included, a potentially significant environmental impact in the following areas: noise.

Request: Approval to modify Use Permits
91182-UP, 92406-MOD, and 96692-MOD to: (1) launch up to 5 balloons per day
from the south parking lot adjacent to the Red Hen Antiques building between
the hours of 6:00 a.m. and 9:00 a.m. with staff arriving no earlier than 5:00
a.m.; and, (2) parking for passengers in the existing south parking lot and no
more than 5 vans or trailers in the existing parking spaces immediately to the
north of the Red Hen Antiques building.
The project is located on a 3.5 acre parcel on the west side of
Solano Avenue immediately south of its intersection with Oak Knoll West
Avenue within a CL (Commercial Limited) zoning district. (Assessor’s Parcel #035-031-009)

Robert Pecota / Two Sisters Winery – Use
Permit Request #03457-UP
CEQA Status: Mitigated Negative
Declaration Prepared. According to the
Mitigated Negative Declaration, the proposed project would have, if mitigation
measures are not included, potentially significant environmental impacts in the
following areas: traffic.
Request: Approval of a Use Permit to establish a new
25,000 gallon per year winery with:
(1) a 4,800 square foot winery building with 3,200 square feet of
additional barrel storage for a winery totaling 8,000 square feet; (2) a 2,080
square foot covered work area adjacent to the barrel storage facility; (3) no
custom crushing activities; (4) one full and two part-time employees; (5) six
parking spaces; (6) tours and tasting by appointment only; (7) a marketing plan
with two annual private promotional tours, tastings and meals with an maximum
of 15 people per event, two events with a maximum of 25 people per event;
and (8) one annual “harvest” event with a maximum of 50 people. This project is located on a 10.01 acre
parcel (after a lot line adjustment) on a private road on the northeast side of
State Highway 128 approximately 2,200 feet north from its intersection with
Tubbs Lane within an AP (Agricultural Preserve) zoning district. (Assessor’s Parcel #017-160-050 & 051)

Cellars – Use Permit Modification #03511-UP (MOD)

Status: Mitigated Negative Declaration
Prepared. According to the Mitigated
Negative Declaration, the proposed project would have, if mitigation measures
are not included, potentially significant environmental impacts in the
following areas: aesthetics,
cultural resources and noise.
Request: Approval of a Use Permit modification for a 4-phase upgrade of the operations and facilities and modification of Marketing Events of a 500,000 gallon per year winery to: Phase 1 (2004) (1) increase full-time employees from 39 to 50; and, (2) replace existing “old barrel room” with new sales and tasting area for a winery totaling 43,442 square feet; Phase 2 (2005-2006) (1) construct a 2,097 square foot addition, relocating entry and add new reception area, private tasting rooms, and sales room on the north side of the winery and construct a 7,827 square foot addition on the north side of the winery for warehousing, packing and related office space for a winery totaling 53,366 square feet; (2) demolish residence and garage north of winery and construct a new driveway entrance and 57-space parking lot for a total of 117 on-site spaces; (3) add new landscaping for new entry, driveway and new main entry courtyard; and, (4) install pipes for an expanded septic system; Phase 3 (2005-2006) (1) construct a new 7,056 square foot addition to the east side of winery for a winery office, lab, increased barrel storage and two multi-purpose rooms for a winery totaling 60,422 square feet; and, (2) convert an existing parking area into a garden; Phase 4 (2006-2008) (1) convert former sales and tasting room and a storage area into permanent offices and convert second floor storage area and open area into a total 751 square foot office space for a winery totaling 62,176 square feet ; (2) increase full-time employees from 50 to 64; and, (3) expand the domestic septic system. Modify existing Marketing Events as follows: (1) increase the annual open house two days in February for a maximum total attendance for both days of 624 persons; (2) add 3 events (Cabernet Release Day, Grilling Day and Rubaiyat Day) with maximum of 195 persons per event; (3) increase the Annual American Harvest Workshop attendance from 15 to 30 persons; (4) increase the maximum attendance of various meals and educational food and wine preparation/pairing events for the trade associates and invited consumers from 40 to 50 persons, with an average attendance of 10 people per event; and, (5) increase food service events from a maximum of 10 to a maximum 14 events per week. This project is located on a 36.39 acres, the east side of State Highway 29 (St. Helena Hwy) approximately 4,800 feet north of Oakville Cross Road within an AP (Agricultural Preserve) zoning district. 18.08.460 and 18.120.010(B) to the Napa County Code regarding personal use
airports and heliports, emergency medical services landing sites and temporary
helicopter landing sites in the unincorporated portions of Napa County.
CEQA Status:
Categorically exempt pursuant to 14 CCR 15305: Minor alterations
in land use limitations in areas with an average slope of less than 20%, which
do not result in any changes in land use or density. (Class 5)

RECOMMENDATION: CATEGORICALLY EXEMPT

AVERAGE SLOPE OF LESS THAN 20%, WHICH DO NOT RESULT IN ANY CHANGES IN LAND USE
OR DENSITY (CLASS 5).
THE COMMISSION RECOMMENDED THE BOARD OF SUPERVISORS APPROVE PROPOSED ORDINANCE AMENDMENT #P04-0198-ORD BASED ON RECOMMENDATIONS 1, 2 AND 3 AS REFERENCED IN THE STAFF REPORT DATED MAY 5, 2004 AND ADDING LANGUAGE REGARDING EMERGENCY VEHICLES.
