Chief Probation Officer requests approval of and authorization for the Chair to sign Amendment No.1 to Agreement No. 6600 with the Loyd Wolfe Juvenile Justice Network increasing the amount by $34,000 for a new maximum of $187,176 to provide various services to minors and their families under the supervision of the Napa County Probation Department.

Director of Health and Human Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Revenue Agreement No. 7385 with Tulare County Superintendent of Schools, doing business as California Friday Night Live Partnership, extending the term through November 30, 2010 regarding funding for an evaluation of the Friday Night Live Program to help prevent underage drinking.

Director of Health and Human Services requests approval of and authorization for the Chair to sign the renewal of Revenue Agreement No. 6488 for the term July 1, 2010 through June 30, 2011 accepting Homeless Management Information System (HMIS) grant funding in the amount of $19,950 from the U.S. Department of Housing and Urban Development (HUD).

Directors of Conservation, Development & Planning, Public Works, and Environmental Management, along with the Napa County Fire Marshal request approval of and authorization for the Chair to sign an agreement with the Halle Group for a maximum of $52,500 for the term September 21, 2010 through June 30, 2011 for work related to customer service in departments responsible for issuing building, planning, and other permits.

Director of Public Works requests approval of Budget Transfer No. HHS002 increasing appropriations in the Equipment Pool budget with offsetting revenue and establishment of a fixed asset in the amount of $27,876 for the purchase of a vehicle for the Women, Infants and Children (WIC) program in the Public Health Division of the Napa County Health and Human Services Agency. (4/5 vote required)

Director of Public Works requests the adoption of a resolution temporarily closing a portion of Berryessa-Knoxville Road from 9:00 A.M. to 12:30 P.M. on Saturday, October 9, 2010 for the 7th annual "Tri Girl Tri Triathlon."

Director of Public Works requests the following actions:

  1. Award of the contracts listed below to the following contractors for their respective low base bids, and authorization for the Chair to sign the construction contracts: 
    1. Buhman Avenue Overlay," RDS 10-35 to Vintage Paving Company of Winters, California for their low base bid of $189,416 with Additive Alternate No. 1 of $20,155 and Additive Alternate No. 2 of $20,155 for a total contract amount of $229,726;
    2. "Road Surface Treatments - Berryessa, Monticello, and Silverado Residential Community Vicinities," RDS 10-37 to Valley Slurry Seal of West Sacramento, California for their low base bid of $594,228;
    3. "Road Surface Treatments - St. Helena and Vicinity," RDS 10-38 to Valley Slurry Seal of West Sacramento, California for their low base bid of $267,010;
    4. "Devlin Road Overlay" RDS 10-39 to Vintage Paving Company of Winters, California for their low base bid of $238,939 with Additive Alternate No. 1 of $22,576 and Additive Alternate No. 2 of $22,576 for a total contract amount of $284,091; and
  2. Approval of Budget Transfer No. DPW009 appropriating $1,340,579 with an offsetting reduction in appropriations within the Roads budget for the above listed projects funded by Proposition 1B.  (4/5 vote required)

Assessor-Recorder-County Clerk requests approval of and authorization for the Chair to sign Addendum No. 5 to Memorandum of Understanding Agreement No. 6527 with the California Department of Justice increasing the amount by $1,094.35 for a new maximum of $16,416 extending the term through June 30, 2011 for a sixth year of participation and cost-sharing in a statewide Electronic Recording Delivery System (ERDS).

Chief Information Officer requests approval of and authorization for the Chair to sign an agreement (formerly No. AUD 5947) with Granicus Inc. for an annual maximum of $17,814 for the term July 1, 2010 through June 30, 2011 with a provision for automatic renewal for the ongoing system management for the internet broadcasting of the public meetings.

County Counsel requests adoption of resolutions removing NCTPA as an employer from the County's 457 and 401(a) Plans.

Director of Human Resources and County Counsel request adoption of a resolution amending the Departmental Allocation List for County Counsel as follows, effective October 2, 2010:

  1. Amend the Departmental Allocation by:
    1.  Deleting:
      1. One .5 FTE (C) Legal Secretary I.
    2. Adding:
      1. One (1 FTE ) (NCO) Deputy County Counsel IV* and
      2. One (.6 FTE ) (C) Legal Secretary I.

    (*) Designated as an "at-will" position.

Director of Public Works requests the following Board actions for the implementation of procedures for the award of contracts for public works projects as authorized by the Uniform Public Construction Cost Accounting Act (the "Act" or "UPCCAA") (Public Contract Code section 22000, and following):

  1. Adoption of a Resolution Establishing Uniform Public Construction Cost Accounting Act for Napa County Public Works Projects.
  2. First reading and intention to adopt an ordinance Amending Napa County Code Section 2.36.040 (Specific Duties Designated) Relating to the Authority of the Purchasing Agent and by Adding a New Chapter 2.38 (Informal Bidding Procedures) to Title 2 of the Napa County Code to Provide Informal Bidding Procedures Under the Uniform Public Construction Cost Accounting Act (Section 22000, et seq. of the Public Contract Code).

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
