director of Public Works requests the following actions:

 

A.       Approval of Budget Transfer No. 23 increasing appropriations in the Equipment Pool's Fund 4030 by $20,000, with offsetting revenues from the Napa County Flood Control and Water Conservation District (FCD), Fund 6020 (4/5 vote required); and

B.       Establish a fixed asset for the purchase of a midsize sedan for the FCD; and

C.       Increase the vehicle allocation for FCD from one to two vehicles.

 

 

13.      Director of Public Works requests amendment of the Departmental Allocation List adding one (1) Custodian to Property Management, effective October 13, 2001.

 

 

14.      Director of Public Works/Aviation requests approval of and authorization for Chairman to sign a Federal Aviation Administration grant application for the installation of perimeter fencing and controlled-access gates at the Napa County Airport.

 

 

GENERAL ADMINISTRATION

 

 

15.      Acting Library Director requests the following actions related to the English Language Literacy Intensive (ELLI) grant:

 

          A.       Acceptance of the grant administered by the California State Library, in the amount of $200,000 for Fiscal Year 2001-2002 and $250,000 for Fiscal Year 2002-2003; and

          B.       Approval of and authorization for Chairman to sign the following agreements for the term of the grant:

                     i)        Amendment No. 1 to Agreement No. 4420 with Beth S. Chamberlain for a maximum of $65,600 in Fiscal Year 2001-2002 and a maximum of $72,000 in Fiscal Year 2002-2003 for coordination services; and

               ii)       Amendment No. 1 to Agreement No. 4421 with Sharon Elwell for a maximum of $49,200 in Fiscal Year 2001-2002 and a maximum of $54,000 in Fiscal Year 2002-2003 for implementation services.

16.      Job Training Director requests approval of and authorization for Chairman to sign the following agreements with Napa Valley Unified School District/Napa Valley Adult School:

 

          A.       Agreement for a maximum of $5,000 for the term July 1, 2001 through June 30, 2002 for client job skills training; and

          B.       Agreement for a maximum of $39,350 for the term May 1, 2001 through September 30, 2002 for activities related to Caregivers Training Initiative Grant Program.

 

 

17.      Personnel Director requests amendment of the Departmental Allocation List adding one (1) Senior Library Assistant and deleting one (1) Library Assistant I/II to the Library, effective October 13, 2001.

 

 

18.      Personnel Director requests authorization to amend the Table and Index increasing the salary of certain management positions, effective July 21, 2001.  (Details on file with the Clerk of the Board)

 

 

19.      County Administrator requests approval of Budget Transfer No. 24 transferring $25,000 from Appropriations for Contingencies to County Contributions to donate to the Twin Towers Fund.  (4/5 vote required)

 

 

20.      Approve minutes of Board of Supervisors’ meeting of August 21, 2001.

22.      9:30 A.M.  PUBLIC HEARINGS  Board to consider appeals filed by Josephine Taddei and John & Giovanna Scruby to May 11, 2001 Zoning Administrator decision to approve Cosentino Winery - Use Permit Modification Request No. 00304-MOD to construct a 1,095 square foot metal storage shed along the south side of the existing winery facility for the storage of equipment used for wine production, located on a 4.29 acre parcel on the west side of the State Highway 29 approximately 1,100 feet south of Yount Mill Road within an Agricultural Preserve (AP) Zoning District.  (Assessor’s Parcel No. 027-540-013)  7415 St. Helena Highway.
