6A

Director of Health and Human Services requests approval of and authorization for the Chair to sign the following amendments to Memoranda of Understanding with the Solano-Napa-Yolo Commission on Medical Care, dba Partnership Health Plan of California (PHC):

  1. Amendment No. 1 to Agreement No. 4946 revising Exhibit A to clarify respective roles and responsibilities regarding the California Children’s Services (CCS) program; and
  2. Amendment No. 1 to Agreement No. 4947 revising Exhibit A to clarify respective roles and responsibilities regarding the Child Health and Disability Prevention (CHDP) program.


6B

Director of Health and Human Services Agency requests the following:

  1. Designation of Health and Human Services Agency (HHSA) as the department that administers the county alcohol and drug program, as provided in Section 11800 of the California Heath and Safety Code.
  2. Designation of the HHSA Director as the agency head authorized to appoint the county alcohol and drug program administrator.
  3. Designation of the channel through which the administrator of alcohol and drug programs shall report to the HHSA Director as a direct reporting relationship.

Agricultural Commissioner requests approval of and authorization for the Chair to sign an agreement with Interstate Ag Plastics to provide a recycling program for agricultural chemical containers.


6D

Director of Public Works requests the following:

  1. Approval of Budget Transfer No. 52 appropriating $58,000 in the Capital Improvement budget with offsetting revenues from the Child Support budget for funding the "Child Support Services Re-Carpet Project" PW 07-13; (4/5 vote required) and
  2. Award of the contract for the "Child Support Services Re-Carpet Project,” PW 07-13, to Performance Floor Covering of Cotati, California, for their low base bid of $42,715 and authorization for the Chair to sign the construction contract.

Director of Public Works requests award of the contract "Modifications at Various Napa County Offices" PW 07-05 to Robert C. Jackson of Santa Rosa, California, for their low base bid of $43,986, and authorization for the Chair to sign the construction contract.


6F

Director of Public Works requests award of the contract for the “Napa County Airport Runway 18R-36L Rehabilitation, A.I.P. Project No. 3-06-0162-23 Project,” PW 07-06, to Ghilotti Bros. of San Rafael, California, for their low base bid of $2,564,884.05 and authorization for the Chair to sign the construction contract.

Director of Public Works requests authorization for the Chair to sign:

  1. Certificates of Acceptance for Grant and Easement Deeds of Property from Dorothy Hageman (Assessor's Parcel No. 047-070-022); and
  2. Certificates of Acceptance for a Grant and Easement Deeds of Property from Robert Lee Hudson (Assessor's Parcel No. 047-070-016).

Director of Public Works/Aviation requests approval of and authorization for the Chair to sign Amendment No. 2 to Agreement No. 6573 with Mead and Hunt, Inc. increasing the amount by $230,000 for a new maximum of $651,800 and amending the Scope of Work to include construction management for the Runway 18R-36L Rehabilitation Project.

Human Resources Director requests approval to reimburse the interstate relocation and temporary living expenses for Ms. Tracy Schulze, the newly recruited Assistant Auditor-Controller, in an amount not to exceed $15,000; and the intrastate relocation and temporary living expenses for Ms. Connie Moreno-Peraza, the newly recruited Administrator of Alcohol and Drug Programs, in an amount not to exceed $10,000.


6J

Human Resources Director requests adoption of a resolution regarding the following in connection with the County Executive Office's Information Technology Services Division and its Records Management/Mail Services Unit, effective April 7, 2007:

  1. Amend the Departmental Allocation List to:
    1. Delete one (1) (S) Information Systems Supervisor and add one (1) (M) Business Systems Manager-ITS;
    2. Delete one (1) (M) Information Systems Manager II and add one (1) (M) Database Administrator;
    3. Delete one (1) (M) Records Information Manager.
  2. Amend the Table and Index of Classes to:
    1. Delete one (1) (M) Records Information Manager;
    2. Add one (1) (M) Business Systems Manager-ITS and one (1) (M) Database Administrator.
  3. Amend appropriate policies deleting references to the Records Information Manager and adding references to the Business Systems Manager-ITS and Database Administrator.

County Executive Officer requests approval of and authorization for the Chair to sign a Support Services Agreement with Napa County Housing Authority (NCHA) for the term April 3, 2007 through June 30, 2007 for certain administrative and support services.

County Executive Officer requests adoption of a resolution to replace a current resolution concerning the categories of persons that are designated as employees for purposes of workers’ compensation. This resolution adds a new category of persons comprised of inmates assigned to fire suppression and prevention activities (all other categories in the prior resolution remain unchanged except for minor technical edits).

County Fire Chief requests discussion and possible direction from the Board concerning development of a weed abatement ordinance.


9B

County Fire Chief requests the following actions relating to two grants for the County Firewise Program:

  1. Acceptance of two grants and authorization for the Chair to sign the grant agreements for the purchase of a Commercial Wood Chipper, chipper related safety and operating equipment, and chipper related community outreach and advertising expenses in the amount of:
    1. $23,000 from the Fireman's Fund; and
    2. $17,500 from the Bay Area Air Quality Management District (BAAQMD); and
  2. Approval of Budget Transfer No. 50, increasing appropriations in the Fire Department budget by $40,500 with offsetting revenues from the Fireman's Fund and the BAAQMD grants, and establishment of a fixed asset in the amount of $27,500 for the purchase of a Commercial Chipper.  (4/5 vote required)
