THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, MARCH 6, 2002, AT 9:00 A.M.

9.                  Rossini Winery/Ven-Cal Partnership - Variance Request #00230-VAR

CEQA Status:  Mitigated Negative Declaration Prepared.

Request:  Approval of a variance from the 300 foot winery road setback regulations (Section 18.104.230 (A)(2) of the Napa County Code) to permit the modification and utilization of an existing 2,520 square foot historic winery located approximately 105 feet from the centerline of an unnamed 40-foot right-of-way, on a 62.92 acre parcel on the north side of Crystal Springs Road, approximately one mile east of its intersection with Silverado Trail within an AW (Agricultural Watershed) zoning district.  (Assessor's Parcel #021-420-035 SFAP) 400 Crystal Springs Road, St. Helena.

10.              Rossini Winery/Ven-Cal Partnership - Use Permit Request #00227-UP

CEQA Status:  Mitigated Negative Declaration Prepared.

Request:  Approval to establish a 20,000 gallon/year winery within an existing 2,520 square foot historic winery building; to add 2,060 square feet of new construction and 6,110 square feet of new cave barrel storage; to allow tours and tasting by appointment only; to implement a marketing plan with ten marketing events; and to allow for retail sales to members of the wine trade by prior appointment located on a 62.92 acre parcel on the north side of Crystal Springs Road, approximately one mile east of its intersection with Silverado Trail within an AW (Agricultural Watershed) zoning district.  (Assessor's Parcel # 021-420-035 SFAP) 400 Crystal Springs Road, St. Helena.

11.              HMS Vineyards, LLC - Variance Request #00502-VAR        
CEQA Status:  Mitigated Negative Declaration prepared    
Request: Approval of a variance from the 300 foot winery road setback regulations for Meadowood Lane and the 600 foot winery road setback regulations for Silverado Trail (Section 18.104.230 (A)(1)(2) to permit the construction of five new buildings totaling approximately 22,440 square feet and 19,935 square feet of caves, located on a 20.01 acre parcel on the east side of Silverado Trail approximately 1,600 feet north of its intersection with Howell Mountain Road within an AW (Agricultural Watershed) zoning district. (Assessor’s Parcel #025-110-053) 1030 Silverado Trail, St. Helena.

12.              HMS Vineyards, LLC - Use Permit Request #00501-UP      
CEQA Status:  Mitigated Negative Declaration prepared    
Request: Approval to establish a 48,000 gallon/year winery of approximately 22,440 square feet with approximately 19,935 square feet of caves, for a total winery facility size of 42,375 square feet, allow for tours and tastings by appointment only, allow retail wine sales, implement a marketing plan with 42 marketing activities per year, allow for the construction of a new road connecting Silverado Trail and Meadowood Lane and approve an exception to the Conservation Regulations to permit the conversion of approximately one acre of existing orchard to vineyard on slopes greater than 30%, located on a 20.01 acre parcel on the east side of Silverado Trail approximately 1,600 feet north of its intersection with Howell Mountain Road within an AW (Agricultural Watershed) zoning district. (Assessor’s Parcel #025-110-053) 1030 Silverado Trail, St. Helena.

13.              Snowden Vineyards LLC/Randolf Snowden, Etal – Use Permit Request #01261-UP  
CEQA Status:  Negative Declaration prepared.      
Request:  Approval to establish a 30,000 gallon/year winery of approximately 8,025 square feet with 18,900 square feet of caves, allow custom crushing activities (crushing, fermentation, barrel aging and bottling) for up to two (2) custom producers utilizing 29 % (8,800 gallons per year) of the total winery production, allow limited retail wine sales, tours and tasting by appointment only, and to implement a marketing plan with a maximum of 12 marketing activities per year, located on a 160 acre parcel 306 feet north of Auberge Road, approximately 0.5 miles from its intersection with Rutherford Hill Road within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #025-180-057)  Auberge Road, St. Helena.
