THE CONSERVATION, DEVELOPMENT AND PLANNING COMMISSION OF THE COUNTY OF NAPA MET IN REGULAR SESSION, WEDNESDAY, NOVEMBER 3, 1999 AT 9:00 A.M.

THE FOLLOWING MEMBERS WERE PRESENT: CHAIRMAN JIM KING, COMMISSIONERS, TONY HOLZHAUER, KAREN WYETH, DAVID GRAVES AND GLORIA BEUTLER.

California Environmental Quality Act (CEQA) Status:  Categorically Exempt.  Request:  Approval of construction of an entry structure, 14 feet maximum height with 24 inch globe lights on the top of the entry posts and varied fence heights, two to six feet within the 70 foot road setback, located on a 56.74 acre parcel, on the east side of Silverado Trail approximately 800 feet south of its intersection with Oak Knoll Avenue within an AP (Agricultural Preserve) zoning district.  (Assessor’s Parcel 39-400-072)

California Environmental Quality Act Status (CEQA):  Negative Declaration Prepared.

Request:  Approval to increase the annual production capacity 120,000 to 240,000 gallons of an existing winery with approved phased expansion, with no changes to the approved operation except adding three employees and adding leachfield, located on a 9.9 acre parcel on the west side of Dealy Lane approximately 800 feet south of Henry Road intersection within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #047-370-001) 1285 Dealy Lane, Napa.

COMMISSIONER GRAVES ADVISED REGARDING HIS CONFLICT OF INTEREST.

9.       Frazier Winery – Use Permit Request #98480-UP

CEQA Status:  Negative Declaration Prepared.  Request:  Approval to establish a new winery of 10,000 square feet and an annual production capacity of 50,000 gallons per year (with up to 10,000 gallons per year produced by one custom production operation involving crushing, fermentation, aging, and bottling), construct a 1,800 square foot tasting building, convert an existing 2,400 square foot structure to a crushing and fermenting area, and add 16,500 square feet of caves for storage, located on a 45.98 acre parcel at the end of Rapp Lane off Second Avenue within an AW (Agricultural Watershed) zoning district.  (Assessor’s Parcel #052-170-042)

10.       Proposed Zoning Ordinance Amendment #99055-ORD amending Title 18 of the Napa County Code to comprehensively revise the County’s Sign Regulations last substantially amended in August 1993 and which are effective Countywide.  Specifically, the ordinance, if adopted, will amend Chapter 18.116 of the County’s zoning ordinance by adding new sections for signs in the Airport Industrial Area; substantially clarifying procedural requirements; revising the abatement schedule for nonconforming signs; adding size requirements for certain winery signs; and prohibiting large billboards.  California Environmental Quality Act Status (CEQA):  Categorically Exempt from CEQA (Class 5).

THE COMMISSION FOUND THAT ZONING ORDINANCE AMENDMENT #99055-ORD IS CONSISTENT WITH THE APPLICABLE PROVISIONS OF THE NAPA COUNTY GENERAL AND SPECIFIC PLANS AND RECOMMENDED ADOPTION OF ZONING ORDINANCE AMENDMENT #99055-ORD TO THE BOARD OF SUPERVISORS.

11.     Darryl Sattui/Villa Amorosa - Use Permit Request #97445-UP

CEQA Status:  Negative Declaration Prepared.  Request:  Approval for a modification of Use Permit #U-278485 to make certain changes to an approved and partially constructed 96,000 square foot, 250,000 gallon per year winery consisting of (1) an increase in square footage of the wine storage building from 13,187 square feet to 25,600 square feet, (2) the addition of bottling, office, workshop and miscellaneous storage areas within the wine storage building, (3) expansion of the wine storage caves from 24,749 square feet to 30,000 square feet, (4) the establishment of additional access and outdoor work area on the northeast side of the storage building, and (5) a revision of project phasing, located on 108.9 acres on the west side of State Highway 29 approximately 300 feet south of Maple Lane in an AW (Agricultural Watershed) zoning district.  (Assessor's Parcels #20-230-001 and 20-390-006)  4045 St. Helena Highway, Calistoga.

12.              Darioush Khaledi - Use Permit Request #99008-MOD

California Environmental Quality Act (CEQA) Status:  General Rule.  Request:  Approval to modify an approved 100,000 gallon/year winery with public tours and tasting by relocating and redesigning the remaining portion of the winery with a reduction in size from 21,252 to 17,611 square feet; relocating and reducing the number of approved parking spaces from 45 to 30 spaces; and deleting Condition #10 of the original use permit requiring design and color of the winery structure be compatible with the rural surroundings located on a 28.45± acre parcel on the northeast side of Silverado Trail approximately 3800 feet northwest of Soda Canyon Road within an AP (Agricultural Preserve) zoning district.  (Assessor's Parcel #39-400-075)

COMMISSIONER WYETH QUESTIONED THE POSSIBILITY OF THE COMMISSION BEING INFORMED AS TO THE STAFF PERSON WORKING ON A PARTICULAR MATTER.

 

STAFF INDICATED THAT INITIALS OF THE STAFF PERSON APPEAR IN BOLD AT THE RIGHT MARGIN BELOW THE LEGAL DESCRIPTION ON THE AGENDA.
