Negative Declaration, the proposed project would have, if mitigation measures
are not included, a potentially significant environmental impact in the
following areas: noise.
Request: Approval to modify Use Permits 91182-UP,
92406-MOD, and 96692-MOD to: (1) launch up to 5 balloons per day from the
south parking lot adjacent to the Red Hen Antiques building between the hours
of 6:00 a.m. and 9:00 a.m. with staff arriving no earlier than 5:00 a.m.; and,
(2) parking for passengers in the existing south parking lot and no more than 5
vans or trailers in the existing parking spaces immediately to the north of the
Red Hen Antiques building. The project

winery totaling 2,500 square feet; (2) one full-time and two part-time
employees and, (3) four parking spaces; (4) tours and tasting by appointment
only; (5) Custom crush for up to four custom producers utilizing 56% (10,000
gal per year) of the total approved winery production capacity; (6) No

Request: Approval of a Use Permit to establish a new
25,000 gallon per year winery with: (1) conversion
of the existing 1,700 square foot Cider House structure & enclosure of the
covered porch and 2,500 square feet of caves for a winery totaling 4,200 square
feet; (2) a 4,020 square foot covered fermentation and crush pad; (3) custom
crushing activities (crushing, fermentation, barrel aging and bottling) for up
to two custom producers utilizing 50% (12,500 gallons per year) of the total
approved winery production capacity; (4) one full-time and two part-time
employees; (5) retail sales and tours and tasting by appointment only; (6) a
marketing plan with five activities per year for member of the wine trade only
consisting of: two private wine and food
tastings with a maximum of 15 people; two private wine and food events with a
maximum of 25 people; and, one private harvest event with a maximum of 25
people; and, (7) construction of a left-turn lane on Silverado Trail and
improvement of the existing access road.

to the proposed Negative Declaration, the proposed project would have no
potentially significant environmental impacts.
Request: Approval to modify Use Permit #U-168687 to:
(1) construct a 20,657 square foot barrel building addition for a winery
totaling 42,147 square feet with an increase in production from 85,000 gallons
per year to 180,000 gallons per year; (2) construct a 3,028 square foot canopy
over an existing crush pad; (3) increase full-time employees to a total of 12
persons and reduce part-time employees to zero; (4) add 8 parking spaces; (5)
add a marketing plan with 24 activities per year with an average of 35 and
a maximum of 50 people per event and 12 activities per year with an
average of 100 and a maximum of 200 people per event; and (6) install a
storm water detention pond. The project

Plan Amendment #P04-0289-SPAMD consisting of a
minor amendment to the 1986 Airport Industrial Area Specific Plan pertaining to
updated standards for the location and types of allowed commercial retail and
hotel uses. The amendment will establish
two commercial nodes consisting of one resort commercial node coinciding with
the location of the approved Montalcino Resort Hotel, and one business support
commercial node located at the northwest corner of
