County Executive Officer seeks discussion and possible action on House Resolution 975 (Rohrbacher), the Respect State Marijuana Laws Act of 2017, that amends the Controlled Substances Act, providing that the Act's regulatory controls and administrative, civil, and criminal penalties do not apply to a person who produces, possesses, distributes, dispenses, administers, or delivers cannabis in compliance with state laws.

County Executive Officer seeks discussion and possible action on H.R. 2215 (Perlmutter; D-CO) that seeks to create protections for depository institutions that provide financial services to legitimate cannabis-related businesses.

County Executive Officer requests discussion of and possible action on AB 471 (Ting), that seeks to authorize the Department of Alcoholic Beverage Control to extend by four additional years the current law that allows Napa County to receive five new liquor licenses in 2017 given to bonafide eating establishments. The four-year extension would begin on January 1, 2018.

County Executive Officer requests discussion of and possible action on AB 1315 (Mullin) that seeks to establish the Early Psychosis Intervention Plus Program whereby specified programs use evidence-based approaches and services to identify and support clinical and functional recovery of individuals by reducing the severity of first, or early, episode psychotic symptoms and mood disorders.
