1.                  Call to Order.

THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, AUGUST 18, 2004, AT 9:00 A.M.  THE MEETING WAS CALLED TO ORDER BY VICE-CHAIR FIDDAMAN AT 9:03 A.M.

 

 

2.                  Roll Call.

THE FOLLOWING MEMBERS WERE PRESENT:  VICE-CHAIRMAN BOB FIDDAMAN, COMMISSIONERS JIM KING AND JOHN DICKSON.  CHAIRMAN TERRY SCOTT AND COMMISSIONER DAVID GRAVES WERE EXCUSED.

8.                  Professional Balloon Pilots Association & Balloons Above the Valley / County of Napa – Use Permit Request #P04-0179-UP

California Environmental Quality Act (CEQA) Status:  Mitigated Negative Declaration Prepared.  According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, a potentially significant environmental impact in the following area:  traffic.

Request:  Approval of a Use Permit to establish a hot air balloon launch site for a maximum 15 balloon launches per day between the hours of 5:30 a.m. and 9:00 a.m., 7 days per week. The project is located on a 5.73-acre parcel on the east side of Silverado Trail, approximately 1 mile north from its intersection with Yountville Cross Road within the AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #031-110-008)

9.                  Cornelius P. Corbett / Corbett Vineyards Winery– Use Permit Request #02619-UP      
CEQA Status:  Negative Declaration Prepared.  According to the proposed Negative Declaration, the proposed project would have no potentially significant environmental impacts.      
Request:  Approval of a Use Permit to establish a new 30,000 gallon per year winery with:  (1) an 8,243 square foot building and 4,000 square feet of caves for a winery totaling 12,243 square feet; (2) a 4,600 square foot covered work area; (3) no custom crushing activities; (4) two full-time and one part-time employees; (5) six parking spaces; (6) tours and tasting by appointment only with a maximum of 60 visitors per week; (7) a marketing plan with 12 activities per year with an average of 20 and a maximum of 30 people per event and two events per year with a maximum of 50 per event; and, (8) improvements to the existing private access road.  This project is located on 56.48 acre parcel on the south side of White Sulphur Springs Road approximately ˝ mile southwest of its intersection with Sylvaner Avenue, St. Helena within the AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel # 027-020-064) 2959 White Sulphur Springs Road, St. Helena.  (Continued from April 21, and August 04, 2004)

10.              Outpost Wines / True Vineyard, LLC - Variance Request #P04-0329-VAR        
CEQA Status: See item #11.   
Request: Approval of a Variance to the winery road setback requirements set forth in Section 18.104.230 (A) of the County Code to allow two winery buildings to encroach 20 to 40 feet into the required 300 foot setback for private roads.  The project is located on a 42.30 acre parcel on the south side of Summit Lake Drive approximately 3/4 mile from its intersection with White Cottage Road North within an AW (Agricultural Watershed) zoning district.  (APN: 18-200-026) 2075 Summit Lake Drive, Angwin.

11.              Outpost Wines / True Vineyard, LLC – Use Permit Modification Request

#P04-0180-MOD      
CEQA Status: Mitigated Negative Declaration Prepared.  According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas:  biology and hydrology.  
Request:  Approval to modify a Small Winery Use Permit Exemption to: (1) increase production capacity from 20,000 gallons to 30,000 gallons per year; (2) replace two buildings totaling 2,700 square feet with three buildings totaling 9,155 square feet for a winery totaling 9,155 square feet; (3) allow custom crushing activities (crushing, fermentation, barrel aging, and bottling) for 3 custom producers utilizing 50% (15,000 gallons per year) of the total approved winery production capacity; (4) add tours and tasting by appointment only with 6 visitors per week; (5) add a Marketing Plan with five events per year with a maximum of 25 people per event and two events per year with a maximum of 50 people per event; (6) add one part-time employee for a total of two part-time employees; and, (7) construct a special designed wastewater system.  This project is located on a 42.30 acre parcel on the south side of Summit Lake Drive approximately 3/4 mile from its intersection with White Cottage Road North within an AW (Agricultural Watershed) zoning district.  (APN: 018-200-026) 2075 Summit Lake Drive, Angwin.

12.              Groth Vineyards and Winery, LLC / Groth Vineyards Winery – Use Permit Modification Request #P04-0217-MOD      
CEQA Status: Negative Declaration Prepared. According to the proposed Negative Declaration, the proposed project would have no potentially significant environmental impacts.      
Request:  Approval to modify Use Permit #U-138283 to (1) construct an additional 23,300 square feet of production space and an additional 4,940 square feet of office space for a winery totaling 48,040 square feet; (2) construct an additional 6,400 square feet of outdoor production area; (3) add 12 additional employee parking spaces for a total of 21 spaces; and, (4) add nine full and five part-time employees for a total of 21 full and 7 part-time employees.  This project is located on a ±63.09 acre parcel on the north side of Oakville Cross Road approximately 1.5 miles west of the Silverado Trail within an AP (Agricultural Preserve) zoning district.  (APN: 031-050-053) (in the Oakville areas) 750 Oakville Cross Road, Napa.

13.              Planning Commission Study Session Regarding South St. Helena Planning Issues

Notice is hereby given, that on the date and time stated above, the Conservation, Development and Planning Commission will hold a study session regarding planning issues in the South St. Helena area including an update on the Highway 29 St. Helena Specific Plan and the status of a possible joint traffic study between the County and St. Helena for the So. St. Helena Highway 29 traffic corridor.  All interested persons are invited to attend and comment on these topics.  No action will be taken at this meeting.

14.       Napa County General Plan Update Discussion

Notice is hereby given, that on the date and time stated above, an informal discussion will be conducted by the Conservation, Development and Planning Commission to discuss the upcoming comprehensive update of the Napa County General Plan.  All interested persons are invited to attend and participate in the discussion.  No formal action will be taken at this meeting.

15.              Silverado Napa Corporation:  Adoption of a resolution rescinding the Commission's approval of a Parcel Map for Silverado Napa Corporation (04147-PM) due to improper noticing prior to the Commission's action. This item will be properly noticed for consideration at a future public hearing.
CEQA Status:  General Rule (It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable.)
